38th Rescue Squadron (RQS) Support to Pre-deployment Training
8-13 December 2024
1.0 Scope. The 38th RQS requires contracted support to provide its personnel with Military Free Fall Training. Training will consist of a canopy control and relative flight stack flying. 38th Pararescueman will provide internal academic instruction, Military Free Fall instruction, and debrief.
2.0 Requirements. The contractor will provide a 5-day training package within 8 hours by vehicle from Moody AFB that satisfies all requirements of the SOW. The period of performance will be 8-13 December 2024. The unit requires a parachute packing area capable of packing 7 parachutes at a time, a classroom to facilitate instruction and briefs, and secured climate-controlled area to store parachute equipment. One 3 hour time block of wind tunnel time will be provided prior to conducting airborne operations. Contractor must be able to procure aircraft rated to DoD Instruction 4500.53, DoD Commercial Air Transportation Quality and Safety Review Program, certified carriers must be on the AMC Paratroop Commercial Operator Listing and with the capacity to carry 20 jumpers. Aircraft and drop zone must be suitable for Military Free Fall (MFF) operations including Day/Night, High Altitude Low Opening/High Altitude High Opening, equipment, and oxygen jumps with a ramp door exit. Drop zone must be current for Free Fall operations meet requirement. Contractor must be able to provide 4x FAA Master Riggers certified & current (90 days) on the RA1 and NTRAP systems.
The contractor will provide lodging on site within the government rate for 20 personnel and will be included into the total cost on the invoice.
2.1 5 days of a Canopy Control Course/ Relative Flight Stack Flying that is designed to teach all aspects of individual canopy control, emergency actions, and landing accuracy with the RA- 1 for MFF operations in addition to landing accuracy as a team, stacking multiple operator and canopies for safe and accurate landing on the objective.

2.2.1 Parachuting SMEs/38th PJ Instructors will provide recent/relevant instruction in the following subject areas.
2.2.1.1 Learn basic aerodynamics of RA-1 canopy flight
2.2.1.2 Traffic pattern setup and flight
2.2.1.3 Emergency maneuvers
2.2.1.4 Returning to DZ on a long spot with RA-1
2.2.1.5 Learn the flight cycle of Ram-air canopy
2.2.1.6 Different flight modes of the RA-1 canopy
2.2.1.7 In-depth look at traffic pattern adjustments
2.2.1.8 Obstacle avoidance during landing
2.2.1.9 Turn reversals
2.2.1.10 Weather phenomenon that affects canopy flight
2.2.1.11 Learn harness inputs for canopy control
2.2.1.12 Combining control inputs for RA-1 flight
2.2.1.13 Front riser usage
2.2.1.14 Utilization of body position
2.2.1.15 The forces acting on your canopy
2.2.1.16 Half braked approaches
2.2.1.17 Use of navigational equipment
2.2.1.18 Night MFF Operations
2.2.1.19 Oxygen systems
2.2.1.20 HAHO parachute drops
3.0 Minimum Contractor Material Requirements: The awarded contractor will provide;
3.1 Equipment facilities and teaching facilities as listed in SOW
3.2 Aircraft appropriate for use that meet the requirements of DoD Instruction 4500.53
