3. Offerors are instructed to provide a gap analysis; what is the gap(s) that the offerors are required to analyze?
1. The Staffing Plan shall summarize all the assessments and analyses conducted in formulating the Staffing Plan. The Government will evaluate the Offeror's Staffing Plan in accordance with the evaluation criteria outlined in the solicitation.
2. The Government will evaluate how the Offeror’s Staffing Plan outlines their decision-making process. At this time, the Government cannot anticipate nor predict what decisions will need to be made and are asking what the Offeror's decision making process itself entails.
3. The Offeror shall provide a Gap Analysis within the Staffing Plan that references how the Offeror will address any fluctuations in personnel/vacancies should they occur.
