About this file
This document is a set of Questions and Answers related to an RFQ (Request for Quotation) for Tactical Leadership Training services for the 93rd Air Ground Operations Wing (AGOW).
The RFQ (Solicitation Number FA483024Q0034) requires the contractor to provide leadership training in an austere environment with stressors such as minimal food and sleep. The training must be conducted between April 29 - May 7, 2024 and is set aside 100% for Small Businesses under NAICS code 611430. The RFQ provides clarification on the instructor qualifications, training structure, and lodging/meal requirements. Specifically, the training must include a Joint Task Force commander with combat leadership experience, and instructors with at least 10 years of experience in conflicts like Somalia, Bosnia, Afghanistan, and Iraq. Lodging can involve sleeping outdoors in tents, but students will receive 3 meals per day except for a 24-hour extended training period with less food and sleep. Quotes are due by April 16, 2024 at 1:00 PM EDT.

Question Number
Section Page # RFQ/SOW Reference Question Answer
1 SOW 3.2.2 & 4.3 1 & 2
SOW Section 3.2.2 requires a contractor resume that includes Joint Task Force command experience and be a graduate of an operator Training Course
SOW Section 4.3 requires that instructor cadre must have at least 10 years real world experience in combat leadership. Experiences in conflicts such as Somalia, Bosnia, Afghanistan, and
Iraq provide a unique aspect in combat leadership and applicability to the
AFSPECWAR community and shall be considered in course development
Those are 2 different skill sets. Does the Government require 2 instructors and a previous
JTF Commander, or just the two instructors.
Both instructors shall have the mentioned requisite skill sets: JTF command experience, OTC graduate, experience in conflicts such as Somalia, Bosnia, Afghanistan, or Iraq.
2 SOW 3.2, 3.2.4, 5.1 & 7.3 1, 2, & 3
SOW Section 3.2 requires that the course shall include stressors for course participants with minimal food and sleep, in austere environments to add to the course realism
Section 3.2.4 requires that each day will include a short classroom academic session followed by Field Exercises that will provide leadership challenges to the participants
SOW Section 5.1 requires lodging may involve sleeping outside/in tents.
Students shall receive three meals per day
The packing list in SOW section 7.3 does not include sleeping bags or bivy sacks
Is the intent to provide extended night time operations and minimal food for some portion of the course in order to include stressors or to provide 3 meals a day and end each day with an AAR in the late afternoon or early evening?
Students should receive three meals a day and lodging inside a fixed facility for the duration of the course with the exception of the extended night time operations portion of the training. During this period, they will receive less food, sleep, and may lodge outside/in tents to simulate austere conditions. This extending training portion of training should not exceed a period of 24 hours. KTR will be required to provide the sleeping bags/bivy sacks for this portion of training.
3 SOW 3.2.1 1
SOW Section 3.2.1 explains that the 93 AGOW requires this course to be executed in a window between mid- April to mid-May 2024.
How much flexibility is there for the training window? Would a late May training be acceptable?
Due to emerging training requirements and other scheduled exercise events, the previous flexibility describe in SOW 3.2.1 has unfortunately been narrowed. To clarify, this training will have to adhere to a timeline of 29 April - 7 May.
