Contract Title: Catholic Musician
23d Wing
PERFORMANCE WORK STATEMENT (PWS)
30 May 2024, Revised: 27 Jun 2024
1.0 DESCRIPTION OF SERVICES
1.1 General. The contractor shall be responsible for the completion of all services outlined in this PWS in accordance with Department of Defense, United States Air Force, Air Combat Command (ACC), 23d Wing, 23d Wing Chaplain (23d WG/HC) regulations, policies, instructions, and laws. The contractor shall plan, organize, and coordinate music selections for the Catholic community with assistance from the Catholic Priest. Governing guidance comes from DoD, AF, and Air Force Chaplain Corps directives, policies and instructions as applicable.
1.2 Location. 23d WG, ACC, 23d WG/HC, 5120 Austin Ellipse, Moody AFB GA 31699-1501
1.3 Description of Work. The contractor shall furnish all personnel, transportation and services necessary for Catholic worship services.
1.4 Hours of Work. The contractor shall attend 2 hours weekly which includes one (1) hour for rehearsal and one (1) hour for performance. In addition to the weekly hours there may be times that a total of four (4) hours will be needed in the event there are special services that need musical support. The following times are subject to change at the discretion of the Wing Chaplain. The contractor shall perform at Sunday Mass at 9:30 a.m. Mass will normally last one hour, but not more than an hour and a half.
1.5 QUALIFICATIONS AND EXPERIENCE
1.5.1 The contractor shall be able to read music.
1.5.2 The contractor shall be familiar with a wide range of Catholic music to include the traditional, contemporary and liturgical styles.
1.5.3 The contractor shall have two or more years of experience as an accompanist or possess a degree in music and be able to demonstrate proficiency on piano, keyboard, or organ is preferred.
1.5.4 The contractor shall maintain a lifestyle consistent with Catholic principles and the purpose of the Air Force Chaplaincy; which is to support the free exercise of religion.
1.5.5 The contractor shall furnish a resume showing all education and experience including professional references prior to the award of the contract.
1.6 DUTY REQUIREMENTS
1.6.1 The contractor shall attend weekly rehearsals for the choir and warm-up session prior to any Liturgical Celebrations to last at least one (1) hour in length.
1.6.2 The contractor shall attend weekly performances during the Catholic Mass to last at least one
(1) hour in length. The contractor shall arrive at the chapel facilities at least 30 minutes prior to scheduled services.
1.6.2.1 The contractor shall, in conjunction with weekly rehearsals and performances will support the following special services to include rehearsal time:
1.6.2.1.1 New Year’s Day, Ash Wednesday, Holy Triduum to include Holy Thursday, Good Friday, Easter Vigil, Assumption, All Saints Day, Immaculate Conception, Christmas, Christmas Eve Masses, Confirmation, Advent and Lenten Communal Reconciliation Services and additional services may also be deemed necessary by Catholic Priest.
1.6.3 The contractor shall identify, submit, and coordinate Chapel Tithes and Offering Fund (CTOF) budget requests to support the music program to the Catholic Priest. The contractor will purchase approved items in accordance with local operating procedures.
2.0 GENERAL RESPONSIBILITES
2.1 The contractor shall ensure all audio/visual equipment (microphones, stands etc.) are setup and tested prior to each performance.
2.2 The contractor shall monitor the condition of choir equipment and advise the Superintendent, Chapel Operations of any problems or needs.
2.3 The contractor shall ensure the choir area is left clean after use by removing audio/visual equipment and restoring area to original configuration.
2.4 The contractor shall open and secure the chapel facility used for choir activities when chapel staff members are not on duty as well as be responsible for the cleanliness of all facilities utilized in conjunction with the program/event.
2.5 The contractor shall maintain familiarity with current trends in worship.
2.6 The contractor shall participate in at least one continuing education or professional development event each year, when appropriated funds or Chapel Tithes and Offering Funds (CTOF) are available.
2.7 The Wing Chaplain or designee (Superintendent, Chapel Operations), will monitor and inspect the contractor’s performance.
2.8 The contractor will be notified in writing within immediately of any and all noncompliance.
3.0 EQUIPEMENT AND SUPPLIES:
3.1 Equipment and Supplies. The Government shall provide all Government/Chapel facilities, equipment, and supplies necessary to fulfill this contract.
3.1.1 The contractor shall have joint use of all available equipment necessary for performing services required by this contract.
3.1.2 The contractor shall use established local procedures to submit for new or replacement equipment used as part of their normal contract work.
3.1.3 The 23d WG/HC will provide required Government forms used in the performance of this contract.
3.1.4 The 23d WG/HC will provide supplies used in the performance of this contract.
3.1.5 The 23d WG/HC will provide training on forms, regulations, policies, procedures including initial and continuing orientation and training.
3.2 Facilities. The contractor shall have the use of the following facilities for performance under this contract: 23d Wing Chapel, 5120 Austin Ellipse, Moody AFB, GA 31699-1501, or other facilities as provided.
3.2.1 The Government will not be responsible for loss or damage of personal items brought into the chapel.
3.2.2 The contractor shall be responsible for safeguarding all government property provided for contractor use as issued.
4.0 GENERAL INFORMATION
4.1 Must be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary.
4.2 Maintain professional conduct and present self in a neat, clean and well-groomed manner.
4.3 Maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.
4.4 The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy. The contractor must be able to work in an environment that accommodates all faith traditions but will not be required to perform duties that are incompatible with the Catholic faith or their professional role.
4.5 Contractor shall provide information necessary for successful completion of a background investigation in accordance with Department of Defense Instruction (DODI 1402.5.
4.6 Failure to cooperate with a background check by providing necessary documentation, fingerprints or other information needed for its completion or the reception of a derogatory report will result in elimination from consideration for the contract or termination of the contract if it has already been awarded.
4.7 In accordance with DODI 1402.5 paragraph E 6.4.1.4 The contractor may begin work before completion of the background checks, provided when working with minors they are within sight of an individual who has successfully completed a background check.
4.8 In accordance with DODI 1402.5 paragraph E6.6.2 payment of the background check is the responsibility of the requesting Service or agency.
4.9 Pass and Identification. The Contractor shall ensure each contract employee obtains the required pass and identification items as applicable for Contractor personnel and non- Government owned vehicles. The Security Police Pass and Identification Office located at Moody's South Gate, Building 1030, shall issue these forms. The Contractor shall retrieve all identification media from employees who leave contract employment for any reason before the contract expires, e.g., termination, retirement, etc. These items will be returned to the Contracting Officer. The Contractor shall maintain a current listing of all their employees. The list shall include employee names and social security numbers. This list shall be provided to the Contracting Officer and the 23d Security Forces Squadron at the contract start date. An updated listing shall be provided upon any change of employee.
4.10 Physical Security. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
4.11 Building Security. Building security is ensured by location on a military base and through locked doors. The Contractor shall be provided access to the furnished office space in accordance with Government regulations and policies. The Contractor shall share with Government personnel the protection and security of all Government information and property within the scope of this
SOW.
4.12 Emergency Medical Service. Moody Air Force Base Emergency Medical Technicians (EMTs) will provide emergency medical services, if required, on a reimbursable basis. The Contractor is responsible to reimburse the Government.
4.13 Telephone Services. Use of Government-furnished telephone(s) is provided solely for official Government business and shall not be used to transact personal business by the Contractor or his employees. The Government will not be responsible for charges for long distance telephone calls made or accepted by Contractor personnel. Telephone services will be subject to the standard monitoring requirements of the Government telephone network.
4.14 Driver’s License. The Contractor shall ensure that employees have current and valid qualifications, as listed in paragraph before starting work. Vehicle operators shall have a valid Georgia driver’s license.
4.15 Controlled Unclassified Information (CUI). The contractor shall comply with DoD Instruction 5200.48_Department of the Air Force Instruction 16-1403 Controlled Unclassified Information (CUI), and the CUI requirements in this contract. The CUI regulation cited in this paragraph sets policy, assigns responsibilities, and prescribes procedures for CUI in the identification, creation, sharing, marking, safeguarding, storage, dissemination, decontrol, disposition, destruction, and records management of CUI documents and materials and establishes training required.
All CUI records must follow the approved mandatory disposition authorities whenever the DoD provides CUI to, or CUI is generated by, non-DoD entities in accordance with Section 1220-1236 of Title 36, CFR, Section 3301a of Title 44, U.S.C., and this issuance.
4.16 Base Closures. Work scheduled, but not accomplished because of base closure due to weather, exercise, or actual alert, will be accomplished as soon as possible after reopening the base.
4.17 Employment Restrictions. The Government is authorized to restrict the employment under the contract of any Contractor employee or prospective Contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
4.18 Security. Contractor Base Pass/Identification (D), Special Clearances and Vehicle Passes.
The Contractor shall comply with all base pass requirements, procedures and complete all necessary documents to coordinate personnel and vehicle passes with the CO. Passes are obtained following CO approval and signature, from Security Forces personnel in the Pass/ID section located in the visitor’s center at the main gate. The Contractor shall follow Security Forces directions and procedures for vehicle searches when entering or leaving the installation.
4.19 Computer Security. Contract personnel shall have successfully completed, as a minimum, a National Agency Check, for appropriate security of privacy act information, before appointed to Moody AFB. The Contractor shall comply with the DoD 5200.2r, Personnel Security Program, and AFI 33-119, Electronic Mail (E-mail) Management and Use, requirements.
4.20 Identification common Access Card (CAC). Contract personnel will require computer access. A request must but be submitted through the Contractor Verification System. The CO is designated as the sponsor and will assist with this process. Once issued, the CAC card must be in the Contractors possession at all times while on base and performing official duties.
4.20.1 Should there be a delay for the Contractor to obtain a CAC the individuals will would perform other duties, not requiring access to the government computer systems. These duties could include answering the phone, filing, copying, shredding, etc.
4.21 Traffic Laws. The Contractor and its employees shall comply with all federal, state, local and base traffic regulations. The use of cell phones without a true “hands-free” device, while operating any vehicle, low speed vehicle (golf cart, mower, tractor, etc.), or cycle is prohibited on all DoD installations. Violation shall result in denial/revocation of installation driving privileges.
4.22 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor- owned or privately-owned vehicle while on Moody AFB.
4.23 Reporting Requirements. Contractor personnel shall report to an appropriate military authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.
4.24 Physical Security. The Contractor shall be responsible for safeguarding all Government facilities and property provided for Contractor use. At the end of each work period all Government facilities’, equipment, and materials shall be secured.
4.25 Morale Events. In accordance with ACCI 64-101, Contractor Visits and Management of Contractor Relations; “Since contractor personnel are not government employees, the government cannot grant contractor personnel the same duty time activities as government employees. The government may permit contractor personnel working on-site to attend social/morale and welfare events, when using time the government is not being charged for and when the government believes it would enhance performance. The contractor personnel must make arrangements with their contractor supervisor for appropriate leave or other status. under the contract.
4.26. Security Compliance. The Contractor shall comply with all DoD, Air Force, and Moody AFB security requirements regarding Contractor access and operations while on the installation.
5.1 Organizational Conflict of Interest (OCI): Contractor and Subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5.
5.1.1 The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
5.2 Antiterrorism (AT) Level 1 Training for Contractors: DAFI 31-145-O published 14 November 2022 states 100% of contractors will complete AT Level I (Antiterrorism Awareness) within 30 days of requiring access, and annually thereafter (https://jko.jten.mil/courses/AT-level1/launch.html ) by all contractor personnel to whom commanders have granted access to their fenced installations or separate facilities. This is also a federal law under 48 CFR § 252.204-7004 that all contractors that work on federally funded projects will have this training.
