QUESTIONS FOR WASHER / DRYER RENTAL, MAINTENANCE AND
REPAIR SERVICE, MOODY AFB, GA
Solicitation # FA483022Q0008 Questions to the Government
July 8, 2022
1- Reference: Attachment 2, PWS, section 2.4.2. Dryers, the statement “Dryers shall be …of rugged construction capable of withstanding heavy use”, and section 2.4.2.1 Electric Dryers and section 2.4.2.2 Gas Dryers, the statement “The Contractor shall supply Energy Star dryers;
approximately 7 cu ft, when listed on the Department of Energy’s FEMP Product list.”
Comment: The Department of Energy’s FEMP Product list does not include commercial dryers, either electric or gas that are Energy Star rated. Only residential units for light to moderate use are listed.
Question: Would the Government please clarify whether Energy Star (residential grade) dryers are required, or if commercial grade dryers without the Energy Star rating that meet the performance requirements will be acceptable?
Answer: If Energy Star dryers are not listed on the Department of Energy’s FEMP Product list then commercial grade non Energy Star washers and dryers are acceptable.
2- Reference: Attachment 2, PWS, the statement “Any machine which becomes unsightly, (dented, soiled, rusted, etc.,) shall be replaced or refinished at no additional contract cost.”
Question: Would the Government please clarify expectations as to when a unit is to the point of needing replacement?
Answer: Units will need to be replaced when they are unsightly due to excessive dents, soil or rust. The government will make this determination. During the last two contracts consisting of a base year and four one-year option periods this wasn’t an issue and no machines had to be replaced.
3- Reference: Attachment 2, PWS, section 3.4 Ducts, the statements “The Contractor shall inspect and clean all ducts on an annual basis. Fixed duct work shall be cleaned from the dryer to the outside vent (vent removed). All dirt, debris, lint, etc., shall be removed from the inside of the duct work.”
Question: 3-a. Would the Government please provide the number of outside vent covers by 1st floor, 2nd floor, 3rd floor locations?
Answer: 1st Floor = 39, 2nd floor = 19, 3rd floor = 10 Vent covers won’t need to be removed in all instance so long as contractor is able fully clean ducts from dyer through to outside.
Question: 3-b. Would the Government please provide drawings or schematics of the dryer vent system to ensure a better understanding of the dryer vent cleaning effort.
Answer: Drawings are rough representations only for bldgs with dryers connected to a main duct systems which vents to the outside. All duct systems were identified/shown during the site visit.
Duct systems are basically as follows:
Bldgs 322, 323, and 326 have 6 individual dryer vent hoses connected to approximately 4’ of hard dryer vent pipe inside laundry room to exterior wall.
Bldg 324 and 577 has six dryers connected by individual dryer vent hoses to a overhead main duct which is vented outside. Duct is approximately 18” square and 15 feet long with access panels for cleaning.
Bldgs 545, 546, 548 and 549 has 30 dryers connected by individual dryer vent hoses attached to approximately 10’ of hard dryer vent pipe going through small mechanical closet to exterior of bldg.
Bldg 551 has 12 stacked dryers (24 total dryer) connected by individual dryer vent hoses to approximately 4’ of hard dryer vent pipe. 2 dryers connected to one exterior vent and the are 12 total vents.
Bldg 570, 572 and 573 has 4 stacks dryers (8 total dryers) connected by individual dryer vent hoses to round duct on floor venting outside. Duct is approximately 18 inches in diameter and 12 feet long.
Bldg 580 has 6 stacked dryers (12 total dryers) connected by individual dryer vent hoses to an overhead main duct system which is vented outside. Duct is approximately 18” square and about 50’ long with access panels for cleaning.
Bldg 621 has 2 dryers connected by individual dryer vent hoses to approximately 50’ of 4” hard duct vented to the outside. Each dryer is connected to separate ductwork.
4- Reference PWS, section 2.4.2.2 Gas Dryers, the statement “The Contractor shall supply Energy Star dryers; approximately 7 cu ft, when listed on the Department of Energy’s FEMP Product list.”
Comment: We have had conversations with manufacturers (Maytag/Whirlpool & Alliance) and they confirmed that based on the current Specs none of their commercial dryers will meet the Energy Star certified requirement.
Question: Will the Government waive the Energy Star certified requirement, allow non-commercial machines, or revise the Specs for the machines?
Answer: If Energy Star dryers are not listed on the Department of Energy’s FEMP Product list then commercial grade non Energy Star washers and dryers are acceptable.
5- Reference: PWS, Section 2.1.1 Washers shall be new and of current design, top load only, convenient to operate, and of rugged construction capable of withstanding heavy use.
Question: 2.1.1 asks for “Rugged Construction”, will industry standard “Commercial machines” meet that requirement?
Answer: If Energy Star dryers are not listed on the Department of Energy’s FEMP Product list then commercial grade non Energy Star washers and dryers are acceptable.
6- Question: Can we get the specs or drawings of the rooms? We are trying to determine Duct lengths for the annual duct cleaning.
Answer: Drawings are rough representations only for bldgs with dryers connected to a main duct systems which vents to the outside. All duct systems were identified/shown during the site visit.

Bldg 580 has 6 stacked dryers (12 total dryers) connected by individual dryer vent hoses to an overhead main duct system which is vented outside. Duct is approximately 18” square and about 50’ long with access panels for cleaning.
Bldg 621 has 2 dryers connected by individual dryer vent hoses to approximately 50’ of 4” hard duct vented to the outside. Each dryer is connected to separate ductwork.
7-Question: Will there be “On-site” storage for us to keep some extra machines on base? With a 24-hour repair or replacement policy for some of the buildings and only allowing 1-machine down at a time per room, we would like to have those machines on base ready to go.
Answer: No on-site storage will be available 8- Question: Is this Prevailing Wages? If so, can you send the hourly rate per category?
Answer: Please see attachment 7 of the solicitation, there you will find the “Wage Determination” 9- Questions: what is EMS Training and does the government provide the training to our staff?
Answer: This is standard verbiage put in our contracts and if EMS training is required it will be provided by the government.
10- Reference: “Attachment+2-+PWS.pdf” file containing the PWS document.
Comment: The document watermark shows the PWS document as a DRAFT copy.
Question: Is the Government planning to replace the DRAFT version of the PWS with a finalized version?
Answer: That is the finalized copy of the PWS, once awarded the draft watermark will come off of the PWS.
11-Question: The Washers and Dryers Lease Pricing Schedule has a line item 0007 Phasing of Equipment (installation Period), Please provide what this involves. Is this a price for the installation of the washers and dryers or something else?
Answer: This price is for the installation of Washer and Dryers.
12-Question: Please provide details of the requirements for the Annual inspections and ventilation cleaning. Does this include cleaning the exhaust vent from the back of each dryer to the outside exit, or is this from the back of each dryer to the exit in the inside wall?
Answer: The annual inspections include checking the machines to insure there all up and running properly, checking the flex hoses, and as far as the ventilation this will include cleaning them from the exhaust vent on the actual dryer all the way to the outside exit.
