1 DESCRIPTION OF SERVICES.
1.1. The Contractor shall provide services non-personal to furnish, install and maintain, new commercial grade washers and dryers for dorm residents at no cost to the resident; and to ensure that all washers and dryers are maintained in operating condition during the life of the contract.
1.2. The building/facilities are identified within Appendix C, and all buildings are located on Moody AFB, approximately ten (10) miles from Valdosta, G
1.3. Organizational Conflict of Interest (OCI): Contractor and Subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.4 Period of Performance: The period of performance shall be for one (1) base period of eleven (12) months and four (4) twelve (12) month option years. The Period of Performance reads as follows:
Base: 01 October 2022 – 30 September 2023 Option 1: 01 October 2023 – 30 September 2024 Option 2: 01 October 2024 – 30 September 2025 Option 3: 01 October 2025 – 30 September 2026 Option 4: 01 October 2026 – 30 September 2027
2 EQUIPMENT SPECIFICATIONS
All equipment shall meet energy efficient requirements if/when listed on the Department of Energy’s Federal Energy Management Program (FEMP) Product List.
All equipment will meet specifications established by the U. S. Public Health Federation and National Sanitation Foundation and/or military authority having jurisdiction and is subject to inspection by the installation medical authority. All equipment shall be installed in accordance with the standards of applicable codes (i.e., National Electric Code, National Mechanical Code), and in compliance with all safety and security measures required by the Contracting Officer
(CO).
The equipment provided by the Contractor during the period of this contract shall comply with the specifications set forth herein. All equipment shall be subject to the CO’s/Point of Contact (POC) inspection as to new condition, appearance, and serviceability prior to installation.
MACHINE REQUIREMENT.
2.1.1 Washers. The Contractor shall supply commercial grade top-load washers, approximately
3.3 cu ft. The use will be comparable to that of a coin-operated laundry. Washers shall be new and of current design, top load only, convenient to operate, and of rugged construction capable of withstanding heavy use.
2.1.1.1 Units shall operate on 120 volt, 60 Hertz, single-phase-power supply, not to exceed 10 amps. Operational cycle shall consist of wash, rinse, and spin dry cycles. Washers shall have a proper number of controls for automatic operation. Selection shall be a minimum of three (3) water temperatures and three (3) wash cycles; selection may be by individual control or automatic pre-set. Washers shall require no bolting down. Machines shall be designed, so that if an unbalanced (load) condition occurs during spin phase, this condition will be automatically compensated for within the machine.
2.4.2. Dryers. The Contractor shall supply machines with a minimum of two-(2)-dryer cycles; selection may be by individual control or automatic pre-set. Dryers will have a door-operated safety switch which stops the drum and source of heat whenever the door is opened during the cycle. The use will be comparable to that of a coin-operated laundry.
Dryers shall be new and of current design, convenient to operate, and of rugged construction capable of withstanding heavy use.
2.4.2.1. Electric Dryers. The Contractor shall supply Energy Star dryers;
approximately 7 cu ft, when listed on the Department of Energy’s FEMP Product list. Units shall operate on nominal 120/208-volt, 60-Hertz, single-phase-power supply. Electric dryers shall be stand-alone units. The units shall have the proper number of controls for automatic operation.
2.4.2.2 Gas Dryers. The Contractor shall supply Energy Star dryers, approximately 7 cu ft., when listed on the Department of Energy’s FEMP Product list. Units shall operate on nominal 120/208-volt, 60-Hertz, single-phase-power supply. Gas dryers shall be stacked units, two (2) dryers, and one (1) above the other. The units shall have the proper number controls for automatic operation. Gas dryers shall be installed in Buildings 551, 570, 572, 573, and 580.
3 MAINTENANCE AND REPAIR
3.1. The Contractor shall provide qualified/certified personnel to install and repair washing machines, electric dryers and gas dryers, gas piping, and equipment.
3.1.1. The Contractor shall perform all maintenance during standard duty hours (excluding Federal holidays), except for emergencies. The Contractor shall notify a dormitory manager and Point of Contact (POC) prior to performing work.
3.1.2. The Contractor shall perform quarterly run-up inspections on all equipment to ensure all parts are operating properly. The Contractor shall set-up an inspection with the POC and dormitory management one (1) week prior to each quarterly visit. All inspections and repairs shall be accomplished during standard duty hours, except for emergency repairs during the weekend or holidays. The Contractor shall, at a minimum, maintain a maintenance log identifying the following:
1) Date of inspections.
2) Discrepancies identified and repair date.
3) Dates when units are replaced.
4) Maintenance logs shall be submitted to the POC on a quarterly basis. .
3.1.3. The Contractor shall notify the Civil Engineer (CE) Representative (Dormitory Manager) at 257-2682, POC’s at 257-4393/7398/2492 or the CE Service Call Desk at 257- 3678 if he believes a defect exists in the utilities serving the washers or dryers. This initial notification at the time of discovery will be followed up in writing to the COR.
3.1.4. The Contractor shall notify the CE Representative and POC if any machine is removed from a building for maintenance, repair, or other reasons. If a machine is removed from a building, a replacement machine shall be provided. The replacement machine shall have the same reference number as the machine that was removed.
3.1.5. The Contractor shall ensure installed washers/dryers are maintained in proper working order. Contractor shall respond to all service calls within twenty-four (24) hours, except weekends and holidays. All repairs must be completed within seventy-two (72) hours. At no time during this contract shall more than one (1) unit per facility be in an unserviceable condition. The Contractor shall replace, immediately, any unit which will be out of service for more than seventy-two (72) hours; this does not include Buildings 545, 546, 548 & 549.
3.1.6. In Buildings 545, 546, 548 & 549, the Contractor shall ensure installed washers/dryers are maintained in proper working order. During the standard work day, once the Contractor is notified, the Contractor shall respond and repair any equipment within twenty-four (24) hours, and at no time during this contract shall any equipment in these facilities be left in an unserviceable condition. The Contractor shall replace any unit which will be out of service for more than twenty-four (24) hours, immediately.
3.1.7. The CO or POC will notify the Contractor of all washer/dryer equipment failures. This shall be accomplished during standard working hours, 8:00 a.m. through 4:00 p.m., Monday through Friday.
3.1.8. After repairs and/or maintenance, the Contractor shall ensure the area is clean of debris, oil stains, parts, or anything pertaining to work, and the machines returned to operating positions. Any machine which becomes unsightly, (dented, soiled, rusted, etc.,) shall be replaced or refinished at no additional contract cost.
3.1.9. The Contractor is responsible for all maintenance of installed equipment. Equipment is subject to inspection by the 23d Medical Group (23d MDG). Discrepancies noted on the inspection report relating to washers and/or dryers will be directed to the COR for immediate corrective action and reported to the CO.
3.1.10. The Contractor shall repair, at his expense, any damage to Government property resulting from the movement of washers and dryers into or out of any building. These repairs will be made by a craftsman of the particular trade and inspected by Government Representative. Repairs are subject to the approval of the CO at Moody AFB, GA.
3.1.11. Any personal equipment, clothing, jewelry, monies, etc., found on the premises by the Contractor or his employee(s) shall be turned in to the Dormitory Manager, who will contact the Base Security Police and/or using agency.
3.2. Washers. The Contractor shall inspect and repair all supply hoses, splitter connections, drains lines, power cords, filters, agitators, drive belts, dials, knobs and switches condition/adjustment, level machines and tightening/replacing screws, bolts etc., to ensure proper and safe operations during quarterly inspections.
3.3. Dryers. The Contractor shall inspect and repair all electrical connections, power cords, knobs, dials, switches and exhaust hoses/ducts for proper operations during quarterly inspections.
3.4. Ducts. The Contractor shall inspect and clean all ducts on an annual basis. Fixed duct work shall be cleaned from the dryer to the outside vent (vent removed). All dirt, debris, lint, etc., shall be removed from the inside of the duct work. A COR shall check ducts before vent covers are reinstalled during the annual cleanings.

6.14.1 100% of the time.
5 GOVERNMENT-FURNISHED FACILITIES, MATERIALS, PROPERTY
AND SERVICES.
5.1. Facilities. See Appendix C.
5.2. Base Distribution. The Contractor may use the Base Information Transfer Center (BITC) to send mail on base.
5.3. Refuse Collection. Contractor is responsible for removing all packing material, repair/cleaning debris & any personal trash to an off-base location of the Contractor’s choice.
5.4. Recycling Program. The Contractor shall be required to participate in the base-recycling program.
5.5. Emergency Medical Service. The Moody Air Force Base Clinic will provide emergency (cases where loss of life, limb, sight or hearing is possible) medical services, if required, on a reimbursable basis. The Contractor shall be responsible to reimburse the Government.
5.6. Utility Connections. The Government shall provide at Government expense necessary utility connections for the operation of washers and dryers. This will include drain, hot and cold water, electricity, natural gas, and exhaust vents. The Contractor shall connect his equipment with his hoses, hoses splitter, electrical pig tails and rigid flex ducts with no plastic to these utility connections in an approved manner.
5.7. Utilities. The utilities required for operation of washers and dryers will be provided by and at Government expense. This will include hot and cold water, electricity and natural gas. All repair of failed utilities in back of and to the utility connection point will be the responsibility of the Government, and if a utility problem exists during performance of services, the Contractor shall contact the Dorm Manager or the COR.
6 GENERAL INFORMATION.
6.1. Contractor Employee Relations.
6.1.1. The CO may restrict the employment under the contract of any Contractor employee, or prospective contract employee who is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
6.1.2. Contract personnel shall present a neat appearance and be easily identified. This may be accomplished by wearing clothing bearing the name of the company or by wearing an appropriate uniform, or badge which contains the company name and employee’s name.
The Contractor is responsible for acquiring an appropriate number of badges to meet their needs at their own expense.
6.1.3. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person could create a conflict of interest, or shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD 5500.7-R Joint ethics Regulation (JER), Chapter 2. In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Contractor Labor Relations Activities, chapter 3.
6.1.4. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall or active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform. Their absence at any time shall not constitute an excuse for nonperformance under this contract.
6.2. Security Requirements. The Contractor shall obtain personnel pass application forms from the Contracting Office’s Contract Administrator. The Contractor employee shall complete and carry the forms to the Security Forces, Pass and Registration Office. The Contracting Officer Representative will provide a base pass for new employees.
6.3. Quality Control.
6.3.1. The Contractor is responsible for the industry standard of quality control for all services performed under this contract. The contractor shall provide a Quality Control Plan (QCP) for all work required in this PWS, to include the objectives in the Services Summary. The written QCP shall be submitted to the CO for acceptance no later than the pre-performance conference. The CO will notify the contractor of validation or of any required modification(s) that may be needed to the plan.
6.3.2. The plan shall include, at a minimum: A description of the inspection system to cover the requirements of the industry standard for quality control for this service, to include those services listed in the Services Summary (SS). The description shall include specifics as to the areas to be inspected on a scheduled and unscheduled basis, frequency of inspections, submission of QC schedule and the name of the quality control inspectors (QCIs). Additionally, control procedures for the proper use/security of any Government-provided keys or lock combinations shall be included.
6.4 Employment of Government Employees: The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of Defense (DoD), either military or civilian, unless such person seeks and receives approval in accordance with Title 5, USC, Section 5536, DoD 5500-7-R (1993), as amended, and service directives.
6.5. Quality Assurance. The Government is responsible for ensuring that the contract standards are met, utilizing the appropriate assessment method(s). The POC may evaluate the contractor’s performance at any time during the duration of this contract. Inspections will be conducted with the intent of verifying compliance with contract requirements and performance within the performance thresholds established in the SS. The inspection/assessment methods identified in the QASP, paragraph 7.2., in concert with the contractor’s quality control procedures, will permit the Government to evaluate the contractor’s success or lack of success in meeting the specified contract requirements. The services to be performed by the Contractor during the period of this contract shall at all times and places be subject to review of the POC and/or other authorized Government Representative(s).
6.6. Installation at Start of Contract. The Contractor shall be granted a “Phase In” period to provide and install all new equipment in the buildings designated in Appendix C. This period will allow the contractor one (1) week (5 business days) to have all units installed. Contractor shall coordinate installation with incumbent contractor and COR to ensure one facility at a time is converted from old to new machines to ensure smooth transition and maximum machine availability for tenants.
6.7. Removal at End of Contract. As in para 6.5. of this Performance Work Statement, the contractor shall be granted a “Phase Out” period to remove equipment from all buildings. This period will allow the contractor one (1) week to remove all units from all facilities. The incumbent contractor shall coordinate removal with incoming contractor and COR to ensure one facility at a time is converted from old to new machines to ensure smooth transition and maximum machine availability for tenants.
6.8. Removal of Equipment During Period of Contract. The Contractor shall remove any machine from any specific location(s) within ten (10) calendar days after receipt of notification in writing from the CO to do so. Payment will cease at midnight on the removal date from the specific location.
6.9. Signs and Decals. The Contractor shall provide, at each machine, the necessary signs or decals to provide the operator with the proper operating instructions. Signs and decals will be replaced when they become faded, soiled or defaced. The use of handmade or improvised signs is prohibited. Signs not mounted on the machines will be mounted in the laundry room by the Contractor, after coordination with the CO for safety and uniformity. All machines will be numbered in a uniform manner with a minimum of one-(1)-inch high and a maximum of two- (2)-inch high numerals. The numbers are to be on the front face of the machine and are to be referenced for maintenance work. Washers and dryers shall be numbered in sequential order on each unit.
6.10. Physical Security. The Contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, property, and materials shall be secured.
6.11. On-base Driving Requirements. Contractor shall ensure employees have current and valid professional certifications before starting work under this contract, including: Vehicle operators shall have a valid driver's license. All vehicles shall be operated in accordance with base traffic regulations.
6.12. Vandalism. Any act of vandalism discovered by the Contractor shall be reported immediately to the Base Security Police, CO, and COR. All costs incurred as a result of vandalism/abuse to contractor property shall be initially borne by the Contractor. A memorandum of these costs shall be submitted to the CO on a monthly basis as a claim to the Government.
6.13. Government Performance of Services During Labor Strikes
6.13.1. The services called for under this PWS are of critical importance to the Air Force, and the Government reserves the right to take over performance in the event of a labor strike by the Contractor’s employees which impairs the Contractor’s ability to satisfactorily perform the contract. In such event, the Government may elect to perform services with exclusively Government personnel in accordance with AFI 64-106, Air Force Industrial Labor Relations Activities, paragraph 2.2.
6.13.2. Under such circumstances and at the direction of the CO, the Contractor agrees to remove its non-striking force from the performance site and not to interfere in any way with Government performance.
6.13.3. Contractor further agrees under such circumstances to permit the Government to use any essential Contractor-furnished property. The Government will equitably compensate the Contractor for use of such property.
6.13.4. Contractor shall not be entitled to payment for any performance period or parts thereof during which the Government assumes performance.
6.14. Hours of Operations and Place of Performance.
6.14.1. Standard Hours of Operation. The Contractor shall perform the services required under this contract during the hours of 8:00 a.m., through 4:00 p.m., Monday through Friday (excluding federal holidays), except for emergencies.
6.14.2. The period of performance will be from 1 Oct 2022 through 30 Sep 2027 and the place of performance shall be the buildings listed in Appendix C of this PWS, Moody
AFB, GA.
6.14.3. Federal Holidays. Federal Holidays: Contractor shall observe Federal holidays under the established contract when contractor performance begins on a government installation. Normally, federal Government holidays are observed in the United States. Some contractor personnel policies and labor agreements provide for observing different holidays than observed by the Government. For example:
Good Friday: The Contractor may substitute the “Good Friday” holiday time-off for the day after Thanksgiving, which is usually considered a “family day” for the general base population. If the Contractor takes advantage of this option, this arrangement must be finalized between the CO, Contractor, and COR two (2) weeks prior to the holiday and at no cost to the Government.
i. On work days that have been declared “family days,” the Base may be minimally manned with many offices and facilities closed. On these days, the COR shall ensure that the Contractor can gain entrance to the work site.
ii. Holiday Services. Services will be provided during holidays. The Contractor shall respond to emergency events such as earthquake, or national security events, if needed. Historically, this has not occurred more than once per year.
iii. Base down days and/or goal days: The Contractor shall provide support during base down days and/or goal days.
iv. Base Closures: The Contractor shall provide service during base closures.
6.14.4. Holiday Services. Services scheduled for a certain day of the week, but cannot be performed due to a holiday, shall be performed either the day before or the day after the holiday. If a service is scheduled on Monday and that Monday is a holiday, then the service shall be performed on the day after the holiday (Tuesday). Services scheduled for Friday and a holiday is on Friday, than the service shall be performed on the Thursday before the holiday.
6.14.4.1. On work days that have been declared “family days,” or “down days” the Base may be minimally manned with many offices and facilities closed. On these days, the COR shall ensure that the contractor has access to the work site. However, if the COR or another government representative will not be on duty, arrangements shall be made with contractor personnel to make up any hours not worked or missed due to the “family or down day.”
Family and/or Down Days are not holidays for the contractor.
6.14.4.2. However, the Contractor may substitute, with the government’s approval, the Good Friday holiday for a “Family or Down Day” since most of the Base may be minimally manned on those days.
6.15. Conservation of Utilities.
6.15.1. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following:
6.15.2. Lights shall be used only in areas where and when work is actually being performed.
6.15.3. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the Contractor or by Contractor employees unless authorized.
6.15.4. Water faucets or valves shall be turned off after the required use has been accomplished.
6.16. Environmental Controls.
6.16.1. Compliance with Laws and Regulations. The Contractor shall be knowledgeable of and comply with all applicable interstate, Federal, state, and local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the Contractor shall inform the CO pursuant to notice requirements and negotiate a modification to the contract.
6.16.2. Notification of Environmental Spills. If the Contractor spills or releases any substance contained in 40 CFR 302 into the environment, the Contractor or its agent shall immediately report the incident to Moody AFB Fire Dept at 257-3102. The liability for the spill or release of such substances rests solely with the Contractor and its agent.
Note: If the Contractor shall routinely handle materials which could have a harmful effect on the environment, the Contractor shall state in writing, to the CO, how he intends to dispose of and/or handle spillages of these materials.
6.16. Material Storage and Use. The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.
6.16.1. Purchasing “green products” helps to reduce our impact on the environment. The Office of Federal Environmental Executive (OFEE) provides links to green purchasing information. The contractor shall comply with all federal, state, and local environmental pollution standards and regulations. Due care will be exercised to avoid any practice where there are indications that such might place the government in a controversial position as to contributing to local environmental pollution.
6.17. Safety Requirements.
6.17.1. Safety of personnel and performance shall conform to Office of Safety and Health Administration (OSHA) requirements as specified in AFMAN 91-203, Air Force Occupational Safety, Fire and Health Standards.
6.17.2. Cell Phone Usage. The use of a cell phone while driving on base is prohibited, unless a completely “hands-free” device is utilized.
6.17.3. Take such additional immediate precautions as the CO may reasonably require for safety and mishap prevention purposes.
6.17.4. Develop and provide a Safety Plan for the protection of Government facilities and property, while providing a safe work environment for Contractor personnel. This Plan shall be submitted five (5) days after the contract start date to the CO.
6.17.5. Provide protection to Government property to prevent damage during the period of time the property is under the control or in possession of the contractor.
6.17.6. Record and report promptly (within one (1) hour) to the CO or authorized Government Representative, all available facts relating to each instance of damage to Government property or injury to either Contractor or Government personnel.
6.17.7. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the
CO.
6.17.8. If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in the conduct of investigation until the investigation is completed.
6.18. Publications.
6.18.1. Compliance with any publication, regulation, and operating instruction is required when work in this PWS is to be accomplished in accordance with any stated publication, regulation, and operating instruction.
6.18.2. The publications prescribe USAF policies, use of materials, procedures and processes applicable to the work requirements.
6.18.3. The Contractor is required to acquire and work on the latest version of the publication.
6.19. Records Management.
6.19.1. All records, files, documents, regardless of media (e.g., paper, electronic, etc.), as described in this PWS, that are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.
6.19.2. The Contractor shall keep these items current, maintain and dispose of them in accordance with the requirements established in Air Force Instruction (AFI) 33-322, Records Management and Information Governance Program and the Air Force Records Disposition Schedule which may be accessed from the web address cited below:

6.19.3. Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act. The Moody AFB Records Management Office (23 CS/SCXKR), 257-3500, will provide assistance and training to the Contractor to ensure compliance with Federal record keeping requirements.
6.19.4. Service Contract Reporting (SCR). The Contractor shall report ALL Contractor labor hours (including Subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: https://www.sam.gov.
6.19.5. The contractor shall comply with DoD Instruction 5200.48_Department of the Air Force Instruction 16-1403 Controlled Unclassified Information (CUI), and the CUI requirements in this contract. The CUI regulation cited in this paragraph sets policy, assigns responsibilities, and prescribes procedures for CUI in the identification, creation, https://www.my.af.mil/afrims/afrims/afrims/rims.cfm.4 https://www.sam.gov./ sharing, marking, safeguarding, storage, dissemination, decontrol, disposition, destruction, and records management of CUI documents and materials and establishes training required.
Any Contractor employee CUI training required under DoDI 5200.48 _Department of the Air Force Instruction 16-1403 Controlled Unclassified Information including initial and annual CUI training shall be accomplished following coordination with the COR/cognizant local CUI authority.
7. CONTINUATION OF ESSENTIAL CONTRACTOR SERVICE DURING CRISIS.
7.1. All services under the PWS shall be performed during any wartime operation. Wartime operations are those actions, including contingency planning, which would be required to support current or future United States Air Force wartime requirements. The CO or the COR/Government Representative shall notify the Contractor of a crisis by any means of communication. There shall be no costs paid by the Government to the Contractor during a crisis except those incurred for work performed under this contract. Notwithstanding any wartime-related contingency, the Government shall have the unilateral right to extend performance of the contract as long as the wartime contingency exists. Contract payment will be in accordance with the existing contract rate.
7.2. The Government shall notify the Contractor within three (3) hours of any crisis declared by the national combatant commander by telephone, email, or in person.
7.3. In accordance with DFARS Clauses 252.237.7023 and 252.237.7024 of this contract, the Contractor shall provide all information requested.
7.4. The Contractor providing services designed as “essential” by Moody AFB is expected to use all means at their disposal to continue to provide such service in accordance with the terms and conditions of the contract during periods of crisis until appropriately released or evacuated by the
CO.
8. CONFRMANCE WITH ENVIRONMENTAL MANAGEMENT SYSTEMS.
8.1. The Contractor shall perform work under this contract consistent with the relevant policy and objective identified in the 23 Wing’s Environmental Management System (EMS) applicable for your contract. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the agency, organizational, or facility EMS, and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals. In the event an environmental nonconformance or noncompliance associated with the contracted service is identified, the Contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Site
Coordinator. In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities identified by the environmental management system and how these requirements affect their work performed under this contract.
8.2. The on-site Contractor, given that said contract is one year or greater, shall complete initial EMS awareness training after thirty (30) days of contract start date. In addition, all Contractors shall complete yearly EMS awareness refresher training if the contract is greater than one (1) year.
Those contracts with an estimated completion date of less than one (1) year will receive EMS Awareness training during the Pre-performance Briefing. The EMS Coordinator or designated appointee will be responsible for providing the EMS training, as well as, providing the method of training. Individual documentation processes will be established by the EMS Coordinator or a designated appointee.
