Q: If there is an employee already in place, given these positions are SCA, will the government consider waiving resume requirements considering first rights-of-refusal?

Q: How long has the incumbent been there?
A: The incumbent has been in place for one fiscal year.
Q: This effort requires 20 hours per week which is 1,040 hours per year, however, Sec. 7.1 states that this effort carries 1,200 hours per year, so this must be the figure we use to quote, is this a correct assumption?
