38th RESCUE SQUADRON
STATEMENT OF WORK
for
CRO UPGD 17-1
Start date 29 November 2016
MOODY AIR FORCE BASE
GEORGIA
04 November 2016
1. SCOPE. This Statement of Work (SOW) defines the effort required for the Contractor to provide instructional services/training for Combat Rescue Officer (CRO) field training exercises (FTXs) and full mission profiles (FMPs) associated with Mission Qualification Training. Services shall be provided in the continental United States (CONUS) at contractor identified locations during the period of performance.
1.1. BACKGROUND. The contractor shall provide support logistics, training areas and/or evaluator expertise required to meet CRO Career Field Education and Training Plans (CFETPs) outlined in the CFETP 13DXA (1 Feb 2015), AFI 10-3502 Volume 1 currencies, and Tasks Conditions Standards (TCS).
2. APPLICABLE DOCUMENTS.

3. REQUIREMENTS.
3.1. Contractor shall provide at a minimum:
3.1.1. All training identified in “CRO UPGD 17-2 line items”. NOTE: If a trainee demonstrates a high level of tactical proficiency and weather supports the training then the contract can be accomplished as early as 14 training days
3.1.2. Any FMP conducted will require the contractor to provide an evaluator operator who will shadow each team and provide immediate tactical feedback and detailed written feedback within two days of completing the FMP. See para 3.6.2 for evaluator criteria.
3.1.3. All FTXs and FMPs IAW the attached CONOP examples with the understanding that the training areas/locations may change per contractor/vendor recommendation.
3.1.4. Be prepared to provide one FTX type, one time in a 48-hr period and for two consecutive training days (TDs) IAW the below training day example. This will ensure students demonstrate the correct proficiency level IAW the CFETP task, condition and standards, and accounts for potential weather days.

3.1.5. At the end a FMP (Full Mission Profile) focusing on the tactical and operational CRO skills exercised during the FTXs.
3.1.6. The capstone CSARTF FMP will meet the requirements IAW AFI 10-3502v2 (Chap3 and Attachment 3 & 4) and verified with a unit evaluator prior to executing the event.
3.2. Training.
3.2.1. All FTXs/FMPs shall utilize the applicable requirements for each type of scenario, and the contractor shall provide evaluator Staff/SMEs (subject matter experts) to provide small unit tactics instruction/debriefs to government personnel for the following specific FTXs/FMPs:
3.1.1.1 FTX 1: Fixed wing (FW), Bilateral Maritime Surface Rescue Operations: ~4-6hr FTX (am) or ~4-6hr FTX (afternoon)
3.1.1.1.1 Trainee performs parachute operations. He will discuss wet/dry suit requirements, planned and unplanned ditching procedures, emergency egress, aircraft systems and emergency procedures. Tactical operations to include RAMZ, in flight duties, bundle drops and transload procedures will be incorporated into this sortie.
3.1.1.1.2 Trainee will lead a bi-lateral recovery operation. He will lead, conduct, and participate in a bi-lateral recovery operation, with re-supply considerations; conduct a briefback, an OPORD brief, rehearsals, and inspections. Scenario will include theater operations overlay, threat scenario, and intelligence reports.
3.1.1.1.3 Trainee will be expected to recover survivor in the water, provide team guidance ~1500m offshore issue a 5 point/GOTWA and employ scout swimmers at ~500m in support of (ISO) a beach landing site (BLS) with a friendly ground force linkup
3.1.1.1.4 Role Players. Provide costumed role players that have life-like injuries applied, have ground force commander (GFC)/tactical team sergeant experience and tactical team experience. Min force: 1x FW infil/transload acrft, 1x patient (in the water), 1x GFC/Tm Sgt, 6x Tm mbrs, 3x indigenous vehicles for each separate FTX, US government will provide safety boats/coxswains, FW safety instructors, riggers and medical support.
3.1.1.2 FTX 2: Vertical Lift (VL) Hurricane Katrina Style Maritime Surface Rescue Operations: ~4-6hr FTX (am) or ~4-6hr FTX (afternoon)
3.1.1.2.1 Trainee performs operations to include in flight duties, AI/E operations and at least five survivor recoveries. He will discuss planned and unplanned ditching procedures, emergency underwater egress, wet/dry suit requirements, aircraft systems and emergency procedures.
3.1.1.2.2 This FTX may be conducted days, days into nights or at night. Night operations may require NVG qualified/current/capable pilots.
3.1.1.2.3 Role Players. Provide costumed role players that have life-like injuries applied, be placed inside urban structures that require non-kinetic breaching to extract or requires coordination with maritime vessels to hoist from. Min force: 1x VL asset (hoist/fastrope/rappel/rope ladder capable), 5x patients/survivors (surrounded by water) for each separate FTX, US government will provide VL safety instructors and medical support.
3.1.1.3 FTX 3: Canal Rescue Dive Operation: ~4-6hr FTX (am) or ~4-6hr FTX (afternoon)
3.1.1.3.1 Trainee will lead a sub-surface recovery operation. He will plan a sub-surface recovery, with re-supply considerations; conduct briefback, OPORD brief, rehearsals, and inspections. Scenario will include theater operations overlay, threat scenario, and intelligence reports.
3.1.1.3.2 Trainee will lead and coordinate VL infil/resupply/exfil operations and deconflict security efforts with a GFC and security element in a tactical environment.
3.1.1.3.3 Close Combat Attack/Call For Fire (CCA/CFF). Trainee is required to establish ROZs/NFAs and utilize multiple VL and FW CAS capable aircraft (radio savvy role players are acceptable) IOT, suppress enemy threats enroute or IVO HLZs/LZs.
3.1.1.3.4 Role Players. Provide costumed role players/mannequins that have life-like injuries applied and must be extricated from a tactical submerged vehicle, have ground force commander (GFC)/tactical team sergeant experience and tactical team experience. Min force: 1x VL infil/resupply/exfil acrft, min 2x patient (in vehicle) and 1x patient submerged, 1x GFC/Tm Sgt, 6x Tm mbrs, 5x indigenous personnel for each separate FTX, US government will provide VL safety instructors, dive supervisors and medical support.
3.1.1.4 FTX 4: Urban Rescue Dive Operation: ~4-6hr FTX (am) or ~4-6hr FTX (afternoon)
3.1.1.4.1 Trainee will lead a sub-surface recovery operation. He will plan a sub-surface recovery, with re-supply considerations; conduct briefback, OPORD brief, rehearsals, and inspections. Scenario will include civilian SAR/DoS operations overlay, civ population stressors, and intelligence reports.
3.1.1.4.2 Trainee will lead and coordinate ground movement operations and deconflict security efforts with local/host nation (HN) law enforcement/1st responders in an urban flooded environment
3.1.1.4.3 Role Players. Option 1: Provide costumed role players/mannequins that have life-like injuries applied and must be extricated from a submerged vehicle, have DoS Regional Security Officer (RSO) pre-coordination, onscene DoS LNO, HN civilian leader and indigenous personnel. Min force: min 3x patient/person of interest (in vehicle) submerged, 1x RSO, 1x DoS LNO, 1x HN civ leader, 5x indigenous personnel (Arabic speakers optimal) for each separate FTX. US government will provide wing boat and transport vehicle, dive supervisors and medical support. Option 2: Provide costumed role players/mannequins that have life-like injuries applied and must be extricated from a submerged vehicle, have FEMA pre-coordination, onscene local law enforcement, 1st responder civilian ‘leader’ and residential personnel. Min force: min 2x patients (in vehicle) submerged, 1x FEMA rep, 2x local law enforcement, 1x 1st responder/civ leader, 4x bystanders personnel for each separate FTX. US government will provide wing boat and transport vehicle, dive supervisors and medical support.
3.1.1.5 FMP 1: FW Insertion [off-set] / Overland Infiltration & Exfiltration Ops/Assisted Evasion/Small Unit Tactics
3.1.1.5.1 Trainee performs FW and parachute operations. He will discuss crash landing procedures, emergency egress, aircraft systems and emergency procedures. Tactical operations to include in flight duties/CRM, bundle/resupply drops, isolated person authentication and linkup. Trainee will lead an assisted evasion movement in a temperate mountainous environment. Trainee performs VL operations to include in flight duties, AI/E operations and survivor recovery. He will discuss crash landing procedures, emergency egress, aircraft systems and emergency procedures. Trainee will conduct VL to FW transload operations.
3.1.1.5.2 Deliberate Mission Planning. Trainee will lead a personnel recovery deliberate planning exercise. He will plan a surface recovery, with re-supply considerations; conduct briefback and OPORD brief. Scenario will include theater operations overlay, threat scenario, intelligence reports, ISR/NTISR allocation/utilization planning
3.1.1.5.3 Tactical Movement. Move (dismounted) as a 6 to 12 man team from insertion point to recovery site and finally to extraction point utilizing appropriate SMUT/formations. Maintain 360 degree security in all three dimensions while mitigating unexpected contact in all potential operating environments.
3.1.1.5.4 Immediate Action Drills (IADS). Respond to potential contacts from various patrolling formations utilizing simulated and live fire drills for 360 degrees in a temperate mountainous environment.
3.1.1.5.5 CCA/CFF. Trainee is required to establish ROZs/NFAs and utilize multiple VL and FW CAS capable aircraft (radio savvy role players are acceptable) IOT, suppress enemy threats enroute or IVO HLZs/LZs.
3.1.1.5.6 Role Players. 2x isolated aircrew members, 2-6 Opposition Force (OPFOR) with simulated rounds (2x Arabic speakers preferred), 1x ISR/NTISR radio savvy mbr, 1x FW radio savvy mbr (pilot flying is accepted), 1x VL radio savvy mbr (pilot flying is accepted), 1x TOC battle captain/SERE Spec, 1x qualified evaluator per each 6-man element (must be highly competent operator familiar in SMUTs IAW FM 3-21.8/7-8 within the last 3 years, written feedback is required NLT 48hrs post FMP). US government will provide 1x intel, 1x SERE Spec, 1x Pararescue 7Lvl, aircraft specific instructors/jumpmasters and a centrally located mobile medical response capability.
3.1.1.6 FTX 5: Tech Resc/Urban Terrain (mounted): ~4-6hr FTX (am) or ~4-6hr FTX (afternoon)
3.1.1.6.1 Trainee will lead a surface recovery operation IOT recovery downed aircraft sensitive items. He will plan a surface recovery, with re-supply considerations; conduct briefback, OPORD brief, rehearsals, and inspections. Scenario will include theater operations overlay, threat scenario, and intelligence reports. Aircraft are not required.
3.1.1.6.2 Trainee will lead and coordinate mounted ground movement operations and deconflict security efforts with ISR/NTISR assets (radio role players are acceptable) in a 3 dimensional urban confined space/collapsed structure environment with a 6-12 man team.
3.1.1.6.3 Role Players. Provide costumed role players that have civilian/indigenous personas. Min force: 1x ISR downed acrft with 6-8x cut/chop removable sensitive items, 1x reporter, 3x cameramen, 1x media van, 15x indigenous personnel (min 5 Arabic speakers preferred) for each separate FTX, 1x structural safety rep US government will provide 2x ultra-light tactical vehicles, 1x safety instructor and medical support.
3.1.1.7 FTX 6: Bilat/Urban Terrain (dismounted): ~4-6hr FTX (day into night) Fixed Wing Insertion
3.1.1.7.1 Trainee will lead a bilateral surface recovery operation IOT extricate/recover patients from PPIED vehicle on fire and treat injuries from a secondary CWIED. He will plan a surface recovery, with fire suppression considerations; conduct briefback, OPORD brief, rehearsals, and inspections. Scenario will include theater operations overlay, threat scenario, and intelligence reports. Coalition VL aircraft w/notional higher level of medical care onboard required to be available ISO pt movements.
3.1.1.7.2 Trainee will be required to: conduct a 500-600 meter movement into an urban/village type environment, Conduct friendly force linkup with a US GFC, US JFO (poor trng retention), US EOD, 1-2x Terps and ~20 coalition soldiers (non-English speaking) with at least 3 technical vehicles (one with a winch).
3.1.1.7.3 CCA/CFF. Trainee is required to establish ROZs/NFAs and utilize multiple VL and FW CAS capable aircraft (radio savvy role players are acceptable) IOT, suppress enemy threats enroute or IVO HLZs/LZs.
3.1.1.7.4 Role Players. Provide costumed role players that have soldier type personas. Min force: 3-4x Friendly force transport vehicles (1x must have winch), 1x Stryker type vehicle on its side actively on fire and 3x pts trapped inside (PPIED effected), 1x VL coalition medical aircraft, 1x AH-64 radio role player, 1x JTAC radio role player (dislocated at FIRES desk), 1x US GFC, EOD, JFO role players, 1 terp, ~20x coalition soldier role players, 1x insurgent with a long cylindrical object, 1x vehicle safety rep, 1x pyro/demo safety for each separate FTX. US government will provide 1x safety instructor and medical support.
3.1.1.8 FTX 7: Mass Casualty Recovery Operation: ~4-6hr FTX (am) or ~4-6hr FTX (afternoon)
3.1.1.8.1 Trainee will lead a night mass-casualty recovery operation. He will plan a mass-casualty recovery, with re-supply considerations; conduct briefback, OPORD brief, rehearsals, and inspections. Scenario will include theater operations overlay, threat scenario, and intelligence reports. FW aircraft required.
3.1.1.8.2 Trainee will perform parachute operations with equipment. He will discuss crash landing procedures, emergency egress, aircraft systems and emergency procedures. Tactical operations to include in flight duties, bundle drops and transload procedures may be incorporated into this FTX.
3.1.1.8.3 CCA/CFF. Trainee is required to establish ROZs/NFAs and utilize multiple VL and FW CAS capable aircraft (radio savvy role players are acceptable) IOT, suppress enemy threats enroute or IVO HLZs/LZs.
3.1.1.8.4 Role Players. Provide costumed role players that have civilian/indigenous personas. Min force: 6 patients, 1x VL coalition medical aircraft, 1x AH-64 radio role player, 2x A-10 radio role player, 1x MH-60 radio role player, 1x pyro/demo safety, for each separate FTX. US government will provide 1x safety instructor and medical support.
3.1.1.9 FMP 2: CSARTF Operations: ~4-6hr FMP (night into day)
3.1.1.9.1 Trainee leads a mass-casualty recovery, with the use of fixed wing assets to establish a transload site and vertical lift assets to execute multiple lifts from a remote incident site. The scenario should include opposing and bi-lateral forces.
3.1.1.9.2 CCA/CFF. Trainee is required to establish ROZs/NFAs and utilize multiple VL and FW CAS capable aircraft (radio savvy role players are acceptable) IOT, suppress enemy threats enroute or IVO HLZs/LZs. Trainee must effectively/correctly mitigate at least 1x CCA/CFF that would have resulted in fratricide.
3.1.1.9.3 Pyro/Demo plan will support 5x CCA/CFF gun to tgt lines.
3.1.1.9.4 Role Players. Provide costumed role players that have civilian/indigenous personas. Min force: 1x FW and 2x VL assets, 6 patients, 1x VL coalition medical aircraft, 1x AH-64 radio role player, 2x A-10 radio role player, 1x MH-60 radio role player, 1x pyro/demo safety, 1x reporter, 3x cameramen, 1x media van, 1x GFC/Tm Sgt, 6x Tm mbrs, 10x indigenous personnel for each separate FTX, 1x qualified evaluator per each 6-man element (must be highly competent operator familiar in SMUTs IAW FM 3-21.8/7-8 within the last 3 years, written feedback is required NLT 48hrs post FMP). US government will provide 1x safety instructor and medical support.
3.1.2 Drop Zones. Jumps shall be conducted on a DOD approved Drop Zone IAW AFI 13-217. Ensure crash, fire, rescue is available for military fixed wing operations.
3.1.3 Pilots. Provide FAA certified pilots that can conduct multi-lift day/night operations and who have within the last 5 years have experience conducting these operations in field, rural and urban environments utilizing planned and unplanned HLZs.
3.1.4 Other Contractor Personnel
3.1.4.1 The contractor shall ensure that employees have current and valid professional certifications before starting work. The contractor shall maintain all certifications throughout the life of the contract.
3.1.4.2 The contractor shall not employ any person who is an employee of the United States Government if the employment of that person could create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval IAW with DOD 5500.7-R Joint ethics Regulation (JER), Chapter 2. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities, paragraph 3.
3.1.4.3 The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall or active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform. Their absence at any time shall not constitute an excuse for non-performance under this contract.
3.1.4.4 Contract Deliverables. The contractor shall provide to the Government as a contract deliverables, an applicable license verification and a Hold Harmless Agreement IAW AFI 11-410 (see Appendix 1), for all individuals participating in training, tactics and parachuting activities. Deliverables will be submitted to a 23 CONS Contracting Officer any time there is a change in parachuting personnel or no less than annually.
3.2 Syllabus/CONOPs
3.2.1 Contractor will provide finalized CONOPS (with associated pyro/demo and OpFor slides) to the government for approval NLT 5 days prior to the FTX/FMP execution date.
3.2.2 Syllabus will contain at a minimum:
3.2.3 Scenarios that enable the Gov to evaluate the line items.
3.2.3.1 Scenario locations, schedule and phases of the operations.
3.2.3.2 Locations of contractor available lodging and requests for government furnished property, equipment and personnel. Including dates and requested quantities.
3.2.3.3 Emergency action plan for each training location.
3.2.4 All deviations from the approved CONOPs must be approved by the government NLT 24 hours in advance, however, if the change requires major shifts in government provided logistics, more time may be required.
3.3 Logistics
3.3.1.1 All training locations must be within GA, NC, SC, AL or FL and must enable adequate driving time between lodging locations and scenario sites.
3.3.1.2 Equipment, weapons, ammunition, and radios will be provided for role players and contracted instructors.
3.3.1.3 DZSO for jump operations, necessary radios and required DZ marking equipment. IAW AFI 13-217, unless coordinated with the government during CONOP submission.
3.4 Duration and size.
3.4.1 Class size will be 6-12 personnel
3.4.2 The course will begin 29 November 2016
3.4.3 The course will end NLT 15 February 2017
3.4.4 Weekends and Holidays are authorized for training but must be scheduled and approved (by the Gov) when the CONOPs have been submitted.
3.5 Standards.
3.5.1 Training. The training line items and standards are identified in the attachment “CRO UPGD 17-TCS”.
3.5.2 Evaluators. Provided at an operator to evaluator ratio of 6:1 with a minimum of one safety coordinator while training. Evaluators must include operational SOCOM experience for tactical training and/or recognition as a national level subject matter expert in the areas they will evaluate. Must have evaluators with OEF/OIF/HOA experience. Preferred evaluators are Combat Rescue Officers, Special Tactics Officer, Pararescuemen, USAF Combat Controller, USA Green Beret and USN SEALs. Must have personnel with a minimum of a Secret clearance to evaluate classified line items/TTPs. Form DD254 will be utilized for duties related to handling encrypted radios, evaluating current theater Special Instructions (SPINS), assisting intelligence officers in building mission products, etc., as required.
3.5.3 Closed Course. Ensure training is closed to unapproved organizations during the duration of FTX/FMP.
3.5.4 Full Mission Profiles. Ensure realistic scenarios are used to culminate part task training (FTXs).
3.5.5 Videographers. Provide videographers that record applicable training evolutions for debrief, at a minimum jump exits and landings and actions on the objective. All video recorded during training will become government property upon completion of training. All video recorded will be provided in DVD format.
3.5.6 Classroom. Provide a gov approved area and audio/visual equipment needed for academics, mission planning, and debrief. Contractor will provide CRO, SERE and PJ related equipment/ classroom specific equipment (i.e. projector, computer, etc.) or a Gov approved substitute
3.5.7 Storage. Provide secure weapons, munitions, and equipment storage space for all government property that will stay at the training sites. IAW DoDM 5100.76, AFI 31-101and AFI 31-101 ACCSUP.
3.5.8 Food. If food services are requested, all food must be catered by a company that has been certified by the United States Department of Agriculture, Food Safety and Inspection Service with an A+ rating.
3.5.9 Lodging. If requested, all lodging must facilitate a safe environment with 1 bed per person.
3.5.10 All Jumps shall be conducted at a current and military approved drop zone from a currently approved aircraft on the “AMC Paratroop air carrier listing.”
3.5.11 All Shooting shall be conducted at a current DOD approved range IAW AFI 36-2226.
4 GOVERNMENT-FURNISHED INSTRUCTORS, EQUIPMENT AND PROPERTY.
4.1.1 All government provided personnel, equipment and facilities listed below must be requested by the contractor in the approved CRO UPGD 17-1 CONOPs and are at the discretion of the government subject to availability and DoD regulations.
4.1.2 The government shall provide:
4.1.2.1 Transportation to the course start location and transportation from the course end location for all government operators, government instructors and required government support.
4.1.2.2 Military Jump Master for each FTX/FMP that requires parachuting operations. IAW AFI 11-410 and AFI 11-410 ACCSUP.
4.1.2.3 Military dive supervisor for each FTX/FMP that requires diving operations. IAW AFI 10-3501 and US Navy Dive Manual.
4.1.2.4 Individual tactical kit for all operators (PRO gear) to include tactical radios and NVDs.
4.1.2.5 M4 and M9 for each operator and appropriate ammunition for students (ball, frangible and/or SIMMs).
4.1.2.6 Red, yellow and green smokes for the use by the operators.
4.1.2.7 Simulated training rounds and necessary accessories for operators’ weapons.
4.1.2.8 At the request of the contractor, the government may provide additional munitions for the operators as requested in the approved CONOP.
4.1.2.9 Parachutes for operators during land jumps, and shall repack the static line round parachutes jumped by the operators.
4.1.2.10 A qualified military AFE technician to oversee civilian riggers packing MFF parachutes and Double Bag Static line/Ram Air Static Line parachutes IAW ACC parachute packing wavier.
4.1.2.11 Individual dive equipment for operators, to include: buoyancy compensators, tanks, regulators, weights, and Mk 20 Full face masks.
4.1.2.12 Parachutes and equipment for operators during water jumps, and shall repack the static line round parachutes jumped by the operators.
4.1.2.13 One military member to direct and oversee washing and hanging of parachutes after water jumps.
5. SAFETY REQUIREMENTS.
5.1 Safety. Safety of all personnel and performance of work shall conform to the Office of Safety and Health Administration (OSHA) requirements and FAA regulations.
5.2 Hazardous Material/ Waste Management. The government does not intend for the contractor to use or provide any hazardous chemicals during performance of this contract.
5.3 Spill Response. The government does not intend for the contractor to respond to a spill.
5.4 Emergency Medical Services. Emergency medical services and equipment will be provided by the contractor. Contracting Officer will review emergency action plan and inform the contractor of any required improvements.
