Questions and Answers:

1) Is this truly “Best Value” or LPTA since as pointed out for the last MQT, price is actually best value?

2) SOW states “If requested, lodging will be required”, is there a number of nights? It states 6-12 Operators? Are there additional GOV that would need to be supported?

Lodging will not be required. Do not include lodging with submitted quote.

3) If meals are desired as mentioned but not stated exactly to quantity, at which FTX’s is there a number of meals the GOV would like furnished?

Contractor will not be required to provide meals.

4) Where can paragraph 3.6.2 be found to identify evaluator criteria? Did not see this in attachments.

5) In Role Players section of FTX descriptions, it states contractor to supply VL and FW assets, is this true?

No, the contractor will not be required to supply air assets.

6) If contractor needs to supply FW/ RW (VL) asset, how many tach hours per event would be needed to lift and support the 6 man CRO team?

No, the contractor will not be required to supply air assets.

7) It is has been deemed unsafe to conduct RW AIE’s under single engine helicopters. It states hoist is required. Is the Gov requiring a twin engine/ hoist and AIE capable aircraft chosen if VL is required?

No, the contractor will not be required to supply air assets.

8) 3.1.4 states contractor to be prepared to do the FTX once in 48 hours for 2 consecutive training days. None of the missions require a longer than 24 hour time period. Does that mean that contractor only has to do the mission once in 48 hours? Is weather the only reason to have to repeat an FTX? What is the purpose of stating an “am” and “pm” mission execution if it states contractor only to provide once? SOW mentions proficiency, does that mean contractor would exceed executing once in 48 hours to increase proficiency and now needs to price in to do it twice? This would assist greatly in providing “best value” to the customer.

9) If this definition is too difficult to accomplish for the training provided, does the GOV want a “per FTX” price based on single and double execution with a modification to the contract to be done upon more than single execution?

10) There is a “Stryker” included as a training aid. Is contractor to provide a “Stryker” or will GOV supply?

The contractor is to provide “Stryker” training aid; Hulk able to be cut on/into doors, hatches, windows.

11) Is contractor to supply everything under scenario or under role player? There are vast differences that affect pricing and could provide savings to GOV See Statement of Work. The contractor is to supply under role player minus any air requirement—gov’t will provide air support.

12) Is customer looking for instruction prior to the mission execution or is that done already and these are just for facilitation and evaluation?

No instruction, just evaluations by 2 evaluators.

13) 3.1.1.1.7.3 requires multiple FW and RW CAS platforms. Is that accurate?

No FW/RW assets required. Radio role players where stated.

14) If so, is CAS to be “Hot” or “Cold” , is there a number/ type of aircraft requested? Tach hours each?

No live CAS. Radio role players provided by contractor where stated.

15) Are FTX dates a “hard date’? Top of SOW states that missions to start on 29 Nov but attachment 3 states the first mission is 6/7 Dec 16 Yes, IAW CONOPs playbook.

16) It states that course has to be complete by 15 Feb 17. Can the missions be conducted during Jan and February, after the holidays or must they start on 29 Nov 16?
