23D CIVIL ENGINEER SQUADRON (CES)

STATEMENT OF WORK

MARITIME TRANSPORTATION

TO/FROM KEY WEST OFFSHORE TOWERS

DATE: 28 APRIL 2015

1. DESCRIPTION OF SERVICES.

1.1. General Description. The contractor shall provide all personnel, equipment, tools, materials, vehicles, vessels, supervision, and other items and services necessary to provide maritime transportation to and from eight (8) offshore Tactical Air Control Training Systems

(TACTS) towers. The purpose of this requirement is to perform a physical survey, document their current condition and perform routine minor maintenance of the TACTS towers. The

TACTS towers are located off the southwestern coast of Florida near Key West (see Appendix B for locations and GPS coordinates). The contractor shall perform to the standards addressed in the contract as well as all local, state, and federal regulations.

1.2. REQUIREMENTS.

1.2.1. The contractor shall provide an appropriately licensed/certified vessel and crew capable of safe maritime transportation and adequately sized to provide transportation, sleeping and messing arrangements for 8-10 government personnel, clothing, equipment, materials, supplies and food as well as the same for the ship’s crew. Desired travel periods are June-July 2015 and 1 option period, Sep - Nov 2015, for a period of 5-6 days each but may be subject to change due to government requirements, vessel availability, sea state and local (Key West area) inclement weather. Exact dates of travel will be coordinated and finalized with the successful offeror following contract award.

1.2.2. The contractor shall provide a full crew including captain and an appropriate number of mates/deckhands for the vessel. The crew and vessel shall be licensed and capable of providing nighttime movement between towers, as required, to decrease the overall length of time on the water.

1.2.2.1. The contractor shall ensure a member of the ship’s crew is capable of preparing meals for all government personnel and crew.

1.2.2.2. The contractor shall provide meals, beverages and snacks for government personnel.

1.2.3. The contractor shall provide fuel for the vessel at the lowest rate currently available.

2. GENERAL INFORMATION.

2.1. Contractor Personnel.

2.2. The contractor shall not employ any person who is an employee of the United States

Government if the employment of that person could create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DOD

5500.7-R Joint ethics Regulation (JER), Chapter 2. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policy contained in AFI 64-106, Air Force Industrial Labor Relations Activities, paragraph 3.

2.3. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment.

Military Reservists and National Guard members may be subject to recall or active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform.

Their absence at any time shall not constitute an excuse for non-performance under this contract.

3. Special Requirements.

3.1. The contractor shall ensure that all employees operating vehicles or vessels under the terms of this contract obtain and maintain state and/or federal (as required) driver's or vessel operator licenses commensurate with the size and type of vehicle or vessel being operated. The contractor shall adhere to all federal, state and local driving laws and maritime navigation laws or regulations.

3.2. Vessel Registration. The contractor shall ensure the vessels or vehicles used in the performance of this contract meet all state and federal requirements for safety inspection, certification and registration.

3.2. Power Supply. The contractor shall provide an on-board generator capable of producing a minimum of 5000 watts of 110V AC electric power to be dedicated to power production for operation of a portable 160 ampere rated welder and other small hand-held electrical tools.

4. SAFETY REQUIREMENTS.

4.1. Safety. Safety of all personnel and performance of work shall conform to all applicable

Office of Safety and Health Administration (OSHA) and U.S. Coast Guard requirements.

4.2. Hazardous Material/ Waste Management. The government does not intend for the contractor to use or provide any hazardous chemicals during performance of this contract.

4.3. Spill Response. The Contractor is responsible to report and promptly cleanup all spills in a manner consistent with current environmental regulations. In the event that it is necessary to utilize government material, equipment or personnel to clean-up a contractor-caused spill, the contractor shall be required to reimburse the government for all associated costs.

5. MANPOWER REPORTING.

5.1. Reporting Procedures. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the

Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which http://www.ecmra.mil/ runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
