1. DESCRIPTION OF SERVICES

The vendor shall provide the Integrated Library System (ILS), Electronic Online System (EOS)

Web Academic software and services. This is a cloud-based/cloud-provided catalog and automation system that tracks library circulation, classification manager, course reserves, electronic content manager, electronic resource manager, Interlibrary Loan, Indexer, Internet

Protocol (IP) authentication, Knowledge Builder module, media bookings, Online Public Access

Catalog (OPAC) Discovery, reference tracking, serials, Z39.50 Server access, 3M.SIP2 Self

Check capability, acquisitions, cataloging, and quarterly data exports.

2. PURPOSE & SCOPE

An Integrated Library System (also known as a Library Management System) is a requirement for all Air Force Technical Information Centers, per Chapter 16, Library Program, and Chapter

17, Technical Information Centers, in AFI 34-101, Air Force Morale, Welfare, and Recreation

(MWR) Programs and Use Eligibility. An ILS is used to track and inventory all library assets, collection management and disposal of materials, circulation control, catalog and manage bibliographic records, provide access to an online public access catalog, electronic resource management, and provide security controls for access to data. Per AFI 34-101, para. 16.26, all libraries should use, at a minimum, an ILS with the following operations and services that meet current industry standards: circulation control, cataloging, online public access catalog with current bibliographic records, and a web interface with the ability to embed eResource links behind one level of user authentication (i.e., login screen). For Technical Information Centers, specifically, program managers must maintain an ILS which employs the most current technology to organize and make accessible their organization’s unique collections.

The current AFCEC EOS.Web ILS has 31k cataloged items containing 545k entries and 9k linked technical documents. The current EOS.Web system is Sharepoint enabled. It has 732 active accounts and is accessible to over 6k users. Because this is cloud-based, the data is available only through the current web based EOS.Web solution. EOS.Web based software provides global connectivity to information resources needed by the widely dispersed Air Force

Civil Engineer Center community.
