About this file
This is a Master Questions and Answers document for Federal Acquisition Regulation (FAR) solicitation FA481926Q0093 issued by the U.S. Air Force for Portable Latrine and Handwash Station Services at Tyndall Air Force Base. The document compiles 37 vendor inquiries and official Government responses released in two phases (Phase 1 on September 15, 2026, and Phase 2 on September 22, 2026) with a quote submission deadline of October 1, 2026, at 3:30 PM CDT.
The solicitation is a 100-percent small business set-aside for recurring commercial services below the Simplified Acquisition Threshold, requiring the contractor to service 35 portable latrines and 5 handwash stations on a weekly basis with all consumables (toilet paper, soap, paper towels, biobased deodorizers) included in unit pricing. The contract involves four contract line items: CLIN 3001 (Base Support—16 units), CLIN X002 (Silver Flag—15 latrines), CLIN X005 (Relocations), and CLIN X006 (Additional Servicing), with offerors permitted to propose different prices for the Base Year and three Option Years to account for escalation. The contractor must obtain all necessary Florida Department of Environmental Protection permits and waste-hauling authorizations by December 6, 2026 (performance start date), source its own permitted waste disposal facility, and maintain 24-hour response capability for standard requests and 4-hour emergency response. All services are performed in-place at designated locations; the Government furnishes Government-owned units (standard PolyJohn-style portable latrines with approximately 60-gallon holding tanks) and does not provide dedicated water fill stations or backup/loaner units. The predecessor contract awarded to Lane Services LLC (FA481922P0006) had an evaluated ceiling value of approximately $333,744.00, with historical workload ranging from 30 to 50 relocations and additional services annually. Standard commercial general liability insurance is required; no performance or payment bonds are required. Labor classifications under the Service Contract Act are Laborer/Sanitation Cleaner (WG-2) and Motor Vehicle Operator/Pumper Truck (WG-6), with offerors responsible for ensuring compliance with Wage Determination 2015-4559 (Revision 34). Prime contractors may utilize qualified subcontractors with formal Letters of Commitment but remain 100 percent responsible for all performance and PWS compliance.

MASTER QUESTIONS AND ANSWERS (PHASE 1 & PHASE 2)
Solicitation: FA481926Q0093
Portable Latrine and Handwash Station Services
NOTICE TO OFFERORS:
This document compiles all vendor inquiries and official Government responses received through the final question cutoff of 21 September 2026.
To facilitate rapid quote preparation and maintain vendor momentum, the Government released these responses in two phases: Phase 1 (Questions 1 through 12, published 15 September 2026) addressed initial administrative and file-access inquiries;
Phase 2 (Questions 13 through 37, published 22 September 2026) addresses final operational and technical inquiries.
All other terms, conditions, and the quote submission deadline of 01 October 2026 at 3:30 PM CDT remains unchanged.
SECTION I: PHASE 1 QUESTIONS (PUBLISHED 15 SEPTEMBER 2026)
This section addresses initial inquiries regarding administrative procedures, procurement thresholds, and core quantity alignments.
Q1: Please confirm whether an offeror may rely on the equipment, vehicles, personnel, licenses/permits, and operational capabilities of a proposed subcontractor to demonstrate technical acceptability under Factor 1. If so, please identify any documentation required with the quotation to substantiate the subcontractor’s commitment or availability.
A1: Yes. In accordance with RFO Part 12 and commercial practices, an offeror may rely on the capabilities, equipment, vehicles, and personnel of a proposed subcontractor to demonstrate technical capability under Factor 1. If proposing a subcontractor, the offeror’s Volume 2 technical narrative must clearly describe the division of responsibilities, demonstrate how the subcontractor’s resources satisfy the PWS requirements, and include a formal Letter of Commitment, agreement, or written confirmation signed by the subcontractor confirming their availability to perform during the contract period of performance.
Q2: The solicitation is issued as a 100-percent small business set-aside. Please confirm whether FAR 52.219-14, Limitations on Subcontracting, applies to this acquisition and, if applicable, identify the subcontracting limitation that will govern performance.
A2: No. FAR 52.219-14 does not apply to this acquisition. In accordance with FAR 19.507(e)(1) and 13 CFR § 125.6(f)(1), the clause at FAR 52.219-14 is only prescribed for general small business set-asides where the expected contract value exceeds the Simplified Acquisition Threshold (SAT). Because the estimated lifecycle value of this commercial acquisition is below the SAT, the clause is not incorporated, and formal limitation on subcontracting percentage calculations do not apply to this contract.
However, the prime contractor remains solely responsible and accountable for the complete performance, supervision, and quality assurance of all services required by the Performance Work Statement (PWS).
Q3: If limitations on subcontracting apply, may work performed by a similarly situated small-business subcontractor be excluded from the amount considered subcontracted for compliance purposes?
A3: Not Applicable. As stated in the response to Q2, FAR 52.219-14 does not apply to this acquisition.
Q4: Please confirm whether any specific Florida Department of Environmental Protection portable-restroom service permit, waste-hauling authorization, Bay County license, or other state or local permit is required at the time of quotation. If so, please identify and confirm they may be provided by a subcontractor.
A4: Specific state and local permits are not required to be submitted with the initial quotation. However, in accordance with PWS Section 1.3, the contractor (or its designated subcontractor) must comply with all applicable federal, state, and local laws and must possess all necessary Florida DEP, waste-hauling, and local health authorizations prior to commencing performance on 6 December 2026. Proof of these permits may be provided on behalf of the subcontractor if the subcontractor is performing the hauling and disposal services.
Q5: Attachment 3 identifies 16 units in the Silver Flag/sub-scale drone area, while CLIN X002 identifies 15 portable latrines for Silver Flag servicing. Please confirm the quantity that offerors should use for pricing.
A5: Offerors shall price CLIN X002 based on fifteen (15) portable latrines, as reflected in the solicitation Schedule and Attachment 4 – Pricing Worksheet. Attachment 3 (Map) is provided for geographical context only; the quantities specified in Attachment 4 govern pricing.
Q6: Attachment 4 identifies CLIN 3001 in the description as “BASE SUPPORT (33 EACH),” while the quantity field reflects 16 units and the corresponding Base and other Option Year CLINs identify 16 units. Please confirm the correct quantity for CLIN 3001.
A6: The correct quantity for CLIN 3001 is sixteen (16) units. The reference to "33 EACH" was a clerical typo from a historical contract template. Attachment 4 – Pricing Worksheet (Rev
1) has been updated and published on SAM.gov to reflect the correct description. Offerors must use Attachment 4 (Rev 1) for their submissions.
Q7: Please confirm whether Safety Data Sheets may be submitted as attachments outside the five-page Technical Capability Proposal page limitation.
A7: Yes. Required Safety Data Sheets (SDS / MSDS) for proposed cleaning, sanitizing, and deodorizing chemicals may be submitted as separate attachments and do not count against the five (5) page limitation for the Volume 2 Technical Capability proposal.
Q8: Please confirm if a cover page or table of contents counts toward the five-page Technical Capability Proposal page limitation.
A8: No. A standard cover page and/or Table of Contents (if submitted) does not count against the five (5) page limitation for Volume 2 .
Q9: The current solicitation is password protected and offerors cannot fill in the SF1449 as the document is locked. Will the government release an editable version of the PDF solicitation?
A9: Yes. An unlocked, fillable version of the SF 1449 solicitation document has been published on SAM.gov to allow offerors to complete blocks 17a, 30a, 30b, 30c, and any applicable fill-ins.
Q10: We are performing independent research on solicitation (FA481926Q0093). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
A10: This is a follow-on requirement for recurring commercial services. The predecessor purchase order was awarded to Lane Services LLC under contract number FA481922P0006. The total evaluated ceiling value at the time of award was approximately $333,744.00. Offerors are advised that the current requirement reflects modified quantities, terms, and conditions under a right-sized 4-year period of performance.
Q11: The PWS notes that the B9310 trailer "TOWES ONTO DRONE RUNWAY WHEN NEEDED FOR AIRCRAFT LAUNCHES." What is the required response time/notice when the trailer needs to be towed and serviced during a launch window? Does the contractor tow it, or only service it once WEG has positioned it?
A11: The contractor is NOT responsible for towing, moving, or positioning the B9310 trailer;
the using military organization (53 WEG) will tow and position the trailer. The contractor is only responsible for servicing (waste pumping, cleaning, restocking) the unit once it is positioned. The Government (via the COR) will provide a standard 24-to-48-hour advance notice to the contractor of upcoming launch windows requiring service.
Q12: Is there a preferred/approved local disposal site, or is that entirely the contractor's responsibility to source?
A12: There is no designated, preferred, or government-furnished waste disposal site on Tyndall AFB. Sourcing, utilizing, and paying for a permitted waste disposal facility that complies with all Florida Department of Environmental Protection (DEP) and EPA environmental and hazardous waste regulations is 100% the responsibility of the contractor.
SECTION II: PHASE 2 QUESTIONS (PUBLISHED 22 SEPTEMBER 2026)
This section addresses secondary operational questions regarding technical routing, access, and invoicing.
I. SCOPE & SERVICING REQUIREMENTS
Q13: Are all 35 portable latrines and 5 handwash stations serviced once per week? What about on federal holidays?
A13: Yes, all units receive recurring weekly service. However, per PWS Section 1.4, if a scheduled service day falls on a recognized federal holiday, servicing shall be coordinated with the COR to occur on the preceding business day or following business day to avoid mission disruption.
Q14: What is included in the price for standard service? Must the contractor provide toilet paper, soap, paper towels, etc.?
A14: Yes. In accordance with PWS Section 1.1, the contractor must furnish all consumables, materials, and supplies necessary to fully service, sanitize, and restock units (including biobased deodorizers, hand soap, paper towels, and toilet paper) within the quoted CLIN unit prices.
Q15: Are units serviced in place, or does the contractor need to transport them for cleaning?
A15: All servicing is performed in place. In accordance with the PWS, the contractor shall service the units on-site at their designated locations. Transportation or removal of units is only required under CLIN X005 (Relocations).
Q16: Does the Government have an expected daily route or servicing schedule, or is that left to the contractor?
A16: The Government does not mandate a specific daily route. The contractor is responsible for designing and executing an efficient service schedule in coordination with the COR to ensure all 35 latrines and 5 handwash stations are serviced once per week.
II. CLIN STRUCTURE & PRICING
Q17: For CLIN X005 (Relocations) and CLIN X006 (Additional Servicing), what constitutes one "Each"?
A17: One "Each" represents a single service action performed on a single unit. For example, the relocation of one portable latrine constitutes one "Each" under CLIN X005.
Performing one additional service on one handwashing station outside the weekly schedule constitutes one "Each" under CLIN X006. If three units are requested to be relocated, it will be billed as a quantity of three (3).
Q18: Can offerors propose different prices for the Base Period and each Option Period to account for cost escalation?
A18: Yes. Offerors may propose unique unit prices for each ordering period (Base Year and Option Years 1, 2, and 3) on Attachment 4 – Pricing Worksheet to account for projected commercial escalation.
Q19: How are "Down Days" handled regarding the 52-week pricing?
A19: In accordance with PWS Section 4.4.2, there are an estimated eight (8) down days per year where non-essential activities on base are restricted. The contractor shall not bill the Government for services not performed on down days unless specifically approved in advance by the COR. If a down day impacts a weekly service, the contractor must coordinate with the COR to reschedule the service.
III. RESPONSE TIMES & EMERGENCY SERVICES
Q20: What is the required response time for relocations (CLIN X005) and additional/emergency servicing (CLIN X006)?
A20: Standard additional servicing and relocation requests require a 24-hour advance notice. For emergency service requests designated by the COR (e.g., overflow or unscheduled exercise surge), the contractor shall respond within four (4) hours of notification during normal duty hours.
Q21: Do the 24-hour response requirements apply to calendar hours, and can they occur outside normal duty hours (0700-1600 M-F), on weekends, or on holidays?
A21: Yes, the 24-hour response window refers to calendar hours. The contractor must maintain the operational capability to respond to emergency or high-priority requests outside of normal duty hours, including weekends, to maintain base sanitation and safety standards.
IV. GOVERNMENT & CONTRACTOR-FURNISHED ITEMS
Q22: The PWS states water is Government-furnished. Where is the water source located, and is it accessible to commercial pump trucks?
A22: No dedicated bulk water fill station is guaranteed on base. While non-potable water access or spigots may be available in limited administrative areas upon coordination with Civil Engineering, offerors should plan to utilize their own commercial water source for replenishing handwash stations to ensure continuous performance.
Q23: Could you provide the specifications (manufacturer, model, tank capacities) for the Government-owned latrines and handwash stations?
A23: All Government-owned units are standard commercial portable latrines (e.g., standard PolyJohn / Satellite style units with approximately 60-gallon holding tanks) and standard dual-station handwash units. They are fully compatible with standard commercial vacuum pump trucks, suction hoses, and standard transport trailers/truck beds.
Q24: Is the contractor expected to provide backup or loaner units?
A24: No. The contractor is only responsible for servicing, maintaining, and relocating the Government-owned units listed in the PWS. No contractor-owned "loaner" latrines are required under this contract.
V. ACCESS, SECURITY & PERSONNEL
Q25: Are escorts required while awaiting base access credentials? Can escort costs be included in the price?
A25: Escorts are not provided by the Government for routine service operations. The contractor is expected to process base access credentials through the Tyndall AFB Pass & ID / Visitor Control Center prior to contract start. All costs associated with labor, access, and transportation must be incorporated into the firm-fixed-price CLINs.
Q26: Once personnel have credentials, will they need escorts for any locations (Silver Flag, flightline, etc.)?
A26: Security and access requirements are detailed in PWS Section 4.2. Contractor personnel who have successfully completed the local files check and possess active DBIDS credentials do not require routine escorts to access standard service areas, including Silver Flag. Access to restricted areas (such as the 53 WEG flightline) will be coordinated with the COR.
Q27: Can a prime contractor use a qualified local subcontractor?
A27: Yes. As addressed in Q1, an offeror may utilize a subcontractor. The prime contractor remains 100% responsible and accountable for contract performance and PWS compliance.
VI. INVOICING & DOCUMENTATION
Q28: PWS Section 1.1.3 states invoicing is every four weeks. When does this period start?
A28: The billing cycle and schedule will be established during the pre-performance conference following contract award, typically beginning on the first day of active performance (6 December 2026).
Q29: Should relocations (X005) and additional services (X006) be billed on the regular four-week invoice or separately?
A29: All completed services (both recurring weekly services and any ad-hoc relocations/additional services authorized by the COR) should be compiled and billed on a single consolidated monthly invoice via Wide Area Workflow (WAWF).
Q30: What service documentation is required besides the sticker?
A30: In accordance with PWS Section 1.1.1, the contractor must apply a service sticker to each unit indicating the date of service. The COR may request monthly service logs or pump records to verify performance prior to approving invoices.
Q31: Do the manifest requirements in PWS Sections 12.2-12.3 apply to routine sanitary waste?
A31: No. The manifest requirements in the environmental sections of PWS apply strictly to industrial hazardous waste and hazardous materials. In accordance with the Environmental Protection Agency (EPA) Resource Conservation and Recovery Act (RCRA) Domestic Sewage Exclusion (40 CFR § 261.4(a)(1)), routine sanitary sewage and human waste are explicitly excluded from classification as hazardous waste. Additionally, the Florida Department of Environmental Protection (DEP) regulates the pumping and hauling of septage under Rule 62-640, F.A.C. (Biosolids) as domestic septage, which does not require hazardous waste manifests. While formal EPA hazardous waste manifests are not required, the contractor remains legally responsible for maintaining standard commercial disposal logs, receipts, and records of lawful disposal at a permitted municipal utility or DEP-approved facility and must make those records available to the COR upon request.
VII. HISTORICAL & INCUMBENT INFORMATION
Q32: Can you identify the incumbent contractor, contract number, and value, and provide historical workload for additional services (X006) and relocations (X005)?
A32: This is not a brand-new requirement. The predecessor purchase order was awarded to Lane Services LLC under contract number FA481922P0006. The total evaluated ceiling value at award was approximately $333,744.00, for different conditions. Historical workload ranges from 30 to 50 relocations and additional services per year, though future quantities may vary based on base construction and training schedules.
VIII. ADMINISTRATIVE
Q33: Does the five-page technical limit exclude the cover page, table of contents, and Safety Data Sheets (SDS)?
A33: Yes. As confirmed in Q7 and Q8, a standard cover page, table of contents, and chemical Safety Data Sheets (SDS) are excluded from the five (5) page limitation for Volume 2.
Q34: Who may attend the pre-performance conference?
A34: In accordance with PWS Section 10.0, the successful awardee’s Contract Manager is required to attend. Key subcontractor representatives may attend alongside the prime contractor, but the prime contractor remains the sole point of contact for the Government.
Q35: Is there a minimum insurance or bonding requirement?
A35: Standard commercial general liability insurance is required in accordance with the contract clauses (FAR 52.228-5). No performance or payment bonds are required for this simplified commercial service acquisition.
Q36: What is the applicable labor classification for Service Contract Act (SCA) purposes?
A36: In accordance with FAR 52.222-42 (Statement of Equivalent Rates for Federal Hires) included in the solicitation, the Government civil service equivalents for this work correspond to:
• Laborer / Sanitation Cleaner (WG-2)
• Motor Vehicle Operator / Pumper Truck (WG-6)
Offerors are responsible for reviewing the PWS and mapping their proposed personnel to the Department of Labor (DOL) Directory of Occupations and Attachment 2 (Wage Determination 2015-4559, Revision 34).
Q37: Will there be a site visit?
A37: No formal, organized site visit is scheduled for this simplified commercial acquisition.
Offerors may view public areas of Tyndall AFB, but the general areas are limited to base access. Specific access to restricted training or drone zones is not authorized prior to award.
