About this file
This document contains Questions and Answers related to a federal contract opportunity for a Foul Weather Mooring System. The key details are:
The contract requires the procurement of chain, shackles, and other materials to install and maintain three mooring systems. The contractor is expected to provide 7 shots of chain, 18 shackles, and labor for a 1-2 day installation, with additional upfront planning costs. Recent inspections of the anchor and concrete sinker bales have been completed, and the government representative will be available to evaluate the condition of the system during the refurbishment. The work will involve trials to attach vessels to the mooring balls. Domestic sources are required for shackles, and the Buy American Act applies to the chain. Bonding is not required for this contract.

Below are Questions asked by contractors and Answers.
1. The Contractor is being asked to buy 6 shots of chain for three systems. In review of the provided Buoy Ball Plan, that is not enough to replace both the ground legs and riser (or 7/8” pendant). Does the amount of chain required to be procured by the Contractor need to be revised to account for all of the chain in the mooring system?
Answer to Question 1: 6 shots requested to be procured as the GOV/watercraft operation has 1 shot on hand that will be cut to the lengths needed to go from the squash plate up to the buoy ball. If GOV provided chain impacts warranty, change to Contractor providing 7 each shots (2 each full shots per system) and 1 each shot to be divided/cut down for the sea floor up to the buoy ball
1. The Contractor is being asked to buy Screw Pin Shackles to make connections and to provide a warranty. We have the following questions:
1. With the GFE provided, we are unable to confirm that the 1.5” shackles will fit the buoy, concrete sinker, and anchor shackles, please confirm.
1. PCCI will NOT warrant the use of screw pin shackles in this application. We recommend replacing the screw pin shackles with bolt type shackles as is recommended practice as per UFC’s “Permanent Anchored Moorings Operations and Maintenance” (shown below)
Answer to question 2: Shackle
| a. | Confirmed 1.5” fits, we have a spare buoy ball in our shop to use for confirmation |
| b. | Follow PCCI guidelines |
1. In review of the Buoy Ball Plan sketch, we count six connections per mooring times the three systems which would equal 18 shackles, not including the buoy top which is more than the 16 asked to be procured by the Contractor. Please confirm the number of shackles and sizes to procure.
Answer to Question 3: Quote for 18 each shackles.
1. Has there been recent surveys of the anchors and concrete sinker bales? If not, will there be prior to the proposal submittal due date? We would propose this be done to reduce the risk of issues during contractor mobilization.
Answer to Question 4: All 3 buoy balls were inspected/refurbished/replaced in the last 3 months as part of contractors annual maintenance requirement. The buoy balls are hoisted up onto the vessel to where the squash plate is visible and the vertical chain from the squash plate to buoy ball is visible.
1. If condition of anchors and/or concrete sinker bales is found not to be satisfactory during installation, how would a Contractor proceed. Item 6 of the SOW seems to provide some guidance but as there is no mention of an onsite government personnel providing guidance as to acceptance of condition, what criteria would be used.
Answer to Question 5: Watercraft COR will be available to evaluate the condition of system when pulled from the water for refurbishment
1. Asking for 6 days of labor costs, with equipment mob and demob as the second row.
5. We expect this to be a short job once mobilized (1-2 days) but it also requires some office time so what is the quantity of six days based on? Does all labor go in this row while all equipment charges goes in the second row
Answer to Question 6: 6 days was estimated based on GOV estimate research, if contractor estimates less time, then the bid would reflect a lower labor cost. CLIN 0001 updated.
1. Can you add another row for upfront planning costs?
Answer to Question 7: Upfront planning cost added to CLIN 0001.
1. Can we change the labor quantity to be something else?
Answer to Question 8: CLIN 0001 has be updated to include labor cost and upfront planning. The quantity is “1” and the unit of measure is “LOT” .
1. For the Missile Retrieval Mooring Trials, how long after mooring installation will those trials occur, and how long do you anticipate the trials lasting?
Answer to Question 9: Pending Gulf range operations mooring trails can be completed following installation. Mooring trail will consist of a vessel being attached to the mooring ball for 24 hours allowing for full tided swing cycle. If all 3 MRs are available it can be done at the same time. 2 MRs might be all that’s available due to vessel being delivered to shipyard for 36 month haulout.
1. How do the boats attach to the mooring buoy? Via the 7/8” chain shown on the sketch or another way?
Answer to question 10: Vessels attach from the stern to the top of the mooring ball using 7/8 chain which is part of the vessel inventory
1. Equipment Mob/Demob shows a quantity of two. Is that one each mob and demob or something else?
Answer to question 11: 2 each mob/demob was due to the location of the 2 systems in close vicinity of each other and the single system in opposing bay
1. The wording of the SOW indicates that all Securements (Shackles) must be “Domestic”, would this include consideration of domestic sources for shackles from qualifying countries as provided in DFARS “252.225-7001 Buy American and Balance of Payments Program”?
Answer to question 12: YES
1. The wording of the SOW doesn’t indicate that the chain is required to be “Domestic”, but the solicitation indicates that DFARS Clauses Incorporated by Reference - 252.225-7001 Buy American and Balance of Payments Program shall apply. Please confirm whether 252.225-7001 applies to the chain.
Answer to question 13: Yes, it applies.
1. – Following up on the bond question for this requirement. The selected NAICS code often requires bonding and that requirement will impact our bid decision. Is bonding required?
Answer to question 14: No image1.jpeg
