Section L - Instrs., Conds., and Notices to Offerors

INSTRUCTIONS TO OFFERORS

I. General Instructions:

A. This Solicitation is a Total Small Business Set-Aside.

B. Provide an electronic copy via email of your proposal and all information required by this RFP to Contract Personnel. Please title your email subject line: Ammo Phase III - FA481922R0028.

Questions and Answers are due on Sept 2022 at 1:00 PM, CST. Proposals are due no later than 15 Sept 2022 at 2:00 PM, CST. Recommend all offerors (via telephone call to appropriate Government POC) confirm receipt of all emailed proposals and revisions. Ensure you acknowledge all amendments in your proposal.

C. Site Visit Details Date: 2022 Time: 0900 Location: Visitor's Center Parking Lot, Tyndall AFB, FL

Directions: Each Prime Contractor is allowed to bring two personnel. Contractors shall provide the names of who will be attending the site visit no later than Aug 2022, 4:00 PM CST by filling out Attachment 10 Base Access Request EAL and sending to all Points of Contact listed above. Interested contractors will be limited to two (2) personnel, shall wear an appropriate face mask, and adhere to social distancing and CDC guidelines.

L-1 PROPOSAL PREPARATION INSTRUCTIONS

A. To assure timely and equitable evaluation of the proposal follow the instructions contained herein. Your proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

Alternate proposals will not be accepted.

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price.
