Appendix - A

1.0 SCOPE

1.1 Purpose

A. The purpose of the Tyndall Air Force Base (TAFB) projects XLWU 22- 8122/8123, Repair Restore Ammo Facilities Phase 3 is to repair hurricane damage and to bring the buildings and their supporting facilities into full compliance with current building codes, including the DoD Building Code, and the portion of the Florida Building Code that contains the High Velocity Hurricane Zone (HVHZ) provisions.

B. Refer to the SOW for specific wind requirements.

C. This task order delivery method is Design-Build (D-B). Work on supporting facilities includes external building fixtures, building utilities within the Points of Demarcation (POD) for privatized utilities, and work within the Administration / Office Building. The Contractor shall be responsible for providing all labor, equipment, tools, materials, and services necessary to complete the project within the allotted timeframe.

D. This project has an estimated period of performance from Notification to Proceed (NTP) through completion and turnover of the facilities back to the Government for mission operations of 270 calendar days.

E. Implementation of work will not start until an approved 100% Design has been issued. Ordering of long lead items may be coordinated with CO.

F. The latest Installation Facility Standard (IFS) is to be used for color selection to assure base uniformity. Match existing colors as close as possible. Lighter colors are encouraged. Colors will be approved for use on a per building basis.

1.2 General:

A. Field Changes: The Contractor and the Government may agree to perform a no cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the CO prior to execution. Only the CO may authorize field changes or deviations from the SOW.

B. Surveys: A Survey for asbestos, mold and lead paint should be conducted prior demolition or rehabilitation regardless of being outlined in the work tasks.

C. Ancillary Task: The tasks in this scope of work do not describe all the ancillary tasks required to complete the task. The contractor is required to complete all ancillary

Appendix - A tasks to meet codes and standards that results in a complete and useable facility. Any task omissions by the contractor in their proposal will be the responsibility of the contractor.

D. Quantities and Measurements: All quantities, square footage, linear footage, etc. are estimate to assist contractor in determining scale and scope of this project. Contractor is responsible to verifying and calculating his own quantities for his proposal and estimates do not relieve contractor from providing required quantities and cost to successfully complete project. For example measurements for drywall and painting is a square footage for the room versus the actual wall square footage. Contractor shall provide all calculations, and quantities for government review/approval.

E. The building is being brought up to ADA or ABA standards.

F. The Fire Protection is being brought up to meet current standards. Any new additions must be installed per the current codes.

G. Available drawings can be provided upon request.

1.3 Other Requirements:

A. Refer to the SOW for other requirements.

1.3.1 Inspections

The Contractor shall advise the Government 48 hours before performing any concrete pouring, backfilling, wall covering, or test operation that will encase or cover his work. For soil compaction tests, a minimum of 72 hours notification shall be required.

2.0 Summary of Work

2.1 Task 1 Bldg. 7028 Exterior (XLWU22-8123)

A. Demo existing roof. Remove all resultant debris and dispose of as required by base regulations and Local/State requirements whichever is more stringent. Replace roof with like product. Supply submittals for government review and approval. Repair and replace all structural support elements as required. Roof to meet current Tyndall Air Force base wind design requirements of Risk category 3 (165 mph wind speed).

B. Remove and replace dented and/or perforated exterior metal wall panels and fasteners. Panel repairs and replacement shall not be partial repairs: all panels shall be continuous or equivalent to what exists. Panel size, color, profile, gauge and fastener patterns shall be a like kind replacement. Provide submittals for Government review and approval.

Appendix - A

C. Repair and replace damaged exterior lighting, alarms, call boxes or any other ancillary structures attached to building with like kind products. Wherever possible, replace light fixtures with LED lighting.

D. Any Hurricane specific damage not detailed in items A through C.

E. Provide new overhead doors and opening devices. Doors must meet or exceed 165 mph wind load requirements. Provide high security lock hasps to all doors.

Provide submittals for Government review. All doors and structure shall be ICD/ICS 705 compliant. Remove and reinstall all IDS hardware. If hardware is not functional then install new hardware as needed for building to meet the certification requirements.

2.2 Task 2 Bldg. 7028 Interior (XLWU22-8123)

A. Remove and replace all fluorescent lighting with new base approved LED lights.

Remove and replace all ceiling tiles with new base approved product. Replace or repair ceiling tile grid supports as necessary. Remove and replace all HVAC diffusers and ceiling returns with new like kind product. Remove and replace all mechanical, electrical, lighting and Unit mission related non-functional equipment impacted by storm. Perform all associated electrical and plumbing duties required to perform task.

B. Paint all interior spaces. Clean, repair, patch walls as needed to provide smooth / level surface for new paint finish. Prep and prime drywall for new painted surface. Provide new prime base coat plus 2 coats smooth finish. Painting and finishing products for use in the work shall be the standard best or top brands produced for each particular kind of material required herein. All products are to be delivered to the site with the manufacturer’s label affixed to the original unopened container. Any and all heraldry located within building will be protected in place.

C. Contractor will be required to perform abatement surveys for hazardous materials

D. Repair and replace any components necessary to provide an operable fire suppression which means the current base codes. Replace any existing components left in place that are not compatible or fail to meet current Base standards. Completed fire suppression and alarm system shall be completely functional and tested prior to final BOD.

E. Repair or replace existing Fire alarm and mass notification system and upgrade system to provide new combined fire alarm and mass notification system sized large enough to cover an addition equal to the size of existing building.

Appendix - A

F. As per ICD/ICS 705 requirements provide independent alarm panels in each bay

3 & 4. Fire Alarm and Mass notification (FA/MN) system components shall provide an operable system upon completion and meet current Base standards.

Completed FA/MN system shall be completely functional and tested prior to final

BOD.

G. Provide security upgrades to existing bays and office area. Security upgrades shall be verified during pre-design consultation with the Unit and CES. Building shall be made fully ICD/ICS 705 compliant. Base security inspectors to include CVN and Wing IP must be engaged to ensure certification at completion of project.

Contractor is responsible for all work to meet said certification.

H. Provide new Trane HVAC system to service the entire facility. Testing, adjusting and balancing is required upon completion and before final payment. Provide Siemens controls to accommodate new system. Controls shall meet current Base standards. Provide submittals for Government review.

I. In bays 3 & 4 provide new finishes on walls and ceilings. Provide paint/striping at floor around (confirm extents with Customer) to indicate a “no discussion zone”.

J. Provide and install four (4) ground reels added in Bay 3. Verify location during the design process. Testing and submission of results for the grounding reels will be required.

K. Provide and install four (4) ground reels added to Bay 4. Verify location during the design process. Testing and submission of the results for the grounding reels will be required.

L. Properly ground bus bars within each large bay. Verification of OHM efficiency is required.

M. Replace mantrap doors entering into bay 3 and 4 with STC 45 doors. Provide man trap for Bay 3. Shall be ICD/ICS 705 compliant.

N. Demo walls in bays 3 and 4 as indicated on sheet #4 in Appendix B.

O. Strip, prep and repaint seal concrete floors in bay 3 & 4.

P. Install and/or upgrade Intrusion Detection System for entire building to include installation of a new Intrusion Detection System for Bay 3 and 4 Area and mantrap. Contractor to supply and install necessary components to meet base requirement to be compatible with base infrastructure. System is required to have 24 hour back up capability.

Appendix - A

Q. Contractor responsible for all work necessary to meet certification requirements for all secure work space areas to include but not limited by any work with ICD705 complaint equipment, Intrusion detection systems, Fire suppression, fire alarm systems and Mass notification (FA/MN) systems.

2.3 Task 3 Bldg. 7042 (XLWU22-8122)

A. Construct new wall between bay 1 and bay 2. Wall must be constructed to ensure compliance with the secured space usage. Wall to be finished to match other walls in bay 1 and 2. Bays 1 and 2 are to be ICD/ICS 705 compliant.

B. Install necessary equipment, material and striping to ensure bay 1 can be ICD/ICS 705 certified. Contractor responsible for certification process.

C. Improve, modify and or replace fire suppression system as necessary to meet UFC requirements due to changes in room configurations.

D. Improve, modify and or replace fire alarm/mass notification system as necessary to meet UFC requirement due to changes in the room configurations.

E. Improve, modify and or replace Intrusion detection system (IDS) as necessary to meet UFC requirements due to changes in the room configurations.

F. Contractor responsible for all work necessary to meet certification requirements for all secure work space areas to include but not limited by any work with ICD/ICS 705 complaint equipment, Intrusion detection systems, Fire suppression, fire alarm systems and Mass notification (FA/MN) systems.

2.4 Task 4 Security Fence (XLWU22-4016)

A. Building 7028 – Provide and install construction fencing around perimeter of pavement of building 7028 as indicated on sheet #7 in Appendix B. Fencing to include one (2) manual operating drive through gate located as shown on provided drawing. Fence height will match existing perimeter security fence. Installation of fence will be such that no ground penetration will occur. Scope of work includes maintaining the fence in good working order through the duration of the contract.

Fence to remain in place after completion of project.

B. Building 7042 – Provide and install construction fencing around perimeter of pavement of building 7042 as indicated on sheet #8 in Appendix B. Fencing to include two (2) manual operating drive through gates located as shown on provided drawing. Fence height will match existing perimeter security fence.

Installation of fence will be such that no ground penetration will occur. Scope of

Appendix - A work includes maintaining the fence in good working order through the duration of the contract. Fence to remain in place after completion of project.

C. Mid-Section Fencing – Provide and install construction fencing along edge of road as indicated on sheet #9 in Appendix B. Fencing to include two (2) manual operating drive through gates and one (1) manual access gate located as shown on provided drawing. Fencing will connect to existing exterior perimeter fencing at each end. Fence height will match existing perimeter security fence. Installation of fence will be such that no ground penetration will occur. Scope of work includes maintaining the fence in good working order through the duration of the contract. Fence to remain in place after completion of project.

3.0 POINTS OF CONTACT (POCs)

3.2 Contracting Officer Authority:

A. CO, the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
