325 CESReference 2.7.1 of the SOW Appendix -A: The paragraph says to provide humidity control. Does this mean to have a system which monitors the humidity level in the building and the has a specific sequence of operation to reduce the humidity level if too high? If so, what are the temperature and humidity design requirements for each space? There is no requirement for a system that monitors humidity level.
325 CESReference 2.7.3 of the SOW Appendix -A The paragraph says that all spaces and rooms shall have individual temperature control. There are approximately 12 spaces on the concept plan that means you would have to install 12 different system or use VRF system which has not been previously allowed in Air Force buildings. All new HVAC systems are to be supplied with VAV's as identified on page 70 of the SOW.
325 CESReference 2.7.6 of the SOW Appendix – A The paragraph says “one room requiring redundant cooling”. Which room is it? What are the design requirements for cooling and heating? Also, rooms not listed were Equipment repair, wash down area, insecticide storage, mixing room and herbicide storage. Will these room require heating and cooling? What are the requirements for each room? The room with redundant cooling is the communications room. This room will require adding a split unit HVAC system. The rooms you are inquiring are identified on pages 8 and 9 of the Appendix-A as Module A and Module B. Heating and cooling is required. The requirements for each is identified on these pages.
325 CESWhat chemicals will be used to insure we are meeting the minimum ventilation requirements?Use the lists of chemicals in the current facility that are shown and listed in Appendix-C
325 CESThe data sheet in Appendix A indicates that plumbing is N/A for the wash down area. Is this correct? It is not. The wash down area will require a hose bib.
325 CESAre there any required safety showers or eyewash stations? Both are required.
325 CESAre there any existing stormwater management facilities? No
325 CESWill Air Force require a new stormwater management facility and ERP permit? No
325 CESDoes the lift station serve only the existing building?Yes
325 CESDoes the lift station have a separate power service? No
325 CESIs the lift station single phase or 3 phase?3-phase
325 CESWhat size is the existing water main in the road?4-inch diameter
325 CESWhat is the existing service line to the building?1-1/2 inch diameter
325 CESIs the existing water service line anticipated to be reused?Yes
325 CESWill the new building be sprinkled and are offsite extension of water main to site anticipated? The new building is not sprinkled.
325 CES1.1.B. P.O.P. stated to be 365 calendar days from NTP, over 200 days indicated for design & reviews.See comment below
325 CESReference 4.0.A of Attachment 1 SOW – Design submittals required 35%, 65%, and 95%, and 100%; conflicts with 6.1.5.B.a. 35%, 95% draft, 95% final, 100% draft, 100% final, Please clarify. There will be three design steps. 35% which generally shows that the design is inclusive of all of the items required by the SOW; 65/95% which details the construction; and 100% which varifies all design comments are incorporated into the IFC drawings.
325 CESReference 4.0.A Table 1 – Indicates charrette 40 days from NTP, conflicts with 35% design as 40 days also from NTP. Please clarify.See comment above
325 CESReference 6.1.5.1.1.4 of Attachment 1 SOW – Wind speed requirements stated as 186mph, and 165mph, and 170mph, Please clarify. The design wind speed is 165MPH.
325 CESReference 7.2.A Autocad release 2008 or later required, F.b. most recent version of Autocad. No BIM requirement indicated. Please clarifyThe RFP requirement is correct.
325 CESReference 2.2.1.A. of Attachment 2 Appendix A – 8” split face cmu required. Does this mean a single wythe cmu wall? This conflicts with ASHRAE 90, continuous insulation. Also problem with air and vapor barrier. Please clarify. What is desired is an 8" CMU wall with 4" split-face exterior veneer or a pre-engineered metal building with a a 4" exterior veneer. Veneer is for the lower 9-foot section only.
325 CESReference 2.3 of Attachment 2 Appendix A – Structural SSMR required? Typically not when a structural substrate is provided. Please clarify. This SSMR is a requirement.

325 CESWhat is the wall material indicated above the split face masonry?Pre-engineered metal structure.
325 CESAre those translucent wall panels in the upper wall above Wash Down Area and Herbicide Storage rooms? See Ceiling heights in room schedule.Yes
325 CESAre translucent wall panels required in any other walls? No
325 CESAerial photo with existing building shown – Please discuss how final site-circulation to new building is desired. The desired circulation for the drive-thru portion will be to line up with the drive-thru of the the existing building
325 CESPlease provide contact information to GCEC representatives who are familiar/responsible for utilities on this project. This has been addressed with a GCEC quote included in the solicitation.
325 CESPlease clarify if the SSHO and QC personnel can be the same person. Are they required to be separate people?SSHO and QC can be one person so long as that person has the correct certifications and qualifications to meet each.
325 CESThere’s really nothing much mentioned about comm requirements except references to the UFC. How are you planning to address comm and outside plant? Also, I believe Siemens is required to design/install many low voltage systems, so you’ll want to coordinate all that with them as well.Comm lines are a requirement and spelled out in the SOW and Appendix A. There is fiber to the existing building. The bidder must provide fiber to and within the new building. The Siemens requirements are spelled out in Appendix-D
325 CESDoes the government have drawings or as-builts for the existing building that is to be demolished? If so, will they be issued?Yes. These are in Appendix-C.
325 CESWill the new pest management facility require lightning protection?Yes
325 CONSQuestions are due on 03-07-2022 and proposal due date on 03-21-2022. This does not provide very much time for the contractors to communicate with the design team and get accurate quotes from subcontractors. Would the contracting officer and approving authority consider pushing the proposal due date 1 week?Yes. An amendment will be posted to extend the proposal due date to 29 March 2022.
325 CONSReference attachment 16 “Division Cost Estimate Worksheet”. In the summary tab, there is a section for the Sub Overhead and Sub Profit. Majority of the sub quotes received will be carrying a different Overhead & Profit as these numbers are company specific. Additionally, all quotes will already include their own O&P in their price. What numbers would the Contracting Officer and approving authorities like to see in this section? Can Sub Overhead and Sub Profit be left as 0% since they are already included in each individual quote?Yes. The Sub Overhead and Sub Profit may be left at 0%.
325 CONSPast performance – will subcontracted work be accepted as past performance?Yes, provide completed Past Performance Questionnaires
325 CONSWill Past Performance Questionnaires completed for previous proposal efforts be accepted under this solicitation?Yes, provided they are relevent work to this project

Section L part c in Solicitation indicates project schedule to be presented with proposal. Please clarify. The project schedule submitted with the proposal will be used for technical evaluation to evaluate the submittee's understanding of the solicitations' requirements. The project schedule that will be submitted by the awardee 5 days after NTP will become the officially approved progress schedule for this contract.
325 CESThis job is calling for a 10year Warranty.. it appears that it may be coming from the 2016 version of the UFGS.. new guidelines requires the general manufacturing warranty of 5 years. I am attaching the most current version of the UFGS. There was actually an amendment that changed this a couple years ago. Please confirm as we can offer a 10 year, but there is money associated with that. This project is only calling for a one year warranty except for specific equipment such as roofing.
325 CESThe CRI that is called out is 80CRI.. there is an exterior wallpack that is needed to be “turtle rated”. True Amber that meets the correct nanometer range will no way in any shape or form meet an 80CRI.. it simply doesn’t exist. Please confirm if these should be Amber or if they are to meet an 80CRI with a white light sourceThe 80CRI is a requirement for interior lighting. Amber, turtle-friendly lighting is required for the exterior and need not achieve 80CRI.
325 CESWhere is the Comm connection. Is the connection from an existing manhole/handhole? If so, where is it located? The Comm Fiber line enters the existing building on the west side at about the mid-point in the wall. It is direct buried and there is no existing manhole/handhole.
325 CESWhat is the location of the existing GCEC transformer, or are they installing a new transformer?GCEC will be providing new.
325 CESOver 200 days of the 365 have been designed for design leaving only 165 days for construction? Is this the intent of the RFP?The PoP is extended to 500 days.
