18Site Visit InquiryWill all buildings that are demolished require clean fill material to be hauled in to fill any voids from foundations and if so what will the requirements be for any new fill materials hauled on-site?Environmental -The source of backfill shall be natural or virgin material (other than the operation of a borrow pit facility) and shall be in an area which has not previously been used for commercial or industrial activities. One soil sample will be collected from the borrow source and analyzed for the following parameters: Volatile Organic Compounds (VOCs) per Method 8260, Semi-volatile Organic Compounds (SVOCs) [Base/Neutrals (e.g., PAHs, Pesticides, PCBs) and Acid Extractables (e.g., Phenols)] per Methods 8270/8081/8082, RCRA metals by Method 6020, Petroleum Residual Organics (by FL-PRO), Analytical results will be compared to the FDEP residential Soil Cleanup Target Levels to determine acceptability of the proposed material as clean fill.
19Site Visit InquiryWill any of the existing Hazmat materials inside the buildings be removed by TAFB personnel or will this be part of our scope to dispose of?Environmental - Contractor will be responsible for removing the HAZMAT materials from the unsafe facilities and stage it on site for the governent to dispose of at a later date
20Site Visit InquiryDo all sites require archaelogical monitoring or only certain locations?Environmental - ALL Sites - Based on the lack of archaeological survey in the Area pf Potential Effect, the tribes requested that archaeological monitoring be performed during the removal of the building foundations.
21Site Visit InquiryHow will TAFB require any existing utilities (water, fire, electrical, storm, sewer) that are encountered within the demolition limits of construction to be addressed?Prior to start - Contractor will be responsible for dig permits and utility disconnect scheduling through the providers (GCEC, Alutiiq, TECO, Comms) the dig permit (FM-103) has all the requirements. Utilities are Water, Gas, Electric, Communications and Private utilities like cable where applicable. **NOTE: Utilities should be disconnected and capped as close to the main trunk as possible.
22Site Visit InquiryIf any existing utilities are located within the limits of demolition will we be required to re-route and/or reconnect to other areas within the viscinity and if so please advise on these locations and the proposed new connection requirements.Main lines that run under the foundation and do not tie into the facility will be protected and remain in place (stormwater/sewer/water main trunk lines). These lines will be identified during the pre-demolition meeting done before each building is started.
23Site Visit InquiryWhat documentation other than the AF Form 103 will be required on-base prior to beginning demolition (i.e. FDEP notifications 10 day or 1 day, Dig permits, etc…)FDEP 10 day notification for any buildings, if just the slab is there 10 day notification not required. If the contractor plans to use any hazmat they will need to track it on IMT81/82/83 forms.
24Site Visit InquiryWill certified payroll be required on this project?YES. Wage Requirements (Construction) is included in this requirement.
25Site Visit InquiryWill the Period of performance start date begin upon contract award or once the AF Form 103 and other items for all buildings are completed?PoP will start 21 days after the award. From Award date to PoP start date the Ktr is expected to be working mobilization tasks (i.e Security Badging paper work, bonds, insurance, finalized phasing schedule, FDEP notification, routing the AF 103 etc.)
26Site Visit InquiryWill invoicing by allowed by building # as they are completed or will all work be required to be completed before invoicing can commence?Invoice by building, each building will require a SF1354 to consider work completed..
27Site Visit InquiryAre there liquidated damages associated with this project?Yes please see RFQ Amendment 2
28Site Visit InquiryPlease advise on the gate access procedures and estimated security check times associated with accessing the base for dump trucks that will be hauling off debris.All contractor vehicles(dump trucks) will enter through the commercial gate. The clearance time veries from 15 minutes to 1 hour depending on deliveries. Recommend all drivers complete an application for base ID Card to help expidite the process.
29Site Visit InquiryWill we have access to utilize on-site water for "wet demolition" or will we be required to furnish our own water trucks?Most locations have a Fire Hydrant available. To use the hydrant the contractor will need a fire hose, backflow preventer and valve to turn line off/on after backflow preventer. If water is not available contractor will need to provide water.
30Site Visit InquiryCan the Government provide the names and contact of any base service contract providers, if any?Yes, they are all listed on the base dig permit FM-103.
31Site Visit InquiryCan the Government provide as-built drawings, engineering drawings, utility layouts, and a formal Scope of Work for each building scheduled for demo, including the limits of demolition with all inclusions/exclusions?325 CE will provide prints and spec that are on file for facilities. Some facilities do not have detailed drawings. GEO map utility layouts will be provided per facility. The dig permit will also identify all lines within the work perimeters.
32Site Visit InquiryWill structural engineering drawings be required for the buildings scheduled for partial demo while the Government retrieves items within the buildings?No, contractor to remove any HAZMAT or equipment identified at predemolition meeting and stage on site for government to remove/dispose of at later date.
33SOW DocumentThe due date (1/21/19) is Martin Luther King, Jr. Day, which is a federal holiday as per the solicitation documents. Does that affect the submission of proposals in any way?Quote due date has changed please refer to RFQ Amendment 2
34SOW DocumentIn the first full paragraph on page 7 of the amended document (Combo_-_Demo_Phase_2_-_Amendment_1), it states, “Offerors shall submit quotes electronically in PDF format via email to Lt Jillian Kennedy at 325CONS.Construction@us.af.mil or deliver electronic media stored on a CD/DVD.” Does the email server to which we will be submitting our documents have a limit for the size of attachments?The submission has limited pages and the files will be adequate for the email server, If concerned you can also hand deliver a CD to our office in B837. Please refer to RFQ Amendment 2
35SOW DocumentRegarding the electronic submission: The last full paragraph on page 6 of the document states that the technical description is to be no more than 5 pages, front and back. Since submissions are to be electronic pdf, does that mean that technical descriptions may be up to 10 pages?See RFQ Amendment 2

Since this is not specified which poles should be removed, can the number of lighting poles to be demolished be provided?GCEC - Light Poles should not be included in the demolition. GCEC owns the telephone/lighting poles. Poles that are on the ground will be identified and moved by GCEC.
39SOW DocumentMethods of slab removal & fill material - at B165 it was mentioned that the slab should be saw cut, and fill material should be gravel. This differs from the PWS. Please advise.325 Recommends saw cut the concrete to leave a side walk entry to the rear entrance door from the parking area. The conrete section removed should be back filled with select fill and compacted to match surrounding area.
40SOW DocumentIt was discussed that we will need to provide site access to the USG during demolition to retreive certain items. To what extent will temporary building shoring be required for government personnel access? Will structural engineered drawings be a requirement?No, contractor to remove any HAZMAT or equipment identified at pre demolition meeting and stage on site for government to remove/dispose of at later date in facilities that are unsafe to enter as is. All material not identified by the GOV will be considered part of the demolision for the contractor to dispose of.

42SOW DocumentCan the government provide a facility specific list of items that are anticpated to be removed by representitives of the USG, vs materials to be removed by the awardee?Not at this time, items can be identified at pre-demolition meeting prior to start of each facility. Contractor will be required to remove the identified equipment and stage it in a designated location.
43SOW DocumentCan tracked equipment be used on the asphalt around the buildings or will mats, etc. be required to be placed to walk the equipment on?Street tracks or rubber tracks are recommended. Areas of asphalt outside the facility footprint that are damaged by the contractor should be repaired by the contractor.
44SOW DocumentStorm Drain Inlets in the areas being demolished - in areas where they are within the project area, but sit below surrounding grade, do these inlets need to be raised to meet the surrounding grade after demolition (example; the Storm Water inlets located at the loading docks on the flightline side of B186 are below grade)? If not, please advise on how they should be left, and how they should be protected after demolition.Environmental Drains should be secured during demolition to ensure no contaminants are introduced to the storm water run off. After construction is completed surrounding area should be graded to accomodate the drains. Sod and silt fencing should be installed to limit any runoff from loose soil.
45SOW DocumentDisposal-Do we have a choice on disposal based on the EPA ruling? there seems to be a conflict between the EPA ruling The EPA guidance for for methods and operation pratices, states that we may take hurricane generated debris to a waste-to-energy facitlity.Environmental - Demolition C&D containing asbestos must be disposed of in a class 1 landfill. Any other material can be disposed of in a class 1 landfill or in a waste to energy incinerator.
46SOW DocumentAsbestos. While a waiver of abatement is provided, and wet demolition techniques will be utilized, the section states all building debris must be hauled to a class I landfill. 47SOW DocumentScrap Metal. The specs state all building debris must be disposed of at a class I landfill, but the scrap metal is to be segregated and transported to the base recycling contractor. 48SOW DocumentSince the utilities are privatized, will the awarded contractor be responsible for the actual termination of the utilities, or they be responsible for the coordination/schduling the termination of these utilities by the Utility Company?Contractor is responsible for coordinating utility disconnections with Base, Alutiiq and Privitized Companies (TECO Gas, Media Comm, GCEC, ect.). FM-103 Dig permit has all the information.

Will the Air Force remove these items and dispose of them properly or will the contractor be required to remove the items?In all safe to enter facilities the Facility manager will remove hazmat, tools, equipment. In facilities unsafe to enter the contractor will partially demo to safe the facility, remove identified items and stage on site for the GOV to dispose of at a later date.
84Solicitation DocumentFor buildings that the Air Force will be removing items after a partial demo, will the time it takes the Air Force to move those items out be counted against the contractors 90 day completion schedule?The contractor will be tasked to remove and stage the items on site as not to slow their progress. Additional time may be considered on case by case basis.

a. Please confirm.

The pavillion was identified during the sight visit. The pavilion was destroyed by the Hurricane however the pad remains.
90Solicitation DocumentWill security fencing around demolition project sites be required during demolition?

a. 4’, 6’, 8’ tall?

b. Cyclone or construction fence? This is especially applicable to demolitions in progress and left overnight.

Silt fencing is required for runoff and constructiion fencing to ensure personnel in the area do not enter the site without PPE.
91Solicitation DocumentAttachment 1 Section 2.2.4 Hazardous Waste - Certain mechanical equipment containing flammable liquids or ozone-depleting refrigerants, electric lighting elements, communication equipment components, previously stored hazardous materials (oil, antifreeze, paint, etc.) and other building elements may contain hazardous waste that must be removed as hazardous waste before the building can be demolished. These items should be identified 10 working days before the start of the demolition by the contractor. The contractor will be responsible for removing the hazardous material and staging on site. If containers are compromised the contractor will dispose of as hazardous waste containers.

a. Pertaining to potentially hazardous materials that are not visible or evident before demolition, what is the contractor’s responsibility for handling said waste when encountered during the demolition?

All hazardous materials should be identified prior to start of demolition. If items are found that have not been identified the contractor should stop work immediately and notify the government representative. If any hazmat is punctured during movement contractor should notify the government representative right away and contain the spill as required.
92Solicitation DocumentAttachment 1 Section 2.2.5 The Contractor shall reclaim the refrigerant from any existing chillers, store in approved containers and turn-in the containers over to the 325 CES or as designated by Contracting Officer.

a. Why are the containers to be turned in to the 325 CES and not to a specialist?

Alutiiq will reclaim the refrigerant prior to start of demolition.
93Solicitation DocumentAttachment 1 Section 3.2 Air Force Property - Air Force equipment/material property will be removed by the Government or by others prior to start of demolition contract.

a. Does the government have a minimum or maximum time frame that they will take to get their property out of the building once partial demo has begun?

Contractor will remove equipment and material identified during pre demolition meeting. Equipment and material removed will be staged on sight for the government to remove/dispose of at later date.
