Single Source Justification (Simplified Acquisition)

March 2018 Page 1 of 2March 2018 Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 325th Contracting Squadron

Project/Program Name: RAPCON Move

Purchase Request/Identification Number: FA4819-19-Q-3010

Estimated Contract Cost (including Options): $500,000.00

Section B: Description of the Supplies/Services Required

The 325th Operations Support Squadron requests a contract to facilitate the breakdown, movement, reinstall, testing, repair and/or replacement of the Radar Approach Control (RAPCON) systems and consoles from its current facility that has been damaged by Hurricane Michael to an alternate facility on Tyndall Air Force Base, Florida.

Section C: Justification for Soliciting from a Single Source or Brand Name

325 CONS plans to award a sole source contract for this service to a SDVOSB in accordance with FAR 6.302-5(b)(6) Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f). A sources sought notice was posted to FBO 14 Jan 19, and revealed only one business capable of and interested in performing the services required under this contract action. LCI is the only SDVOSB company found to have experience with moving a RAPCON facility.

Section D: Efforts to Obtain Competition

A sources sought notice was posted to FBO 14 Jan 19 seeking vendors interested in performing this contract service, and only one company provided a response. ACC/A3 provided a contract for similar work performed at Seymour Johnson AFB in 2013 which was executed as a sole source under the justification listed above. During extensive market research 325 CONS and ACC/ A3 could not find any other company capable of executing the RAPCON move.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Any future requirements will have include efforts such as sources sought and posting of notices of intent to award sole source contracts to afford the commercial market to weigh in on additional vendors that may be capable of providing services of this type. Prior contract actions will also be sought through searches in EDA, GovTribe, FPDS-NG, etc to seek alternatives as well to seek additional sources for competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
