The Contractor and Design Team shall adhere to the following guidance during design and construction phase(s) of this project: Florida Department of Environmental Protection (FDEP), Florida Administrative Code, International Building Code (IBC), Unified Facilities Criteria (UFC) 3-240-01, Ten States Standard, Department of Defense (DOD) Directives, Florida State Statutes, Occupational Safety and Health Administration (OSHA) Requirements and Environmental Protection Agency (EPA) Regulations. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.

2.2 Background: Lift Station #189 is a forty-four (44) year old duplex wastewater lift station constructed circa 1974. It is a pneumatic type system with air bubblers as the level control to initiate the pumps and consists of a wetwell and a separate pump chamber. According to available drawings titled “Installation Drawing of Duplex Sewage Lift Station” performed by Weil Pump Company dated 7-19-74, the system has been rated at 1 horsepower to pump 100 gallons per minute at 12 feet of head. Contractor should verify the actual pump conditions. It has exceeded the Level of Service typical of lift stations and, due to age, has become difficult to impossible to locate replacement parts for maintenance. This lift station serves four (4) facilities (buildings 107, 108, 109 and 188).

2.3 Description of Work: As part of the proposed effort for this Information for Bid, the Contractor shall implement means and methods that will limit disturbance to the base activities to the greatest extent practicable during the design-build project extent. The construction documents provided by the design team shall thoroughly define the repair effort, and meet the standard of quality typical of the professional design industry. The effort is repair by replacement. The new wetwell shall consist of concrete. Fiberglass reinforced plastic is not acceptable. Construction efforts shall be in strict accordance with the Approved for Construction” design documents. Substitutions and/or deviations from the details defined in the solicitation documents will not be accepted unless approved by the CO in writing. Clean up all construction debris, restore disturbed areas, dispose of all waste off site at the conclusion of each task. The task descriptions below are summaries of work to be completed in order to result in a complete and usable structure meeting the professional standard of quality for the trades utilized. Ancillary efforts required to access and complete the work not specifically listed in the task descriptions shall be anticipated and accounted for in the contractor’s bid documents.
