Repair Base Pavements and Striping

1. During the pre-bid site visit, one of the major issues that came up was the Boy Scout Road. I think the conclusion I (and everyone else that was there) reached and the concern I have for this road, once you mill 1 1/2", there will be nothing left due to the ruts in the road. Because of the uneven surface area on this road, after the milling process, some areas will be milled to sand, other areas will be left with asphalt untouched. What is the recommended solution for this situation?

Gov Answer: The project is a sustainment and restoration project intended to rehabilitate select existing roads and pavements on Tyndall Air Force Base. The anticipated milling depth of 1 ½ inches in order to remove the majority of the cracked pavement section and extend the pavement service life. If milling operations reveal that a lesser milling depth for Boy Scout Road will better support the rehabilitation effort, such adjustments will be considered by the Government.

For bidding purposes, please assume the specified milling depth value.

2. In the specifications, we need to allow 2% for roots, bad areas, etc. Can you provide clarification and detail on how to address these areas to be fixed?

Gov Answer: The sustainment and restoration effort defined in the solicitation documents anticipated isolated areas of up to 2% (2,360 SY) that will require additional corrective efforts beyond that specifically defined for the Tasks of this project. Typical examples would be pothole, localized subgrade/base instability, root damage, etc. The additional corrective measures to address these conditions found during construction may involve full depth replacement, base replacement or improvement, or short section curb replacement (ex. 5 ft curb at root damage).

Tree root damage and the associated corrective measures are expected to require the following:

• Full depth removal of the pavement section, base and subgrade to expose the roots;

• Removal of the underlying roots from the pavement area (outside of curb or pavement edge);

• Placement and compaction of suitable fill material;

• Placement and compaction of base material;

• Installation of concrete curb to replace that which was removed;

• Preparation of surface for asphalt pavement placement;

• Placement of asphalt pavement.

Isolated break up of milled asphalt section may require the following:

• Additional asphalt removal to the base material;

• Placement of additional asphalt.

The Contractor shall use his/her extensive roadwork experience to select an appropriate bidding approach which may be to assume that full depth repair will be required for the entire 2% area or a lesser repair assumption based on actual observed conditions and the contractor’s risk tolerance.
