325th Contracting Squadron Site Visit Briefing Tyndall Transient Aircraft Services
FA4819-15-R-0001
Purpose To gather a mutual understanding from both the Government and the Contractor as to how the contract will be performed and what is expected from both parties.

Contractor Access All vehicles must be registered Valid vehicle insurance Valid drivers license Adhere to all posted speed limits
Contractor Access – Prior to Mobilization On company letterhead provide a list of employee names DD Form 1172/Application for Identification Valid Picture ID Contractor assigned superintendent must escort all employees for ID
Entry to Tyndall Air Force Base Contractor/Subcontractor Background Affidavit
Comply with all Force Protection Threat Levels Normal - applies when a general threat of possible hostile activity exists but warrants only a routine security posture Alpha - applies when there is an increased threat of possible terrorist activity against personnel or facilities, the nature and extent of which are unpredictable Bravo - applies when an increased and more predictable threat of hostile activity exists Charlie - applies when an incident occurs or intelligence is received, indicating some form of terrorist action against personnel and facilities is likely Delta - applies in the immediate area where an attack has occurred or when intelligence has been received that terrorist action against a specific location or person is imminent.
Safety 325th FW/SEG (Ground Safety) 283-4231
Wing Safety Responsibility Responsible for briefing the prime contractor on safety requirements, known hazardous conditions, and confined space
Contractor Responsibility Contractors are solely responsible for the safety and health of their employees – provide own Personal Protective Equipment
The prime contractor is responsible for safety compliance of any subcontractors
Follow 91 series AFIs (replaced AFOSHSTD) as prescribed in PWS Appendix 2A (Applicable Publications)
Air Force Responsibility The safety and health of it’s employees and military personnel Protect its facilities and equipment from mishap or intentional damage or loss
Air Force Inspections – protect AF personnel & resources AF reserves the right to enter and inspect, with or without prior notice and with the contracting officer’s concurrence, any and all facilities Inspection findings are sent to the base contracting office
US DOL Inspections DOL has the authority to conduct inspections and investigations at any location where contractor employees perform their work DOL has the authority to conduct inspections performed under an Air Force contract on or off base
Mishap Reporting If contractors or their employees are involved in an on-base mishap they need to dial 911, and ask for Tyndall emergency services and then notify the contract administration office If the government elects to conduct an investigation of the mishap, the contractor should fully assist government personnel until the investigation is completed
General Requirements Maintain housekeeping to keep workplace safe
Ensure vehicle operators use safety belts while operating on base
Obey all posted speed limits
Ensure hazardous areas are identified and protected to prevent the Base populace from injury
In the event of a severe medical emergency – dial 911 and ask for Tyndall 325th Medical Group will respond and transport if necessary however the contractor must reimburse the government

QASP – Will evaluate accordingly Minimum evaluation requirements – may be increased by Chief COR if need for increased surveillance exists
CPAR – Very comprehensive; share the good stuff with CORs

Environmental
Environmental Safety Contractor must use AF Hazardous Materials Tracking program EESOH-MIS to order hazardous materials and dispose of Hazardous/Regulated wastes Comply with Tyndall Environmental Regulations & Base Plans

325th CES/CEV 283-4780 or 283-4498 Environmental Program Managers (Air, Water, Recycling…) Primary source of Environmental guidance for Tyndall AFB
Unit Security SECURITY (Badging) Personnel working in a government facility 6 months or longer or at any time require access to the Local Area Network (LAN) require a favorable NACI investigation Before starting work on an Air Force Installation, all contractor/subcontractor personnel must have submitted an open NACI investigation (must be open by DoDCAF) Until the NACI investigation is cleared as Favorable, process the local files check (background affidavit, along with a copy of the front/back of driver’s license) with the Unit Security Manager (USM) Upon receiving a Favorable NACI, a DBIDS ID card can be issued for up to 3 years or the expiration of the contract (whichever comes first)
