QUESTIONS AND ANSWERS 19 MARCH 2015
Question 1 - Please clarify in the PWS under 3.1.3 Service Provider Vehicles paragraph 3.1.3.3 states that the service provider shall provide two self-propelled truck staircases(Reference Appendix 2D for specifications). Appendix 2D 1.1.2 says Two Aircraft Stair Case Trucks able to service both narrow and wide body aircraft being that these are two different types of equipment with the stair case truck costing more than the self-propelled stairs. Which type is the PWS referring too?
Answer 1 – Use of the word “trucks” was an oversight on our part. We do not imply that the air stairs must be “truck” mounted to the extent that there is a cab and the appearance of a truck chassis.
Question 2 – In the Technical Proposal subfactor two for stairs and tow vehicles it say The offeror must provide in their proposal evidence of ownership and availability of, or ability to lease (e.g., lease agreement with rental company or subcontractor), Are you saying that the contractor must already own or lease these vehicles before they know whether or not they will be awarded the contract?
Answer 2 - We are not saying you must own or rent the equipment before contract award. We are looking for evidence that the offeror will have the capability and means to obtain the required equipment by the contract start date (i.e. more than a verbal assurance) if awarded this contract.
