Questions for FA4819-15-R-0001

PWS Ref: 2.1.8.2.6.1 states “Develop and maintain an installed aircraft engine intake/inlet/exhaust training and certification program applicable to F-15, F-16, F-22 and
F-35 aircraft. Other aircraft may be added to the certification program when deemed necessary by the Chief COR, FC or CO.”
Q. When other aircraft are added to the certification program by the COR will there be a monetary adjustment for the additional training and inspections?
A. Tyndall does not anticipate adding any aircraft other than those mentioned but considering the fluid nature of military operations it was considered prudent to leave the possibility open to new aircraft. If determined necessary, the contractor may seek equitable adjustment as the situation dictates.
PWS Ref: 2.1.8.2.6.1.1 states certifiers will be appointed by the MXG/CC, then, 2.1.8.2.6.2 states that the Program Manager shall be the final authority on SCR approval.
Q. Is there a conflict?
A. No conflict exists. AFI 21-101 paragraph 14.4.4. states, "Certifying officials will be appointed by the MXG/CC IAW Table 14.1." Table 14.1, item 6, Note 1, Approved by MXG/CC, applies and cannot be deviated from. Currently, the Program Manager is the inlet inspection certifier. The program manager is the final authority for their employees but cannot appoint him or herself as a certifier.
PWS Ref: 2.1.12.2 states “Provide services as required by the CO to support base OPLANS, support agreements and weather evacuation support. Service provider may be required to support an activation or exercise of contingency plans, or emergency plans, outside normal duty hours.”
Q. Outside of normal duty hours, is the contractor required to support exercises if the aircraft traffic is only simulated?
A. No, only actual or scheduled aircraft activity applies. If exercises have the potential for aircraft activity, then TA may be required to participate.
PWS Ref: 3.1.3.2 states “The service provider shall provide a minimum of three pickup trucks with automatic transmissions“ and Ref: 3.1.16.5 states “Use a truck with a mounted
“Follow Me” sign to guide aircraft upon request from the tower” and APPENDIX 2D states
“The government provides two “Follow Me” signs.”
Q. Will the government provide an additional “Follow Me” sign for the third truck?
A. No. Additional signs are not necessary. TA's mission tempo does not justify the purchase and use of additional “Follow Me” signs.
PWS Ref: 3.1.10.10.2 states “Visually inspect inlets and exhaust for FO prior to engine start.” And 3.1.10.10.4 states “Inspect all transient aircraft for evidence of bird strikes.”
Q. Does the Air Force provide cherry pickers for intake/exhaust and bird strike inspections on large frame aircraft such as KC-10, C-5 and C-17? Or, will the contractor be required to provide them?
A. No additional equipment is required. Inspections of aircraft for evidence of bird strike or
FOD will be performed with the equipment available. Inspections are to be performed from the ground or using stands or ladders that are readily available to the contractor. If FOD or bird strikes are suspected additional equipment from other base agencies may be requested for further investigation.
Additionally, large frame aircraft normally carry their own crews that inspect the aircraft.
TA's obligation is to assist the aircrews if the need arises.
PWS Ref: 3.1.18.9 Processing/Inspection Services states “Perform aircraft engine intake/inlet/exhaust inspection shortly after engine shutdown.”
Q. (1) Is this meant to be a quick visual inspection for obvious damage or are personnel required to enter the engine and inspect the first several rows of rotors and stators with flashlights and mirrors for damage?
A. This is meant to be a visual inspection for obvious damage except on aircraft that a certification program is required IAW PWS 2.1.8.2.6.1. All F-15, F-16, F-22 and F-35 aircraft will receive an inspection IAW applicable aircraft technical orders.
Q. (2) If the more thorough inspection is required and since Tyndall receives a higher percentage of smaller/fighter type aircraft, are personnel required to be trained on inspecting the less frequent larger frame aircraft like the KC-10, C-5 & C-17?
A. No, these aircraft have their own crews to perform in-depth inspections.
PWS Ref: 3.1.21.3. states “Respond to all In Flight/Ground Emergencies (IFE/GE's) with required personnel (minimum of two). Upon notification of an IFE/GE, the service provider shall respond immediately. Service Provider is responsible for all requirements to safely remove F-22, F-16 and T-38 aircraft from the runway up to and including tire changes. For unfamiliar aircraft emergency requirements, service provider shall request assistance, equipment and tires from tenant/deployed units. Support beyond the capability of the service provider shall be the responsibility of the 325 FW, CDDAR Program.”
Q. Are F-22, F-16, and T-38’s the only aircraft T/A is responsible for removing from the runway?
A. TA is not just responsible for the aircraft mentioned but they shall have the capability to replace blown tires with a temporary wheel/tire, on these particular aircraft, for quick removal from the runway. Most other IFE/GE will require a varying degree of support by TA, including towing.

Ref: 3.1.21.4 states “The service provider shall have three personnel on duty during local flying to meet minimum personnel for towing.”
Q. Does that mean that the service provider is not required to have three personnel on duty when the base assigned units are not flying local missions? Or, are three people required on duty whenever the airfield is open to facilitate towing/emergency response?
A. During local flying, three people are required as a minimum. It is otherwise incumbent on the Service Provider to determine on duty manpower, based on anticipated need and PWS requirements.
