QUESTIONS AND ANSWERS 24 Feb 15

Q1. Ref. 52.212-1 Addendum, Instructions to Offerors, Paragraph B. Proposal Format and Part III. Past Performance (solicitation page 14) – The instructions dictate that offerors shall submit three (3) volumes, however the instructions are not clear as to what specifically offerors are to submit to the government regarding their Past Performance volume. Please clarify what information offerors are to submit in their Past Performance volume.

A1. Ref: 52.212-1 Addendum, paragraph H. PART III Past Performance a. … aspects of an offeror’s contract history that will give the most confidence that the offeror will satisfy this solicitation. B. The offeror will provide the names and contact information for three references.

Q2. Ref. 52.212-2 Evaluation – This section includes information regarding page limits for Part I (eight pages) and Part II (no page limit), however there is no information as to page limits for Part III. Please clarify if there are page limits for Part III.

A2. No page limit

Q3. Ref. 52.212-2 Evaluation – This section includes information regarding page limits for Part I (eight pages). Will the government please consider increasing the page count for this Part, or exclude the evidence required in Technical Proposal Subfactor 2 from the page count.

A3. We feel 8 pages are sufficient for any offeror to adequately describe all four subfactors. However, documents from leasing, rental, or insurance companies, submitted as evidence of ability to meet this technical subfactor will not count as part of the 8 pages. All narrative from the offeror, however, will be included in the page count.

Q4. Ref. Attachment 6, Contractor Performance Questionnaire – The copy provided on FBO is faded in parts and difficult to read. Please provide this document as a WORD document so that our contract reference POCs may more easily fill it in.

A4. Agree the attachment 6 copy isn’t as clear as it should be, per 52.212-1 Addendum paragraph H.

PART III – PAST PERFORMANCE The offeror will provide the names and contact information for three references. 325th Contracting Squadron will contact those references and ask those references to complete and return the questionnaires provided in attachment 6 of this solicitation. We will send better copies to the references.

Q5. Reference PWS paragraph 2.1.5.5 – Please clarify the following sentence “Along with the Functional Commander (FC) and CO, determine the appropriate dress for situations not covered above or for which an interpretation must be decided.”

A5. This refers of contractor dress standards and there may be situations that arise that may dictate contractor personnel wear specialized or distinctive attire not covered by the contract. If this situation should arise, the contracting officer after coordination with the functional commander, will review the Air Force needs, contract requirements and provide direction to the contractor. If this results in an increased cost to the contractor a change order may be initiated.

Q6. Reference PWS paragraph 2.1.15.5 – Please explain the reference to “the Target Cost in Section B”.

We do not see anything within Section B entitled Target Cost.

A6. We agree that this doesn’t make sense and the PWS has been amended to remove this language.

The PWS is now dated 26 Feb 15 and paragraph 2.1.15.5 has been stricken through to indicate that it is no longer applicable.

Q7. Reference PWS paragraph 2.2.3.7 – What industrial equipment is this paragraph referring to?

A7. Any of the Government Furnished Property/Equipment identified in Appendices 2EB, 2EC,and 2ED that require periodic user maintenance.

Q8. Reference PWS paragraph 3.1.2.1 – Do Transient Aircraft Services operate on all Holidays?

A8. Typically, no. However, there are rare occasions when then airfield will be open for a local fly-by for a patriotic event (parade) or when some unusual circumstance arises. Holidays and after-hours workload is in Appendix 3A.

Q9. Reference PWS paragraph 3.1.3.9 – Is the use of bio-fuel mandatory, or only if we want the government to provide fuel for our vehicles? If our vehicles are not bio-fuel compatible, is there fuel source on base that we can use?

A9. 3.1.3.9. Only service provider vehicles/equipment that meet the scope of the contract and that are identified and approved by the CO will receive government provided fuel and the fuel maybe bio-fuel. Ensure vehicles/equipment are bio-fuel capable if Government supplies bio-fuel and the Government supplied fuel products option is accepted by the service provider.

NOTE: Diesel fuel may be as much as 20% bio-diesel.

If the service provider elects to have Government provided fuel, that fuel may be bio-fuel. If the service provider’s vehicles are not capable of operating on bio-fuel, the service provider shall seek another (commercial) source for fuel at their expense.

Q10. Reference PWS paragraph 3.1.18.4 – Will the TA employee be responsible for making the fuel connection at the aircraft, or will this be done by the aircraft crew chief?

A10. Small frame aircraft that do not carry their own ground crew (crew chiefs), are refueled by TA personnel and they do hook up the fuel nozzle to the aircraft. If the aircraft has a crew chief on board, TA will assist, as necessary but it is the responsibility of the crew chief to make the fuel connection.

Q11. Reference PWS paragraph 3.1.18.4 – Do all arrivals require refueling?

A11. No. See Historical Workload in Appendix 3A.

Q12. Reference PWS paragraph 3.1.18.4 – Please provide historical workload for Aircraft Towing.

A12. See Historical Workload in Appendix 3A.
