Q1. The solicitation indicates that no previous Past Performance data would be considered unknown, and therefore considered "acceptable". However, Subfactor 4 of the technical evaluation seems to indicate that any contractor with less than four years experience in US military transient alert functions would be rated unacceptable, which would lead to an overall rating of technically unacceptable. We do not have any transient aircraft experience, would we automatically receive an overall rating of technically unacceptable for Subfactor 4?
A1. Yes
Q2. In the posted Q&A dated 19 Feb, someone asked for the total contract value over 5 years and the annual value of the contracts. You answered "The total contract value over the five year period is $3,275,545.69".
Was that amount for 60 months (5 years) or was the base year less than 12 months?
A2. There was a one month mobiliation period followed by a six month base year.
