FA4819-14-R-0005 Questions/Comments Part 2

5. Reference the draft performance work statement (PWS) para 1.0. Will contractor perform shipyard maintenance or will this be subcontracted? Will contractor or government manage the subcontracted shipyard work?

See PWS para 1.6.1. Contractor.

6. Reference PWS para 1.1. Will Gov't define "Government Purchase Card administration support?" Will contractor be provided a Government Purchase Card?

See PWS para 1.8. Contractors are not authorized Government Purchase Cards per AFI 64-117, para 2.3.6.

7. Reference PWS para 1.3.3. Does the highlighted line require the contractor to provide a range patrol boat or just a crew to operate the government provided range patrol boat?

See PWS Appendix 9 – Contractor-Furnished Equipment.

8. Reference PWS para 1.3.6., antiterrorism surveillance. Will this be a part of the fixed firm price or covered as a reimbursable item?

This will be part of the firm-fixed price.

9. Reference PWS para 1.7. Will the Gov't clarify trimming hedges and what minor pier maintenance that you mention here. Is there a lawn maintenance requirement?

No grass cutting required, Tyndall lawn maintenance contractor is in charge of mowing. Watercraft contractor required to pick-up debris and limbs. Also, contractor is required to trim hedges and dispose of trimmings. Exterior area is to be kept neat and clean. Pier repair consist of tightening down screws, bolts, wood planks, maintaining fence parts and pieces, and general dock maintenance as required.

10. Reference PWS para 1.8. Can Gov't explain why the Contractor has to have or have an association in the Government Purchase Card (GPC) Program?

Contractor possesses the knowledge of what items are required, in terms of specific/unique parts and associated parts number, sources, and contact info from which the Government can order.

11. Reference PWS para 1.9. Will costs contractor incurred heavy weather special situations expenses (travel, boarding, meals, etc.) be reimbursed by government as this is an uncontrolled variable which cannot be factored into fixed price costs?

No. Heavy weather special situations consist of mooring MRs on foul weather buoys locally (Pearl and Shoal Point waters).

12. Reference PWS para 1.10.1. What are the specifications/performance requirements of the contractor provided range patrol boat?

See PWS Appendix 9 – Contractor-Furnished Equipment. Vessel must be capable of operating inshore and up to three miles offshore. Vessel is required to meet USCG standards and safely operate alongside (like capabilities) the current fleet of USAF 25 feet range patrol boats with twin 200 hp outboards.

13. Reference PWS para 1.10.2 Government states contractor shall have a vehicle capability to transport 25-ft range boats or loaner boats of equal or lesser size, what type of coupler is provided on the trailers that the Gov't has? What is the loaded total weight, length, and width of boat and trailer? Is a CDL required for towing of this truck/boat/ trailer combination? What is the weight of the MR engine to be carried to and from base?

Tow ball type is 2 5/8 inches. The boat and trailer weight capacity is 10,000 lbs with a length of 25 feet and width of 6 feet. CDLs are not required. The weight of an MR engine is 7,500 lbs.

14. Reference PWS para 1.10.3., Certified Weight. Please provide what type of certified crane weight; i.e., square, donut, plate, etc.

Any design/shape is acceptable as long as the capacity equals a minimum of 4,000 lbs that must safely attach to a pintle hook.

15. Reference PWS 1.11.1., Contract Manager. Gov't request that the contract manager or alternate shall be present at all times vessels are operating in support of missions. Is present at the boat house or by cell phone?

On-site presence is required.

16. Reference PWS para 3.5.7. Will the Gov't provided the diesel biocide?

Yes.

17. Reference PWS para 4.1.1.3. Does the Gov't know how many Personnel would need Secret clearance?

See Appendix 4—The Workload Estimate. Twelve.
