FA4819-14-R-0005 Questions/Comments

1. A site visit is very beneficial as early as practical in the request for proposal process to facilitate better industry responses.

A preproposal conference/site visit will be held after the solicitation is posted to FBO. The solicitation will identify when and where it will be held.

2. Due to the fluid nature of at-sea operations and vessel maintenance, is the contemplated contract a cost-type or time and material?

No. The contract is a renewal of a firm-fixed price contract.

3. Will applicable Wage Determinations be included in the procurement for vessel crews and divers?

Yes. The wage determinations which are 2004-0047, Rev 11; 2010-0147, R1; 2010-0205, Rev 5; and 2005-3007, Rev 14 will be included in the solicitation as attachments.

4. What are the marine insurance requirements for the procurement?

Marine insurance requirements for the procurement are vessel collision liability and protection and indemnity liability insurance. Watercraft vessel collision liability insurance applies to property of third parties (watercraft, docks, etc.) and protection and indemnity liability applies to personal injury to third parties. The minimum limits of the vessel liability insurance are $2,000,000 per 120 foot boat (three boats) and $104,000 for the two range patrol boats. Therefore, the minimum insurance amount is $6,104,000. Concerning the risk of loss or damage protection for the government-owned watercraft, the Government will act as a self-insurer for all five boats and does not require the contractor to obtain hull insurance.
