FA4819-09-R-0038 Airfield Paving IDIQ – Tyndall AFB, FL

NOTE THAT ALL QUESTIONS MUST BE SUBMITTED BY 4 PM CST ON 20 APR. QUESTIONS SUBMITTED AFTER THIS DATE/TIME WILL NOT BE ANSWERED.

Question 1: My confusion is on Attachment 6 L-2 Consent Release. We are not a Joint Venture Partner or Teaming Partner, but later in the Sample you state subcontractor with prime contractor. My question is, we have been a subcontractor to several different primes on other jobs, so would I complete a letter for each one that we have been a sub on, or not complete L-2 Consent Release at all? If the answer to the above is no, then I would follow on with Attachment 5 L-1 Past Performance we would complete Attachment 5 L-1 and send to the Point of Contact on the Performances that we want rated by the companies that we have worked with on other projects, correct?

Answer 1: Attachment 6, L-2, is what you would use if you were teaming with another contractor or utilizing a joint venture. This consent allows 325 CONS to obtain information about the joint venture/teaming partner. If you are not teaming or using a joint venture then you would not use the form.

Attachment 5, L-1, is the past performance questionnaire that you all will send to people who know your performance. This could be Government or commercial entities. The offeror fills out L-1. You will then send L-3 (up to 5) to Government or commercial entities.

Question 2: So I am completing L-1, where and when do I send this out? L-3 is what I send to the sources that I intend to use and will return to you, correct with question on L-1?

Answer 2:

You need to send 325 CONS L-1 and then the PPQ will be filled out by those entities who are providing your performance assessment to the AF.

As to who and when is up to the offeror. Those who fill out the PPQ send it directly to 325 CONS.

Question 3: L-1 - I complete D-J, correct and then send all of it to you?

Answer 3: Offerors will fill out the entire sheet (L-1) and will include that in the Volume III Past Performance. L-2 will be sent for consent with a joint venture and/or teaming partner and then L-3 is sent to Government or commercial entities that will provide the past performance history and they send the questionnaires directly to 325 CONS.

Question 4: Under Section E - completion Date Original Date - date of contract or start date?

Current Schedule - Percentage complete of what?

Estimate at completion - $$ amount?

How Many times changed: - change orders from original or what?

Answer 4:

Original Date - date contract was awarded Current Schedule - percentage based on progress reports if any Estimate at completion - dollar value that was paid at the end of the project How Many times changed - how many mods were done and any dollar values associated with the mods

Question 5:

a. On Page 9 of 63 - Service Acceptor DODAAC - is this the contract/solicitation number or do I complete this section?

b. Under Section C - Contract Specifics - Clarification on #3 - Contract Type - is the type that it is (fixed, Lump Sum)?

c. Under Section F - Points of Contact - Who is the Program Manager Name - Is this the inspector? Who, Contracting Officer Name, Administrative Contracting Officer, what if you are a sub on the job, should you still have the information from the prime and what if the information is not available to you as a sub?

Answer 5:

a. This will be filled in at award.

b. There is not a Section C in the solicitation. Section B, as well as Section L state that the contract is firm fixed price IDIQ.

c. The Program manager will be the engineer who generates the requirement. The contracting officer is the person who awards and/or administers the contract. If you wish to include the project in the PPQ then please forward that to the company that you worked for and allow them to assess the performance; however, this is a business decision made by the company.

Question 6: ON the L-1 Pat Performance, do I go ahead and submit to you now, or put in my package with the bid proposal?

Answer 6: Volume III on page 51 of the solicitation requires no more than 5 past performance information sheets so it would be included in Vol III.

Question 7: What is the percentage of the bid bond?

Answer 7: 20% as stated on page 1, block 10 of the solicitation.

Question 8: Mobilization is shown only once on Attachment 8 Bid Sheet, but it shows Mobilization twice on Attachment 9 Bid Item Descriptions. How would you like us to submit?

Answer 8: There will be projects that require different dollar values of mobilization. The bid items description is merely just a description of the types of mobilization that will be required. Offerors should input only one mobilization cost into the bid sheet.
