About this file
This is a Questions and Answers document for a Technician Coveralls contract. The document clarifies key requirements and expectations for a new uniform supply initiative at MacDill Air Force Base, with no incumbent contractor.
The Government requires 7 coverall sets per technician for approximately 25 personnel in the Vehicle Management (2T3) shop. Uniforms must include name tapes on each side of the chest, with one side displaying the technician's name and the other displaying the 2T3 logo and shop name. Coveralls will be exposed to engine oil, transmission fluid, hydro fluid, mogas, and diesel, requiring specialized laundering capabilities. Acceptable delivery timeframe is 4–6 weeks without embroidery or special customization. Shop towel color is not critical; durability is the primary consideration. The contractor must track garments during pickup and delivery, while the Government (VM personnel) assumes responsibility for replacing lost or damaged garments beyond normal wear and tear at contract end. The contractor is responsible only for replacing garments lost or damaged during transport to and from MacDill. Workforce size is expected to remain constant, though personnel changes due to temporary duty (TDY) or permanent change of station (PCS) movements cannot be projected. Award will be made strictly on a Lowest Price Technically Acceptable (LPTA) basis.

Questions/Answers – Technician Coveralls
-Do the shop towels need to be specifically red, or would an alternative color (such as green) be acceptable?
Answer: Shop towels color is not important those were the color to quote vendors had. The material being durable is the bigger factor vs color.
-The SOW outlines initial delivery timelines. Would a 4–6 week delivery timeframe for uniforms be acceptable, assuming no embroidery or special customization is required?
Answer: 4-6 weeks is an acceptable timeframe for delivery.
-The requirement notes 7 sets per technician. Can you confirm if this is sufficient for a standard 5-day workweek, or if uniforms may be worn more than once before laundering?
Answer: 7 sets per technician is the standard number for Vehicle Management coveralls to give us some room for the unexpected.
-Can the Government provide the incumbent contractor and current or most recent contract value? There is no incumbent, this is a new requirement.
-Is the workforce size and uniform quantity expected to remain consistent throughout the contract? The workforce size should remain constant. The expectation is there will be approximately 25 personnel but it will be dependent on persons leaving and coming in to the agency.
-Can an estimated annual personnel turnover rate be provided? Negative, there is no way to project TDY’s & PCS’s.
-Are contractors responsible for replacing all lost/damaged garments regardless of cause?
Negative, contractors will be responsible to replace any lost/damaged garments during transport to/from MacDill. VM personnel will replace lost/damaged(beyond normal wear & tear) garments at the time of turn/contract end.
-Are uniforms exposed to hazardous materials requiring specialized laundering? Uniforms will be exposed to engine oil, transmission fluid, hydro fluid, and mogas/diesel.
-Is there a required garment tracking method? Contractor is responsible to ensure garments are tracked when picking up/delivering.
-Is there any emblem or personalization required on the uniform? 1 name tape on each side of chest. 1 side will be name, and the other side will be 2T3 logo and shop name.
-Will the award be made strictly on a Lowest Price Technically Acceptable basis? Yes
