Questions and Answers (2 of 2)
No. RFP Reference Page Question Answer 1 Performance Work
Statement, Information System Security Manager (ISSM) – PWS 2.4.13 and
2.9.13.1 in consistent with 4.2.2
65 &
a. PWS 2.4.13 Contractor shall manage the overall CECS Program. Contractor shall have an Information System Security Manager (ISSM). ISSM shall comply with DAFGM 2022-32-01, Civil Engineer Control Systems Cybersecurity, AFMAN 17-1303, AFI 17-101, 2.2.1 IAM with DOD 8570.01M. Risk Management Framework for Air Force Information Technology, and Air Force Civil Engineer and Communications Squadron policy regarding how to secure control systems through specific cybersecurity protocols. The contractor shall develop and manage processes and procedures for cybersecurity management of CECS owned, operated, and maintained by CE and meet requirements to work on MacDill systems.
b. 2.9.13.1 At least one (1) DDC/EMCS operator will function as the MacDill EMC’s ISSM and be IAM Level 2 certified.
c. 4.2.2 The government recommends CENTS be a separate small business contract so that facility operations and ISSM remain independent. Ensuring IT security oversight is critical to meeting AF IT requirements.
1. Here is the question related to above:
a. PWS 2.9.13.1 states, “At least one (1)
DDC/EMCS operator will function as the MacDill EMC’s ISSM and be IAM Level 2 certified.” And PWS 4.2.2 states, “The government recommends
1. Yes, The ISSM position is part of the (CENTS)6 CES IT contract via language added in PWS 4.2.2. The ISSM portion of the CES IT Contract will be e perform PWS 2.4 and 2.9 ensuring continued EMCS/DDC operations.
2. PenBay Solutions, 8615 Westwood Center Dr, Vienna, VA 22182
CENTS be a separate small business contract so that facility operations and ISSM remain independent. Ensuring IT security oversight is critical to meeting AF IT requirements.” These two appear to contradict themselves. It seems the government is wanting to keep the ISSM function separate from operations, which is appropriate, so would it not be that a member of the IT (CENTS) staff assume the ISSM role and be IAM Level 2 certified?
2. It is our understanding that the same company has been providing IT support to 6 CES, now identified as CENTS (PWS 4.2) since 2009. Can the government identify the name of the incumbent company performing this IT work in support of 6 CES since 2009?
2 Performance Work Statement, para 4.2.11
139 a. In the situation where the Government agrees that a repair is not a viable option all HAVM Hosting Environment replacement hardware must be available from an Original Equipment Manufacturer (OEM) with a current and valid USAF Contract and AF approved equipment.
The above must be verified by the Government POC prior to purchase and installation and is covered by the firm-fixed-price quotation
1. Here is the question related to above:
a. When talking about replacement hardware, does this equate to the replacing of small hardware fixes such as hard drives, ram, PSU, fan, etc..?
1a. Yes 1b. Yes
2. IAW 4.2.2 It is the governments recommendation to maintain independence, but it is not a requirement.
b. The replacement of an entire piece of the Environment like a SAN, Switch, or Host Server would be considered an upgrade and paid for by the government?
2. PenBay Technology Group LLC (a SDVOSB) is the company that is currently performing tasks related to the CENTS and ISSM. They have been the 6 CES IT contractor since 2009. In PWS 4.2.2 it states, “The government recommends CENTS be a separate small business contract so that facility operations and ISSM remain independent.” Can the government clarify their recommendation. Is the government recommending the bidder enter into a subcontract teaming arrangement with a company not affiliated with the bidder to ensure independence?
3 Performance Work Statement, Para 4.2.1
134 “The CENTS portion of the contract begins 1 October 2024.” However, the solicitation and Attachment 33 Price Breakdown Worksheet both show the IT Support CLIN (0009) during the Base Period is 10 months. Based on the information provided by the government, the Base Period is projected to start on 1 March 2024.
If so, IT Support will not occur under this contract within the first 7 months of the Base Period. Shouldn’t the Base Period for CLIN 0009 for IT Support be shown as 5 months in both the solicitation document and Attachment 33 to cover the period from 1 October 2024 to 28 February 2025?"
Base CLIN 0009 for IT Support will be updated accordingly to reflect a 5 month PoP.
4 L.4.3. Will the experience and past performance of parent or subsidiary companies be evaluated if the proposal shows that a sister company lending its experience and past
Past performance will be evaluated of any entity in the proposal, regardless of relationship, performance has made a firm commitment to have a meaningful involvement in contract performance?
meeting the requirements of Attachment 35 para.
2.1.3. subparagraph Procedures in Evaluating Past Performance, which states, "The past performance evaluation will consider past performance information which includes prime efforts performed by proposed major or critical subcontractors, teaming partners, and/or joint venture partners and Mentor-Protégé partners when such information is relevant to this acquisition."
5 Attachment 34, Section 4.5 Will the government please provide a template for subcontractor letters of consent?
Each contractor should provide its own independent subcontractor letters of consent.
6 Attachment 34, Section 4.6 Will the government please provide a template for client authorization letters?
Each contractor should provide its own independent client authorization letters.
7 Attachment 36 Attachment 36 requires offerors to demonstrate experience providing support services for military installation(s) and squadrons. Will the Government consider broadening the criteria to include PP from other relevant agencies (e.g. NASA) that are similar in size/ scope/ complexity to the MacDill AFB CE BOS PWS?
This will benefit the Government by increasing competition and ensure enough competitive offers are received.
Other government agency experience will be considered but it must meet the criteria. NOTE:
The meaning of "installation" and "squadron" as used herein includes any equivalent military or governmental organization.
8 Attachment 36 Will the Government confirm that Relevancy will be rated for all PP references (as an aggregate) based on the criteria identified in Attachment 36. For example, an offeror who submits three (3) PP references, under 1.
Engineering Maintenance Operations Experience-- Reference #1 demonstrates relevancy for criteria A and B, Reference #2 demonstrates relevancy criteria for C and D, and Reference #3 demonstrates relevancy criteria D and E
– this offeror would demonstrate performance in a total 5 separate relevancy criteria, leading to a relevancy rating of "Very Relevant" under the Engineering Maintenance Operations Experience category. Will the Government confirm this is how relevancy will be determined?
See Attachment 35, Para. 2.1.3. sub-paragraph Relevancy Assessment which states, "For this evaluation, a relevant contract is further defined as a Base Maintenance Contract (BMC) or similar Civil Engineering (CE) service performed by the offeror or major subcontractor, subsidiary, teaming partners, and/or mentor-protégé arrangement....In determining relevancy, consideration is given to the effort, or portion of the effort, proposed by the offeror and/or proposed major or critical subcontractors, teaming partners, and/or joint venture partners."
9 Attachment 36 Will the government please provide the PWS section numbers that correspond to the criteria in Attachment 36 for Engineering Maintenance Operations, Engineering, *Engineering Maintenance Operations - Section 2.0 *Engineering – Section 3.0
Environmental Experience/Real Property, and Emergency Management Experience so offerors can accurately explain how past performance projects are relevant in terms of size, scope, and complexity to the services described in the PWS?
*Environmental Experience – Section 4.1 *Real Property Management – Section 4.3 *Emergency Management Experience – Section 5.0
10 Attachment 34, Section L.1.10.1
Section L requires Offerors to "provide a completed Manpower Matrix. Is the Government going to provide a preferred Manpower matrix for providers to use?
The contract is Performance based so the Government will not be providing a preferred manpower matrix. The government did provide historic manpower data in the PWS.
11 Attachment 34, Section L.3.3.3.1.b
Section L requires Offerors to "provide a completed Manpower Matrix for the base period that adequately supports projected workload/PWS requirements." Will the Government clarify the distinction between the Manpower Matrix and the WBS?
Manpower Matrix refers to the personnel vs.
WBS (see Attachment 35, paragraph 2.1.2.3.
subfactor 3 chart element 3.3.3.1. (f) which refers to the scope management, “... for each functional area ...that is sufficient to meet projected workload/PWS requirements in terms of quantity of personnel assigned, and time allotted to each functional area..
12 Section L.1.10.1 Section L.10.1 excludes the Manpower Matrix from the page count. Will the Government consider excluding the WBS from the page limitations also?
The Government will exclude the WBS from the page limitation.
13 L.1.10.2 Will the Government confirm that 11x17s count as 1 page?
Attachment 34 paragraph 1.10.1. defines items allowed to be foldout pages 11x17, and states, "Foldout pages shall fold entirely within the volume, and count as a single page.
14 Attachment 36 Attachment 36, under the Environmental Experience/Real Property Criteria, asks offerors to demonstrate "experience completing Real Property records for a military installation with over 1500 facilities." Will the Government confirm they meant 150 facilities rather than 1500?
See Appendix Q Definitions, page 3 Civil Engineering Specific Definitions, the definition for “Facility.” The Real Property data base defines each entry as a facility (ie. sidewalk, roadway, etc.). A Building is a subset of a facility in the Real Property database. 1,500 is not an error.
15 Attachment 34, L.10.4 Table 2 under L.10.4 refers to Volume IV - Other Proposal Documents. L.10 refers to Volume IV "Other Contracting Considerations" Will the Government confirm what title offerors should when referencing Volume IV?
This pertains to section 1.10.4, Table 2: The offerors should follow the guidance of the table and name Volume IV precisely as stated: “Other Contracting Considerations” Table 1 has been updated in the addendum to match Table 2.
16 Attachment 33 The Unit Price formula (column I) on the Government provided pricing sheets include escalation percentages.
Can the contractor, using its own industry experience, predict year over year escalation?
The price sheet has been updated via amendment 2; contractors are to use their own escalation rates as they see necessary.
17 Attachment 33 Are contractors responsible for inputting values into Attachment 33 columns labeled "PE", "RCCC", "EEIC", "OSC", and "UFR"? If so, may the government define these requirements?
No, columns have already been removed via Amendment 2.
18 Attachment 34, L.3.3.1.1.b L.3.3.1.1.b requires offerors to "provide a continuous training plan to identify and schedule all required training to ensure all required training, licensing and certification requirements are complete by the contract performance start date." Will the Government clarify what they mean by "continuous training plan"? Are Offerors required to provide a plan to ensure personnel are trained, licensed throughout the life of the contract, or by the contract performance start date.
Plan is required by contract start date. Per Attachment 34, 3.3.1.1.b
19 Attachment 32 IAMAW The CBA provided in Attachment 32 with the RFP expires on March 31, 2023. Is it the Government's intent to provide an updated CBA for pricing purposes?
The CBA extension has been attached via Amendment 2.
20 Attachment 34, Section L.3.3.3.1.f
Section L.3.3.3.1 requires Offerors to Provide a complete Work Breakdown Structure (WBS) for each functional area for the base period of performance that is sufficient to meet projected workload/PWS requirements in terms of quantity of personnel assigned, and time allotted to each functional area." Will the Government clarify define "Functional Area"?
For the purposes of the proposal, "functional areas" as used here refers PWS major sections 2.0, 3.0. 4.0, 5.0. and applicable parts of sections
6.0 and 7.0". Attachment 34 and 35 have been updated to reflect the above.
21 Attachment 36 Attachment 36 contains many specific quantitative metrics in several relevancy criteria (e.g., maintaining a 10,000 ft runway, programming support for at least 150 buildings).
Will the government consider expanding the acceptable ranges for these metrics or elaborate on how they will evaluate a metric that is just short of the threshold (e.g., how would a 9500ft runway used by military aircraft be evaluated?)? This will benefit the government by increasing competition and ensure enough competitive offers are received.
No changes will be made. The quantitative metrics establish the threshold. A 9,500ft runway is short of 10,000ft and is only somewhat relevant.
22 Appendix G, GFP Inventory and Appendix J, Government Furnished Radios
Appendix G contains 75 radios. Appendix J contains 21 radios. Are these lists mutually exclusive (i.e., is the Government providing a total of approx. 96 radios?)?
The correct number of radios is 33. Appendixes G and J have been updated to reflect the correct amount.
23 Attachment 34, Addendum to FAR 52.212-1, Para 3.3.3.1(b)
11 Would the Government please provide a template for the Manpower Matrix, to include specifically what information is to be included? This will ensure that all offerors provide the same level of detail, specifications, and requirements.
The Manpower Matrix should include:
Title of position, number of personnel in the position, KP status, Lisc, CBA/SBA status, delineate if the position is under the prime or subcontractor, provide an organization chart, and have totals of FTE’s.
24 Attachment 34, Addendum to FAR 52.212-1, para 1.10.2
3 Would the Government please confirm that text no smaller than 8-font size (pitch), Times New Roman font style is also acceptable for the document header and footer text?

This has been added to the PWS 4.1.17.
38 PWS, para 5.9 193-194 PWS 5.9 states in part: “Note that some positions are considered key positions and are critical to proper functioning of MacDill AFB operations. The personnel filling them are termed Key Personnel and are designated by ‘KP.’” The table in PWS 5.9 does not identify any Labor Classifications as KP. Please clarify whether any of these classifications are KPs.
Section 5.8 of the EM indicates the EM KP positions.
39 PWS, para 7.28 217 This PWS paragraph references the Program Manager; is this the same labor category as the Contract Manager referenced in PWS 7.1.1?
The reference in 7.28 to the program manager has been removed and replaced with Contract Manager.
40 PWS, para 2.4.21 28 In PWS 2.4.21, Contract by Requestor (CBR) there are numerous tasks that the CE contractor must perform. To ensure that bidders are able to properly evaluate the work requirements, would the Government please provide the process and timing of notifications for these types of requirements?
Updated PWS 2.4.21 to include additional timeline information.
41 PWS, para 2.7.2.6, 2.7.11.23

44 PWS, para 2.4.4.1 5 The PWS states in part, “Perform complete RP/RPIE data inventory review annually and provide inventory review to COR.” Please define “complete RP/RPIE data inventory review” as this could be interpreted to mean a 100% asset inventory annually.
RP – Real Property RPIE – Real Property Installed Equipment.
New RP/RPIE are required to be added to Builder/NextGen and PM/PMTL’s as well as PM schedules. s. A review of 1354’s, new facilities data is completed on the databases annually to ensure RPIE is added to NexGen and Builder databases. Reference Para 2.4.4.1
45 PWS, para 2.4.4 5 The PWS states, “PM program of all RP, RPIE and government identified non-RP/RPIE assets.”
Question 1: Will all PMTLs be activated?
Question 2: What will be the preventive maintenance protocols for temporary chillers?
Question 3: Will this be covered in the Air Force PMTLs?
Q1. Contractor shall active/ensure all PMTLs are activated within 30-days of contract start date – this was added to Para 2.4.4.3.
Q2. They should be maintained just as RPIE.
This was added/addressed to Para 2.7.7.4.
Q3. Yes, they should be covered by the same PMTL as the RPIE chillers. This was addressed/added to Para 2.7.7.4.
46 PWS, para 2.7.2.3 41 The PWS states, “Performs maintenance on cathodic protection (CP) systems for fuels.” We believe that the Defense Logistics Agency has a contract and a centralized program for testing and repairs associated with cathodic protection. Is it the Government’s intent that the contractor provide this service in addition to those services performed by DLA?
The Air Force systems, (RPIE), are part of the PWS. The DLA portions of the system are not included in the AF RP records. Updated Para
2.7.2.3 to include ...except for those systems for which cathodic protection maintenance is provided under other government contracts."
47 PWS, para 2.9 59 Will the Government provide labor category descriptions and qualifications for the Subcontracting Services Inspector and the Subcontracting Specialist?
Contractor needs to provide qualified individuals that can perform these services.
48 PWS, para 3.8.9, 4.1.15.4, 4.3.18
80, 139, Please provide historical workload for providing escort services.
The government does not maintain subcontractor escorting records to know the historical escort services workload, as that is determined by the contractor according to their capabilities. Escort requirements are for work required by third parties accomplishing PWS requirements.
49 PWS, para 2.7.11.16.4 52 The start to completion time for security clearances for someone who has not had one is 12-24 months. With the significant increase in required Secret security clearances
Yes, the government will authorize interim clearances to ensure contract required work is for the new contract, and in order to ensure (1) retention of site knowledge by experienced incumbent personnel and (2) no lapse in full coverage of required services, will the Government allow Interim Secret Clearances for personnel who are not currently cleared?
completed. Secret clearances are currently taking approximately 4 months.
50 PWS, para 3.1.4, 3.12.2, 3.16.6, 3.17.1.6.3
72, 84, 91, 96
PWS 3.1.4 is 25%, 3.12.2 is 25%, but 3.16.6 and
3.17.1.6.3 are 20%. Should these all be aligned at 20%?
No, 31.4 and 3.12.2 deal with space allocation.
3.16.6 and 3.17.1.6.3 are related to floor plans.
51 PWS, para 3.16.2 90 The PWS states, “A list of base map features and floor plans are to be updated in the GIS 30 days prior to the assets placed in service date.”
The only way this can be accomplished is by using 100% design plans – which may change – since the MACC Contractors As-Builts are not due until the time of beneficial occupancy. Once acceptable As-Builts are submitted, the information will have to be reviewed and then changes from design updated. Will the Government please clarify what is meant by “service date”?
“Placed in service” is defined as accepted by the government.
Added in PWS 3.16.2.
52 PWS, para 3.16.7.2 91 The PWS states, “As-Built information should be updated within 30 days of project repair or completion.” Would the Government please specify the criteria used to determine if an As-Built is acceptable to begin updating a project?
It is considered acceptable once a government COR has accepted the document from the construction contractor. As-Built acceptance definition added to PWS 3.16.7.1
53 PWS, para 3.16.7.2 91 Please confirm whether “in-plan” should be “in-plant”, and “with 30 days” should be “within 30 days”
In plan is accurate and the PWS was edited to state “within 30 days”
54 SF 1449, contract clauses 230 We recommend the RFP include the FAR clause 52.222- 43 Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts) be added to support prevailing wage determinations and contracts subject to collective bargaining agreements.
As part of Amendment 3, 52.222-43 has been incorporated by reference via 52.212-5.
55 SF 1449, Clauses 52.212-5, 52.222-43
231, The FAR clause referenced, 52.222-43, is not checked/identified as being applicable to this solicitation.
Will the Government clarify if this FAR clause is applicable for the FFP CLINs in this solicitation?
As part of Amendment 3, 52.222-43 has been incorporated by reference via 52.212-5
56 PWS, para 3.1.2.2, 3.1.4 71-72 The PWS states BUILDER surveys and S File assessments need to be complete 25% per year; Air Force policy is 20%. Is it the Government’s intent to establish a
Yes, the PWS builder survey requirement exceeds the AF requirement by 5% annually.
different performance requirement for this effort from the requirements currently being mandated?”
57 PWS, para 3.4.2 76 How is the $70M in MILCON technical reviews calculated? If the base has a $75M MILCON to review would that be considered out of scope?
The following has been added to PWS 3.4.2: the calculation is determined by the completion % of each MILCON project completed in the Contract performance year.
58 PWS, para 3.4.2 74 Is the design credit continually updated if a project estimate continues to go up due to customer scope changes, change in economy, etc.?
The following was added in PWS 3.3.2 Design credit is based on the project Programed Amount.
The Programed Amount can be adjusted due to scope and economic changes with government COR approval as the design is completed.
59 PWS, para 3.4.1 74 How is the initial PA determined when assigning projects and delivery times? Once a project has been assigned and if the PA goes up to the next delivery timeframe is the contractor then graded on the new timeframe?
The following was added to PWS 3.4.1. If the IGE/PA changes in design of the project the delivery time can be adjusted with government approval to align with Table 3.4.1
60 PWS, para 3.4.1 74 Is the contractor awarded extra days if the Government or other stakeholders increase scopes, wait to give direction, or are required to provide answers to questions, etc.? How are delays outside of the control of the contractor factored into the delivery timeframe?
Delays determined by the government to be outside the contractor's control will be factored into the delivery timeline with Government COR approval.
Increases in PA/scope are factored as indicated in table 3.4.1
61 PWS, para 3.2 103 A number of positions require AFIT trainings and this section states “The Contractor shall fund all course, travel (if necessary), and other expenses required.” Will these expenses be cost-reimbursable for any specific incidents of training not specifically identified within the PWS?
Correct reference is 3.20.
Should the government implement new training requirements after award due to statutory/regulatory requirement changes which the contractor could not have known about prior to their proposal such training can be reimbursable via training/travel clin if funds are available.
62 PWS, para 3.93 81 AFI 10-245 does not look to be active. Would the Government please confirm the VAPO qualifications?

63 PWS, para 3.19.6 100 Will the Government reduce the requirement for all staff design engineers and architects to be licensed and make it a requirement for at least one of each discipline to be licensed? This would help save the Government money.
Yes, the government will change the requirement to the following:
Eng Serv manager – Lisc.
Eng TL manger – Lisc.
Civil Eng. - 1 Lisc.
Mech Eng.- 1 Lisc.
Elec Eng.-1 Lisc Struct Eng. - Lisc Arch – 1 Lisc

64 PWS, para 3.19 99 Is there a grace period allowed for incumbent personnel to complete any additional training or certifications required for their position?
Reference 3.20. “Training shall be completed within 180 days of being assigned to position”
65 Attachment 34, Addendum to FAR 52.212-1, para 2.4
7 Attachment 34, Section 2.4 Price Proposal Workbook states, “The Offeror shall propose and insert a fully burdened, whole dollar unit price for each FFP CLIN of the base period, each option period, and award-term option period in the Price Proposal Workbook...”
Section 2.5 (c) states, “The wage and benefit rates specified in the SCLS WD are not escalated beyond the basic period of performance (FAR 52.222-43).”
Section 2.6(c) states, “The wage and benefit rates specified in the CBA are not escalated beyond the basic period of performance (FAR 52.222-43(a) and (b)).”
However, the pricing template automatically populates all option years once a value is entered into the base year.
Therefore, the pricing workbook conflicts with direction in Attachment 34. Please consider adjusting the pricing workbook to remove both the 3% escalation on all labor and the auto-populate of the option years so offerors can be compliant with Attachment 34.
The formulas have been removed from the pricing spreadsheet. The contractor determines their own pricing within the requirements of Addenda to 52.212-1 and 52.212-4.

70 PWS, para 2.7.11.22 55 PWS 2.7.11.22 states in part, “Minor services are funded under the minor services CLIN with prior COR approval, regardless of costs.” We reviewed Section B CLINs and did not identify a “minor services” CLIN. Should the reference be the Non-Recurring Services CLIN, CLIN X005?

71 PWS and Solicitation - Section B, para 4.2
133 Should PWS 4.2 be priced to CLIN X009 IT Support?
The PWS states the service for PWS 4.2 starts 1 October 2024. The QTY for CLIN 0009 is 10 months. If CLIN 0009 is for PWS 4.2, should the QTY be adjusted accordingly?
The Price sheet has been updated accordingly to account for this oversight.

Appendix Q has been updated to include definitions for recommission/retro-commission.
74 PWS, para 4.2.3 135 Would the Government please clarify whether the CENTS Transition-In Plan is due with the offeror’s proposal? If yes, please provide instructions on which volume/factor this information should be included in and any applicable page limits or other parameters.

75 PWS, para 5.7.6.2 169 The PWS states, “The contractor shall provide their own
PPE.”
Personal Protective Equipment definition was added to Appendix Q.
Would the Government please specify what PPE this refers to?
76 I understand this is an important job for everyone, but this is advertised as small business yet your past performance requirements are extremely restrictive due to the dollar and size thresholds in multiple areas.
Clearly this is the upper most range of what would be deemed small business for this NAIC of 41 Million dollars.
There are a number of ways that small business could be included. 1. break out categories of work in separate NAIC Codes for Maintenance, Housekeeping, Bundling these separate requirements into one very large solicitation defeats the opportunity for small businesses to participate.
Results from Market research, a sources sought notice, a request for industry to review the draft RFP, and historical success of past solicitations and their resultant contracts at MacDill AFB and throughout the Air Force showed that a sufficient number of small businesses are capable of meeting the needs of the government using the chosen strategy.
