PERFORMANCE WORK STATEMENT

FOR

PROTESTANT RELIGIOUS EDUCATION

COORDINATOR

MACDILL AIR FORCE BASE, FLORIDA

2 December 2019

DESCRIPTION OF SERVICES. Serves as resource person, advisor, and coordinator of religious education for the MacDill Air Force Base Protestant Parish. The coordinator consults and coordinates with the Wing Chaplain’s designated representative over Protestant Programs.

1.0. CONTRACTOR KNOWLEDGE. Must be a positive, self-directed, and motivated individual with the breadth and depth of knowledge necessary to accomplish the day-to-day coordination of the Protestant Religious Education Programs.

1.0.1. A minimum of 3 years’ experience in religious education instruction or as a teacher and/or a Bachelor’s Degree in education is desired.

1.0.2. Have an ability to work unsupervised in a fluid and pluralistic environment with staff, parents, and children. Possess an ability to maintain healthy, functional interpersonal relationships with co-workers and customers. Maintain standards of conduct and public decorum including but not limited to dress and grooming, which reflect the professional status of the chapel.

1.1. GENERAL RESPONSIBILITIES. The Protestant Religious Education Coordinator shall:

1.1.1. Coordinate a program of religious education in accordance with the guidelines set forth by the Air Force Chaplain Corps.

1.1.2. Organize classes; recruit volunteer teachers, substitutes, and other necessary staff;

train teachers and substitutes; and provide workshops as required by the Wing Chaplain’s designated representative over Protestant Programs.

1.1.3. Provide orientation for new volunteer members in facilities, funding, religious education policies and available resources.

1.1.4. Coordinate the children’s church program, recruit volunteers, purchase necessary materials and supplies and train volunteer staff as needed.

1.1.5. If awarded the contract, the contractor must submit an application for a background check according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks.

1.1.6. Ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5.

1.2. REQUIRED TASKS. The contractor shall:

1.2.1. Oversee program development, daily coordination, implementation, recruitment and training of the Protestant Religious Education program. This includes the needs of the children from pre-school through grade 12, as well as adults.

1.2.2. Post/maintain Protestant Religious Education program information boards with current news and events.

1.2.3. Maintain Protestant Religious Education program statistical data. Provides religious education data for the required Air Force Chaplain Corps Activity Reporting System (AFCCARS) database to the Wing Chaplain’s designated representative over Protestant

Programs

1.2.4. Provide calendar of all scheduled classes and programs, special events, etc., to the Wing Chaplain’s designated representative over Protestant Programs and chapel staff as needed. Decorate bulletin board for seasonal themes and announcing upcoming activities.

1.2.5. Assist the Wing Chaplain’s designated representative over Protestant Programs and cost center manager in tracking the MacDill annual Protestant Religious Education Budget.

The coordinator will submit all funds requests in accordance with MacDill AFB Chapel Funds policy.

1.2.6. The Protestant Religious Education Coordinator will not obligate or expend money without proper approval from the Cost Center Manager for Appropriated Funds (AP) or account manager for Chapel Tithes & Offering Funds (CTOF).

1.2.7. Coordinate with the Wing Chaplain’s designated representative over Protestant Programs and develop a proposed 18-month calendar of programs, events and schedule classes to be presented to the Parish Council.

1.2.8. Conduct on-going registration and maintain a roster of volunteers, students, teachers, and substitutes for the Protestant Religious Education Programs.

1.2.9. Prepare and support the Wing Chaplain approved religious education curriculum, logistics and material needs of the volunteer teaching and program staff in a timely manner.

1.2.10. Be responsible for proper scheduling and securing of facilities, arranging transportation needs of programs and submitting fund requests in accordance with MacDill Chapel Operating Instructions.

1.2.11. Annually provide an area wide parent handbook of policies, procedures and class calendars, as well as guidelines and norms. The Parent Handbook is to be distributed at registration. The Coordinator will provide an area wide Teacher Handbook to include job descriptions, annual calendars, policies and procedures. The Teacher Handbook is to be provided to all teachers two weeks prior to the beginning of classes. The Wing Chaplain’s designated representative over Protestant Programs must approve both handbooks prior to their distribution.

1.2.12. Maintain a continuity file for the entire Protestant Religious Education Program to include all after-action reports.

1.2.13. Maintain records of enrollment and attendance in all classes and submit monthly attendance reports to the Wing Chaplain’s designated representative over Protestant Programs no later than the last day of each month.

1.2.14. Maintain the Protestant Religious Education Coordinator office area, classrooms, and storeroom in a clean, orderly, and safe manner free of clutter, debris, and food that can attract vermin.

1.2.15. Submit religious education reproduction needs (publicity, bulletins, and newsletters) by suspense dates.

1.2.16. Open and secure the chapel building and other facilities used for religious education activities as necessary.

1.2.17. Monitor all religious education program funds to ensure compliance with applicable directives.

1.2.18. Coordinate with the Protestant Parish Coordinator on the Protestant calendar of events and programs in accordance with the guidelines set forth by the Wing Chaplain’s designated representative over Protestant Programs.

1.2.19. Develop and maintain a religious education program volunteer list.

1.2.20. Plan and organize annual event to honor and recognize the Chapel volunteers during the year.

1.2.21. Accomplish funds requests for all associated programs and activities in accordance with Chapel Operating Instructions.

1.2.22. Publish religious education updates in the worship bulletin for Protestant worship services. Submit all drafts to the Wing Chaplain’s designated representative over Protestant Programs. Prior to implementation, any and all advertising for religious education programs need the Wing Chaplain’s approval.

1.2.23. Attend 1st and 3rd Chapel Staff meetings every month. In addition to any other meetings that the Wing Chaplain or designated representative designates for you to attend.

During the meetings you are to be well versed and prepared to brief and provide a report about all the Protestant Religious Education programs.

1.2.24. Ensure teachers are aware of local safety requirements and procedures.

1.2.25. Be accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.

1.2.26. Attend Protestant Parish Council meetings and provide a report on religious education programs.

1.2.27. Recommend the requirements for texts and materials for religious education curriculum to the Wing Chaplain’s designated representative over Protestant Programs.

Once the recommended texts and materials are compiled they are then to be sent to the Wing Chaplain for approval before implementation.

1.2.28. Provide and post outside your door your schedule of hours of availability for public information.

1.2.29. Contractor shall provide the 20 weekly hours necessary to successfully fulfill the contract in coordination with the Wing Chaplain’s designated representative over Protestant Programs. Some hours will be required on weekends and at night. Hours will vary week by week determined by program requirements.

1.2.30. Provide and/or coordinate support for Protestant Religious Education events at a different location, upon the request of the Wing Chaplain’s designated representative over Protestant Programs.

1.2.31. Prepare monthly schedules for Protestant religious education organizations and programs. Distribute information via electronic mail and weekly bulletins.

1.2.32. Recruit and train capable volunteers to lead and assist in Protestant Religious Education programs.

1.2.33. Shall personally perform the services described above or coordinate performance by a substitute of equal or higher. The contractor shall coordinate replacement with the Wing Chaplain’s contract monitor and with the Wing Chaplain’s designated representative over Protestant Programs at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this (PWS). Contractor is responsible for payment of substitute.

1.4 WORK SCHEDULES. This is a performance-based, non-personal, service acquisition and the contactor is required to perform all items in the PWS during the specified hours.

The hours worked should not exceed twenty (20) hours per week, a maximum of 80 hours per month. These hours must be scheduled and posted with the approval of the Chaplain in charge of the Protestant program or their designee. The contractor is required to give the chapel a two-week notice of any extended period of absence. Extended period of absence is defined as an absence for more than three days. The contractor will provide a substitute to perform services during the absence pending contracting office and Wing Chaplain, Superintendent, Religious Affairs, or their designated representative’s approval. The Contractor must submit this paperwork seven (7) working days prior to the absence.

1.5 FEDRAL HOLIDAYS. The Federal Holidays listed below are observed at MacDill AFB. If Federal Holidays fall on Saturday, the preceding Friday will be observed. If Federal Holidays fall on Sunday, the following Monday will be observed.

3.0. GOVERNMENT-FURNISHED PROPERTY/SERVICES/EQUIPMENT. The

Government will provide reasonable utilities, work space, and common office area equipment and supplies for the contractor to perform the requested duties.

3.1. Security Forces and Fire Protection. The government will provide general on- base Security Forces and Fire Protection service. Security Forces (SF Desk) telephone is 828-3322 for routine calls.

3.2. Telephone. The contractor may use government phones for the performance of duties covered under this contract PWS. No personal long distance telephone calls will be authorized.

3.3. Utilities. All reasonable quantities of electricity will be made available to the contractor without charge.

4.0. GENERAL INFORMATION:

4.1. Security Requirements. Project is unclassified – access to classified information is not required.

4.1.1. Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

4.1.2. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained.

4.1.3. Retrieving Identification Media. The contractor shall return all identification media, including vehicle and base passes prior to contract expiration or termination of service.

4.1.4. Traffic Laws. The contractor shall comply with base traffic regulations.

4.1.5. Weapons, Firearms and Ammunition. Contract employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor- owned vehicle or privately owned vehicle while on base.

4.1.6. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. Unauthorized persons are defined as anyone who was not issued a chapel facility or office access key by the chapel staff. The contractor shall not duplicate any keys issued by the government.

4.1.6.1. The contractor shall immediately report to the Chapel Facility Manager any occurrences of lost or duplicated keys.

4.1.7. Sensitive Information. Shred any sensitive information as needed and properly dispose of rubbish.

4.2 Personnel. The government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employees, who is identified as a potential threat to the health, security, general well-being, or operational mission of the installation and its population. Employees are expected to comply with reasonable dress and grooming standards based on comfort, productivity, health, and type of positions occupied. Business casual attire is required dress for normal duty execution.

4.3 Safety.

4.3.1. Contractor shall comply with all applicable OSHA and AFOSH standards.

4.3.2. Contractor shall not bring any hazardous material onto MacDill AFB or use hazardous materials in any MacDill Facility.
