Number Performance Work Statement Question Answer 1 2.0 Scope:
Customer currently receives subscription services from Dish Network.
USCENTCOM has purchased all of the hardware necessary to receive the requested channels from Dish Network.
4.2 Required Channels:
Customer is currently receiving and requires continued service for the channels listed in Attachment 1.
Is it correct to assume that the channels in Attachment 1 are currently being received where they need to be received, and that the current distribution of channels and channel packages is adequate and no new channels are to be added on to any existing Account?
For example, based on the attachments, head-end system in building 570 and all the TVs connected to its distribution are only capable of receiving 56 satellite channels. This is a mismatch with the required Dish Network channels count (about 87) given in the Attachment 1. Is the current channel line-up and packages to be maintained without any changes for all the locations that are getting Dish programming?
Or is it expected to add more hardware at the head-end to ensure all Dish Network Channels listed in the Attachment 1 have to be made available on all displays in all the Buildings?
If yes, is there sufficient space in the existing Racks to add new hardware for all additional Channels to be incorporated?
No new channels need to be added at this time.
No new head-end distribution equipment needs to be addded.
2 2.0 Scope:
Middle Easter News Channels (Al- Jazeera) along with major U.S. news agencies (CNN, Fox news, CNBC) are mandatory news channels required for USCENTCOM and the Coalition partners.
In continuation to the above questions, it is noted that Al-Jazeera Package is not subscribed under one of the given Accounts. Is it required that this Package be added under that Account, or do we stay with what is currently subscribed for?
All current accounts and packages are acceptable as-is. Please see updated channel list 19 May 2020.
3 4.1 Internal Channels:
The following Channels are internal to USCENTCOM Directories
Since no hardware details are provided for the Internal Channels at the head-end, please confirm that these are provided just for reference and are out of the scope of Services required under this RFP.
CENTCOM Internal Channels (Digital Signage) are not within scope.
4 7.0 System Specification: c. All-inclusive Maintenance:
5. Vendor will provide firm fixed price for New Satellite receiver and labor rate for install.
Since this is a FFP Item Rate, this should not be a part of CLIN 0002. Please confirm if this can be quoted for separately under another CLIN, or as a sub-CLIN 0002a?
Maintenance can be quoted as a separate CLIN or sub-CLIN.
5 1. If we cannot provide all the channels can we still submit a response? We might be able to provide more of the channels but for purposes of making sure we still qualify I have attached a list of channels we can definitely provide right now.
USCENTCOM updated the required channels 19 May 2020.
6 2. If chosen, what steps do we need to take to allow our technicians into the server closets to install? Security clearance required? Vetting?
If technicians have active clearance, they will have easy access to the base and USCENTCOM. Otherwise, they will go through a vetting process for the base and require an escort on USCENTCOM campus.
7 3. Our IPTV solution requires 3Mb-5Mb per set top box, with 750 boxes, do you have enough bandwidth? Currently just need Dish Network services or tv channel services.
