STATEMENT OF WORK

FOR

Replace CENTCOM Turnstile:

Building 571 Lobby & 575B

Prepared By US Central Command Headquarters Commandant Facilities Branc Date Prepared: 26 Apr 2017

SCOPE: Replace existing turnstiles with new turnstiles at the following Entry Control Points (ECP):

1. Turnstile 575B: one (1) set of exterior turnstiles which includes one (1) tandem turnstile and one (1) ADA or 47” arm turnstile (typical of all exterior turnstile sets).

2. Bldg 571 Turnstiles: two (2) sets of tandem, interior turnstiles.

Work includes removal of existing turnstiles; installation, calibration and testing of new turnstiles; post installation and hardware check; and removal of old anchors and patching of holes. Below is the project location (Figure 1) and photos of the existing area (Photo 1):

1. REQUIREMENTS – BLDG 575B, EXTERIOR TURNSTILES:

Demolition: Remove old turnstiles and dispose of in accordance with State of Florida and Hillsborough County law & regulations . Remove old/unused anchors from previous units and patch holes. (Photo 2 shows position of existing bolts.)

1.1. New Turnstiles: Replace existing tandem, full height, bi-direction turnstile with new, tandem, full height, bi-direction, high use capacity turnstile; and replace existing, full height-47” arm turnstile with similar high use capacity turnstile. Both turnstiles shall have electric lock control-fail lock entry/fail safe exit feature. Roto assemblies for each unit shall be a fully welded, single assembly consisting of notched arms welded to a heavy gage vertical tube with no external fasteners. Final finish shall be hot dipped galvanized. Electroplated galvanized is not acceptable. Recommended models and source: Alvarado Manufacturing models MSTT-6XGL-1 and MST47-6XGL-1, Alvarado Manufacturing, 12660 Colony Street, Chino, CA 91710, Phone: (800) 423-4143.

1.2. Installation: Insure new turnstiles are directionally placed so that exit from secure side is a free exit (this setting is normally accomplished at the factory); is installed level and plumb; and base plates are securely fastened to concrete, so there shall be no movement of turnstile frame. Insure maintenance covers are easily removable after installation. Calibrate and test units once installed. Return to site in six months after installation and acceptance, and perform maintenance and hardware check.

1.3. Electrical: Electrical connections required to operate the turnstile shall be the responsibility of the contractor. (Photo 3 and 4 shows the power connection point.)

1.4. Security Devices: CENTCOM shall remove and reinstall security devices, such as card readers. Contractor shall replace card reader plates with new 6”x6” card reader plates (Photo 5) and required attachment hardware, plus reader plate receiver cover, attachment hardware, and indicator lights for inbound lanes (Photo 6.) Install new support hardware in accordance with manufacturer instructions. Mount card reader plates 54” above ground level to top of plate for the tandem turnstiles and 48’ above ground level to top level for the ADA turnstile.

1.5. Perimeter Security: A secure perimeter shall be maintained at all times. No gaps in fence or unsecure gates, if turnstile is removed. If turnstile is removed, the new turnstile shall be installed during the same work period, or a secure, temporary barricade shall be installed.

1.6. Caution Signage: Install caution signage on the entrance side of the turnstiles above each unit similar to the existing signage (Photo 6.)

2. REQUIREMENTS – BLDG 571 LOBBY, INTERIOR TURNSTILES:

Demolition: Remove old turnstiles and dispose of in accordance with State of Florida and Hillsborough County law & regulations . Remove old/unused anchors from previous units and patch holes.

2.1.New Turnstiles: Replace existing tandem, full height, bi-direction turnstile with new, full height bi-directional tandem security, high use capacity turnstile. Turnstiles shall have electric lock control-fail lock entry/fail safe operation both directions. Roto assemblies shall be a fully welded, single assembly consisting of notched arms welded to a heavy gage vertical tube with no external fasteners. Final finish shall be stainless steel. Additional features shall include polycarbonate Yoke; pulse relay; time out relay; rotation feedback detection; horizontal opening inspection cover; card reader mounting plates; key overrides in both directions; self-adjusting speed control with self-centering; and ability to convert turnstile from fail safe to fail lock and vice versa without removing the top channel. When lock arms are disengaged, the turnstile shall rotate only once and shall self-center when the Roto is spun with up to 250lbs of force. Out of Service Lock Bracket: Enables the turnstile to be secured with a padlock. Recommended models and source: Alvarado Manufacturing model CLSTT-6X SS, Alvarado Manufacturing, 12660 Colony Street, Chino, CA 91710, Phone: (800) 423-4143.
2.2.Installation:
2.2.1.Inspection: Installer must examine the installation location and advise the government of any site conditions inconsistent with proper installation of the product. These conditions include but are not limited to the following:

· Turnstile must be installed on a level concrete pad.

· Power supply and control wiring identified and plan for installation approved by the government. Electrical connections required to operate the turnstile shall be the responsibility of the contractor. (Photo 3 and 4 shows the power connection point.)

2.2.2.Security Devices: CENTCOM shall remove and reinstall security devices, such as card readers. Contractor shall replace card reader plates with new 6”x6” card reader plates (Photo 5) and required attachment hardware. Install new support hardware in accordance with manufacturer instructions.
2.2.3.Insure new turnstiles are installed in accordance with manufacturer’s instructions, level and plumb; and base plates are securely fastened to concrete, so there shall be no movement of turnstile frame. Insure maintenance covers are easily removable after installation. The two Yokes (curved sections) shall each be two piece assemblies consisting of 3/16” clear polycarbonate panel completely enclosed by an extruded aluminum frame. The entire bottom of the extruded aluminum frame shall anchor directly to the floor and to the top channel.
2.2.4.The turnstile shall provide electric lock control in both directions. Upon receipt of an authorization signal from an access control system, or a push button device, turnstile will unlock and allow a single user to pass through the turnstile in the direction requested. The turnstile will reset after the user has passed through the turnstile or within 15 seconds if passage does not occur and will be bi-directional in operation.
2.2.5.Turnstile Locking / Unlocking: A solenoid/spring assembly shall move the lock-arms into the "locked" or "unlocked" position. Each lock-arm shall be controlled independently to allow bi-directional control.
2.2.6.Self-Adjusting Speed Control / Self-Centering: The turnstile shall have self-adjusting speed control which automatically increases or decreases resistance depending on the pushing force of the user. The turnstile shall also self-center, automatically returning to the “home” position after rotation. Self-centering shall be controlled. When lock-arms are disengaged, the turnstile shall rotate only once when the Roto is spun with up to 250lbs of force.
2.2.7.Red/Green Card Status Lights: Install flush mounted red/green high intensity LED lights in the top channel cover in the controlled direction(s). Operation of the lights shall be as follows:

· An illuminated red light indicates the turnstile is locked and ready for card presentation.

· An illuminated green light indicates that an interface signal to unlock the turnstile has been provided and that the turnstile is unlocked. Upon rotation, or time out, the light returns to red.

2.2.8.User Definable Turnstile Reset Time If No Passage After Activation: An activation signal unlocks the turnstile for one entry. Once the turnstile is activated (unlocked) the user is allowed an operator definable time to pass through the turnstile. The definable times shall be 15 seconds.
2.2.9.Adjustment: Installer shall adjust turnstiles for proper performance after installation. Calibrate and test units once installed. Return to site in six months after installation and acceptance, and perform maintenance and hardware check.

3. SECURITY REQUIREMENTS: The Contractor shall follow all security procedures by US CENTCOM at all times.

3.1. Employee List: The contractor shall, following award of the project, provide a list of each employee who will require access to the base, including the employees of all subcontractors. The list must include employee name (first, middle, last), DOB, driver’s license/identification card number or other government issued photo identification card, social security number issued in the same name as the photo identification card and dates access is required for each employee.

3.2. Vehicles: All contractors' vehicles must have current registration and proof of insurance; the vehicle operator must have a valid driver's license. Vehicles may not remain parked at or in the vicinity of the Visitor's Reception Facility, or at any MacDill Air Force Base gate for longer than 30 minutes. Vehicles left unattended for more than 30 minutes are subject to being towed at the owner's expense. ALL VEHICLES ENTERING OR ON MACDILL AFB ARE SUBJECT TO INSPECTION BY SECURITY FORCES PERSONNEL.

3.3. AF Form 75, Visitor/Vehicle Pass: The contractor shall be responsible for the return of all AF Form 75’s issued to any employee working on the project to the 6 Contracting Squadron/LGCM after completion of the project.

3.4. Recording Media: The Contractor shall not allow cameras or recording devices to be on the site, nor photographs or recordings to be taken without the written permission of the CENTCOM Facilities Office (FO). The contractor may request photographic support from the FO.

3.5. Cell Phones: The use of cell phones is prohibited within CENTCOM facilities. Cell phone lockers are provided on a first come first serve basis for anyone entering the facility; however, it is recommended to leave cell phones in the contractor’s vehicles.

3.6. Violations: Violations of these security requirements will revoke any or all passes. The Government reserves the right to deny access to any person, with no consequence to the contract.

4. SAFETY & ENVIRONMENTAL REQUIREMENTS:

4.1. Emergency and Non-emergency calls: On base call 911; for Non-emergency calls to MacDill AFB Security Police should use 828-3322.

4.2. Safety Regulations: The Contractor shall comply with all applicable Federal and State safety regulations, and requirements, including but not limited to Occupational Safety and Health Association (OSHA), National Fire Protection Association (NFPA) and Environmental Protection Agency (EPA).

4.3. Barricades: The Contractor shall, when walkways or travel routes are interrupted by the work, provide barricades and markers preventing use of those walkways or travel routes. The Contractor shall, as approved by the FO, establish and clearly mark alternate routes. When used during periods of darkness, the protection provided shall be suitably illuminated. The Contractor shall have an employee on call 24 hours per day, with means of communication, for emergency maintenance of the hazard lighting, markings and barricades.

4.3.1. The access path to and from the Security Gate shall not be block and shall remain clear in case of an emergency need to evacuate the Headquarters.

4.4. Severe Weather: Should tornado, hurricane, severe storm, gale or heavy wind warnings be issued, take every practicable precaution to minimize danger to persons, to the work and to the adjacent property. Any damage caused by a failure to take every practicable precaution, shall be rectified or replaced to the complete satisfaction of, and at no expense to the government. Precautions shall include, but not be limited to, removing all loose materials, tools and equipment from exposed locations.

5. CONTRACTOR RESPONSIBILITIES:

5.1. Supplied Dimensions: Contractor shall field verify all dimensions (Appendix provides existing as-built drawings to be verified).

5.2. Damage: Contractor shall be responsible for damage to any facility, appurtenances and/or other structures that may be located within prosecution of the work, owned by individuals, firms, corporations or by the government.

5.3. Trash, Refuse, Rubbish & Hazardous Waste:

5.3.1. The Contractor shall maintain work areas under the Contractor's control free of waste materials, debris, and rubbish, and keep the site in a clean and orderly condition. All solid waste shall be removed from the base and properly disposed of.

5.3.2. The Contractor shall be responsible for disposal of all Contractor-generated hazardous waste during the course of this contract. Accumulation, storage, treatment or disposal of this hazardous waste must be accomplished in compliance with all applicable Federal, State and Local requirements.

5.4. Worker Skills: The Contractor is responsible for ensuring that all personnel are qualified for the aspects of work under their responsibility. The Contractor is to ensure that all work is performed in a skillful and workmanlike manner.

5.5. Materials and Equipment: The Contractor shall furnish all required tools, materials and equipment for timely completion of this project, unless otherwise noted. (See Section 5, Government Furnished Materials)

5.6. Important Notifications: The Contractor shall notify the Contracting Officer (CO) and FO of critical issues that may affect the contract performance and/or human health and the environment. A two week notification to the 6th CONS and FO before commencing the project.

5.7. Governing Regulations: The Contractor shall identify and comply with all applicable Federal, state, and local statutes. It is the Contractor’s responsibility to identify and comply with the latest editions of all applicable requirements. This includes but is not limited to:

6. GOVERNMENT FURNISHED MATERIAL (GFM):

6.1. Reference Materials: The following reference materials may be provided to the contractor:

6.1.1. Access to installation General Plan utility maps and adjacent as-built facility drawings (contractor is responsible for verification and use of Government as-built data)

6.1.2. MacDill AFB facility design standards/architectural compatibility guidelines

6.2. Other Provided Facilities/Materials: The following may be provided to the contractor:

6.2.1. Restrooms as allowed by FO

6.2.2. Utilities as allowed by FO

6.2.3. Identification badges and vehicle passes as described

6.2.4. Use of construction site and adjacent areas as allowed by FO

6.3. Restrictions: No Government resources shall be made available to the contractor, unless otherwise stated in this Statement of Work.

6.4. Contract Schedule: Performance Period and Delivery Schedule

5.4.2 The period of performance for this Statement of Work shall be 30 calendar days from Delivery Date of the Turnstiles. Turnstile estimated delivery is 45 after NTP; contractor shall update delivery time to the contracting officer.

5.4.3 Kickoff meeting shall be held three (3) days after Award at Building 529, Conference School, 6th Contracting Squadron.

5.4.4 The Contractor’s progress schedule shall be submitted ten (10) days after award.

5.4.5 A Preliminary Inspection shall be held at a time and location to be determined.

5.4.6 The Final Inspection shall be held at a time and location to be determined.

6 WORK SITE ACTIVITIES:

6.1 Work Schedule: Due to the National Defense, Mission-Essential nature of operations, the Contractor shall coordinate all work schedules with the FO. As a result of this coordination and scheduling, a construction schedule for all work shall be drafted and submitted to the 6th CON and FO by the Contractor allowing the Contractor free access to work sites, and the Government the ability to accomplish mission-essential activities around the work.

6.2 Work Commencement: No work on the facility shall begin until all materials are delivered to the site, and all surveys and preliminary work is completed. Exceptions to this must be coordinated and approved by the FO.

6.3 Coordination: Contractor shall coordinate all work closely with the FO.

6.4 Delays: Unavoidable minor delays during construction caused by essential defense activities (alerts, security checks, fire suppression practices, terrorist alerts, etc.) may occur due to mission requirements. These occur at the rate of about four (4) hours per month during the work day.

7 SITE AVAILABILITY AND ACCESS

7.1 Sites: Project area(s) will be available for contract work between 6:00 A.M. (0600) and 5:00 P.M. (1700) on Monday through Friday (excluding Federal holidays).

7.2 Late Night Work: After hours work may be required. All work outside of the normal hours must be approved by the Contracting Officer and FO.

7.3 Emergency Exits: Existing emergency exit(s) cannot be blocked or obstructed at any time during construction. (See Figure 4)

8 ASBESTOS AND LEAD INFORMATION: Neither asbestos nor lead containing materials are known or expected in this work. If the Contractor encounters material suspected of being asbestos or lead, and will interfere with the execution of the work, the Contractor shall stop work on that item/area and notify the Contracting Officer.

9 MINIMUM REQUIREMENTS FOR DRAWING SUBMITTALS:

9.1 PDF: A PDF format shall be submitted in addition to CAD format (AutoCAD). Most image formats will be accepted (e.g., TIFF, JPG).

9.2 Page Size: The minimum page size shall be the page size of the documents (i.e., 11” x 17” page sizes shall be scanned at 11” x 17”, 22” x 34” page sizes should be scanned at 22” x 34”).

9.3 Resolution: The minimum resolution for the deliverables (i.e., PDFs, TIFs, JPGs) shall be 300 dpi.
