Questions & Answeres
1. Q: We request that the Government conduct a thorough review of the Clin Structure/Bid Sheet, Table A-2, and the PWS references that are associated with each Clin. There are several references that do not match up, and that are ambiguous to exactly what the contractor will be bidding on that Clin. i.e. Clin 0027 Compactors, the bid schedule references PWS 1.1.3.2 Construction and Demolition Debris (C&D).; Clin 003AA, 003AB, and 0014 all deal with recycling, what requirements (OCC compactors, recycling roll-carts, recycling roll-off) are to be bid under each Clin? Put in another way, what requirements from Table A-2, and the PWS, go with each Clin respectively?
A: Table A-2 is not the BID schedule. Table A-2 identifies where the dumpsters are located and the current days of trash and recycles collection. CLIN 0027 is the frequency of pay for the compactor services. The compactor will be serviced as needed, charged monthly, and it falls under PWS section 1.5, 1.1.3.2 and 1.2.
2. Q: What subcontractor does the current contractor use for the Universal Waste? PWS 1.6 and 1.7?
A: Envirolight & Disposal Inc. of St. Petersburg FL is currently handling the Universal Waste. The current contractor doesn’t have a sub to handle regulated trash.
3. Q: What type of refuse container is used for the International Waste collection? PWS 1.7?
A: Please refer to the PWS 1.7. USDA 7 CFR330.400 -330.403 and 94.5 Standard for Regulated Waste Container requirements.
4. Q: PWS 1.2.6, during the pre-site visit meeting, we discussed the curbside recycling program. The GFE lists 100 carts for the program, but the Government indicated that there were a lot more containers than this and a lot more coming online soon. We respectfully request a detailed location chart in Table A-2, establishing a baseline, and outlining the exact number of roll-carts that we are responsible for collecting. Are these requirements for collecting curbside recycling to be bid under Clin 0014?
A: We estimate the ammount of recycling totes to be at 500 and this requirement should be bid under CLIN 0003. Reference PWS Sec. 1.1.1.2 and Appendix C for quantity update.
5. Q: PWS 1.2.6, once the baseline is established, how will the additional roll carts be added to the contract? Will they all be GFE?
A: Newly added carts will be GFE. I don't think there will be a need to "add" them to the contract. The 500 curbside recycling bins mentioned in a previous question includes some anticipated growth and it is not expected that we will exceed 500 curbside recycling bins in this contract.
6. Q: In Table A2- Tasks and Estimate Frequencies, could the Government add a 6th column and delineate which containers go with each Clin on the bid schedule; e.g. CLIN 0002, 0021, 0023. There are several containers for these customers and the contractor needs to know exactly which buildings should be priced under the before mentioned Clins?
A: Table A-2 is in the PWS only to give the contractor the building numbers and the frequencies that is currently being used. The next contractor will able to establish their own frequency sheets and can place as many columns as needed. See PWS 1.1.1.1.
7. Q: In Table A-2, Compactors, what does “HT” mean in the disposal column of Bldg 855?
The HT in Table A-2 stands for Hillsborough Transfer station. This is one of the disposal sites used by the current contractor.
8. Q: Table A-2, Compactors; will the Government please provide historical data for how often all of the compactors on base are hauled?
A: The chart below shows the monthly trash and recycles tonnage for the current year. They are dumped weekly for the Base Commissary, Building 578, and Base Clinic. Base Supply is dumped as needed.

9. Q: In Table A-2, there are (6) 30 YDs, No. 218-223 that are 30 CY recycle roll-offs listed in the 8 YD MSW chart, on the next page, there is a “Recycle Roll-off” chart. Why are these separate? Can these be combined and all notated whether or not they are open topped or compartmentalized roll-offs? If combined, which Clin item should they be bid under?
A: The six 30-yard dumpsters can be changed because they are a repeat. Dumpsters 218-223 can be removed from your route schedule, they are going to be bided under CLIN 0003.
10. Q: Clins 0022, 0024, 0025, are tonnage reimbursable Clins for CV I, II, III; Base Clinic, and Base Clinic Pharmacy respectively: however, they are either “per month” or “per ton”. Can the Government consider revising all of these CLINS to a “per ton, per month” basis so they are on the same billing format? Also, please advise on how the numbers were derived. Are the numbers that the Government provided an estimate of the number of tons each respective customer utilizes, or is the Contractor responsible for tracking the respective tonnages for each customer?
A: CLIN 0022, 0024, and 0025 will be charged as reimbursable tonnage. They will be invoiced in tons because the Government will be charged for tons actually used.
11. Q: Clin 0027, are both MSW and OCC compactors to be bid in this line item?
A: CLIN 0027 compactor can be used for MSW or OCC. OCC will be charged to CLIN 0003 and MSW will be charged to CLIN 0015.
12. Q: Clin 0027, during the site visit, there were several areas that notated that compactors were “coming”. Will the Government consider removing the “coming” compactors from the bid, and only have the contractors bid on what is actually in place? There is no way of knowing of bidding this requirement that has an undetermined schedule frequency with a compactor that is “coming”. It would make more sense to add these via modification to the successful contractor when they are ready, are having the contract bid a line item for adding a compactor with 1 x week collection.
A: The contractor should only bid for compactors that will be active at the contract start-up. For future compactors there will be a modification to the contract to support them. We will change the PWS to reflect new compactors that will be activated.
13. Q: During the site visit, it was stated that the Commissary only has 1 compactor. Table A-2 lists 2 compactors, please revise.
A: The Commissary will only have one compactor and one 8-yard trash dumpster. Table A2 has been updated.
14. Q: During the site visit, we visited a recycling convenient center at BLDG 578 that had 2 compactors and one compartmentalized roll-off; however, these are not listed on Schedule A-2. Please revise.
A: The PWS will be changed to show two compactors and one compartmentalized single stream recycle dumpster.
15. Q: During the site visit, we visited a recycling convenient center at BLDG 578 that had a connex box. What is the connex box used for, and is the contractor responsible for providing the connex box?
A: The Contractor does not have to deal with the connex box. It is not part of this contract.
16. Q: During the site visit, we visited the 40 CY Centcom compactor and we were told that it was GFE. Can the Government please add this to Appendix C, GFE ? It was also stated that this is hauled every 3 months. Please advise.
A: The 40cy receiver compactor was placed in Appendix C as GFE. The system has only been in service for about six months and we have only dumped it twice. The service time could vary and depends on the customers use.
17. Q: During the site visit, we visited the Transfer Station that the successful contractor will operate out of. There were numerous open top containers on site that are not listed in Table A-2. Can the Government please provide an additional chart in Table A-2 outlining what is required, container wise, at the Transfer Station?
A: The dumpsters at the Transfer Station are invoiced on CLIN 0008. Under the current contract, the base Transfer Station is managed as a unit. The equipment and the materials used and transferred are billed under CLIN 0008 once a month. The Government does not track equipment on the site.
18. Q: Under Clins 0011, 0019, 0020, 0026 (C&D Pickup) should the contractor combine the haul and the tonnage associated with these collections in the “per each”, or should the contractor price a haul only, and bill the tonnage under CLIN 0015 or 0024 respectively?
A: CLIN 0011, 0019, 0020, and 0026 should have the haul and tonnages combined as one unit. They should be charged as “per each” as stated in the solicitation.
19. Q: New Limitations on Subcontracting regulations became effective on June 30, 2016. See 13 CFR 125.6.
1. Are these new regulations, which have the force and effect of law having been published for notice and comment and are based directly on statutory requirements applicable to this RFP?
2. If the new rules are applicable to this RFP, will the agency remove FAR 52.219-14 which conflicts with the new rules?
A: The new ruling (by the SBA) has not been promulgated by the FAR, as such, the clause, dated Nov 2011, is still applicable, until it is picked by the FAR council and incorporated.
20. Q: Clin 0015, is a tonnage reimbursable Clin for Base tonnage. It is to be bid at 2,686 tons, “per month”; however, the historical data lists the annual total at 2,700 tons. Can the Government consider revising this CLIN to a “per ton, per month” basis or “per ton” on an annual basis? If not, please advise on how to populate this line item.
A: We corrected the PWS and bid schedule to reflect “per ton” or TON. Reference new Bid Schedule in 1449
21. Q: Are Past Performance Questionnaires required for this solicitation?
A: No
22. Q: In accordance with PWS 1.2.6 requiring RFID and weighing of recycle toters – We have spoke to industry leaders and found that the only users of weighing toters and RFID readings are currently being used in Europe. With that being said, we are not 100% sure that this can be accomplished when the technology is not readily available in the US. Do you have a vendor that you can share with the Contractors that is selling these scales?
