The Following questions have been clarified in reference to solicitation FA4814-16-R-0003, Transient Aircraft Services.
1. Q: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
A: There is an incumbent contractor, Logmet LLC. The contract number is FA4814-11-C-0004.
2. Q: What is the current cost of the contract for the last 5 years?
A: The total cost for the last 5 years is $2,626,744.30.
3. Q: Will a company with less than (4) TA contracts be excluded from competition?
A: Yes, Offerors must provide 4 of the most recent and relevant contracts performed for Federal agencies and commercial customers. Past performance information deemed “Not Relevant” will result in a past performance confidence rating of “Unsatisfactory Confidence”. With that said, past performance information regarding predecessor companies, joint venture partner(s), major and critical subcontractor(s) as well as key personnel who have relevant experience will also be considered.
4. Q: If so, would you consider lowering the requirement to (2)?
A: No, the requirement will not be changed.
5. Q: Will a company with less than (3) questionnaires be excluded from competition?
A: Yes, failure to provide the minimum number of questionnaires will result in an offeror being determined non-responsive.
6. Q: If so, would you consider lowering the requirement to (2) questionnaires?
A: No, the requirement will not be changed.
7. Q: Should there not be an age limitation requirement established for Special Purpose vehicles such as; the vehicles (air stair/tow vehicles) will be no more than 5-years old at the time of contract start date? Otherwise, there is a distinct advantage to the incumbent as all other contractors would have to provide the cost of all special purpose vehicles in their price proposal while the incumbent already has the vehicles; thereby, giving the incumbent several $100K dollar price advantage, regardless of their age and/or operational capacity.
A: No age limitation will be imposed on the equipment. The fact that the incumbent, by virtue of its prior contracts, previously may have acquired and amortized the cost of the equipment necessary to perform the contract is a legitimate competitive advantage which the government is not required to equalize. The GAO precedent for this has been set in case #B-209393.
8. Q: PWS 3.2.2.4 The contractor will also be responsible for the maintenance and repair of the ice maker, golf cart, and mule - What is the current operational status of the ice maker, golf cart and kawasaki mule? In the event of total failure will the contractor be responsible for replacement costs? Can the government provided historical costs associated with these items?
A: Ice maker-working condition, needs annual filter replacements, approx. 80 annual service fee, Golf cart- working condition, battery mx/replacement when needed, Mule- operates, needs minor repairs (water pump, e-brake).
9. Q: PWS 4.1 and 4.23 Holidays - Will the contractor be allowed to implement stand-by operations during holidays?
A: Yes, per contract they observe same holidays as us and are not required to come into work.
10. Q: PWS 4.2 Manning Levels - Is there a minimum manning requirement?
A: Two personnel on shift at all times. Shifts start at 0600 and end at 2200 every day minus holidays. Plus whatever over time hours are used. Yet overtime hours are already priced into the contract. An actual solid number can't be calculated, only an estimate.
30 days x 16 hrs/day = 480 hrs/month average
11. Q: PWS 4.12 Fuel Spill Cleanup - Will the government provide spill kits?
A: Yes, the spill kits are provided. They’re listed in the Government Furnished Equipment listing.
12. Q: PWS 4.13 Vehicles - Can the government clarify the tow vehicle requirement. Is it one (1) tow vehicle with tow capability 10,000 lbs to 150,000 lbs; and, one (1) tow vehicle with tow capability 100,000 lbs to 500,000 lbs?
A: Correct, one (1) tow vehicle with tow capability 10,000 lbs to 150,000 lbs and one (1) tow vehicle with tow capability 100,000 lbs to 500,000 lbs.
13. Q: Can the government add a Transition CLIN due to the initial vehicle capitalization obligation and the burden it places on a Service Disabled Veteran Owned Small Business company?
A: A transition CLIN will not be added to this requirement.
14. Q: Will TA personal tow aircraft? If so is there a difference in how many people are required to be compliant with OSHA vs AF policy and which one do they need to follow?
A: TA does tow aircraft whenever it is needed for exercise or emergency purposes. Air force has
Integrated OSHA into its own safety program. So all OSHA standards are met. They would need to follow any additional safety measures the air force might require.
Reference PWS 1.5.2: During Air Force exercises, flight line operations may request the use of T/A’s equipment (i.e. tow vehicle). The requested equipment will be made available for emergency purposes and T/A personnel on shift at time of request will aid in the use of equipment. If the government’s required equipment is out of service (i.e. tow vehicle), the government may agree to utilize overtime funds to pay for an additional technician to perform duties with said equipment. Overtime hours clocked during normal Transient Alert hours of operation (0600-2200) will be paid out as normal wage. Overtime wage will be charged for operating outside of these hours.
15. Q: Will the government clarify paid at normal wage?
A: During AF exercises there are a lot of moving parts and MX times are tracked for compliance.
The goal is to get the ACFT ready for alert and tow it to its alert spot as soon as possible. When there is only 1 uke it tremendously slows down the operation to tow 1 ACFT at a time, the use of a second uke from TA is requested to speed up times and prepare for our 8010 nuclear mission.
Also per the AF 8010 Mission AFI it states 2 operational ukes are required. This does not mean
TA's uke will be used every exercise, only in times when we have a uke down for maintenance or times in need of it. The use of overtime hours to pay the extra personnel but they only receive normal wage is the way to bring in an additional person to assist with the towing. Since this is a government need/request the overtime hours are already paid for thus pulling hours from this fund will pay the additional personnel yet they will not receive the overtime hour pay equivalent, they would just receive the normal hourly wage since they are there working during normal operating hours. So if one person comes in for 6 hours to assist with towing/exercise needs, we would use 4 hours of overtime. 4 x 1.5 = 6
16. Q: Does the government have a date for a site visit?
A: No site visit will be conducted for this requirement.
