About this file
This is a Mission-Essential Contractor Services Plan template required for solicitation FA480926Q0039, a clean cooking exhaust system cleaning and inspection contract at Seymour Johnson Air Force Base under the Department of the Air Force Air Combat Command. The template establishes procedures for contractors to maintain mission-critical facility exhaust hood equipment operations during crisis situations, including extended service outages such as pandemics. Contractors must submit this plan as part of their proposal response, detailing their crisis management approach, emergency notification contacts, and personnel mobilization procedures.
The plan template requires contractors to address six critical operational elements: crisis situation declaration protocols; plan invocation procedures; challenges associated with extended operational disruptions; provisions for essential personnel and resources acquisition within 30 days; alert and notification procedures for mobilizing essential service personnel; and communication strategies for contractor employees regarding crisis roles and responsibilities. Contractors must identify a primary point of contact with signature authority, provide emergency contact information, and describe plan maintenance and review procedures. Performance must continue until the Contracting Officer issues written notification to cease crisis operations. This template aligns with Revolutionary Defense DFARS provisions 252.237-7024 and clause 252.237-7023 regarding continuation of essential contractor services.
