Q1. State law requires a ratio of caregivers to children.
A1. The Government is explicitly not procuring a licensed childcare facility or independent childcare services (Reference Section 6.1.1.3.1). Because this is not a licensed childcare contract, state-mandated caregiver-to-child ratios do not apply to your staffing requirement.
Q2. Do we need to provide additional staff members?
A2. No. You are strictly required to provide one (1) cleared support person for a maximum of 7 billable hours on Saturday. You do not need to provide a team of childcare workers.
Q3. Will there be other workers in the room?
A3. Yes. United States Government (USG) Chaplain Corps personnel will be present in the room at all times. They provide continuous Line-of-Sight Supervision (LOSS) and maintain ultimate legal responsibility for the minors. Your support person is there solely to facilitate the activities and will never be permitted to interact alone with the children.
Q4. For childcare, are 2 meeting spaces allowed for dividing the ages up for appropriate activities?
A4. No. Only one (1) designated space is required. The Government anticipates a maximum of forty (40) children, though actual attendance may be lower.
Q5. Will all meals be eaten in the Conference Room/General Session? Will kids eat with parents? If so, does that room need seating for 84?
A5. Yes. Children will dine with their parents/guardians. Consequently, the Contractor-provided support personnel will be allotted a one (1) hour break during this meal period.
Q6. The proposed dates on SOW 2.1.1.1 only list Saturday/Sunday. Confirming you need lodging for Friday, including dinner & meeting space?
A6. Yes, lodging and dinner will be needed on Friday, as well as a meeting room from 7:00 p.m. to 8:00 p.m.
Q7. Childcare space(s) - is the space only needed on Saturday 0800-1500 or all 3 days?
A7. Childcare space only needs to be provided on Saturday from 0800 to 1500.
Q8. Are you only looking for live event services for the AV?
A8. No. Live event production services are not required. The Contractor shall provide standard audiovisual support consisting of a large screen television or projector for presentation slides, along with the necessary microphones.
Q9. Will the contractor be required to be on-site during the event, or would a hotel representative be sufficient with the contractor available remotely (e.g., by phone) throughout the event dates?
A9 No. The Contractor is not required to be on-site; however, a designated Contractor representative or venue point of contact must remain continuously accessible remotely (e.g., via telephone) for the duration of the event.
Q10. Will the contractor be responsible for managing a group check-in process, or will attendees check in individually with the hotel? If group check-in is preferred, are there any specific procedures or requirements (e.g., pre-keyed rooms, welcome packets)?
A10. Attendees shall check in individually with the hotel. A managed group check-in process is not required.
Q11. Are there any minimum square footage or layout requirements for the Children's Program Room beyond the stated capacity?
A11. No. There are no strict square footage parameters; however, the room must be of adequate size to safely and comfortably accommodate the stated capacity and facilitate small activities for the children.
Q12. During the scheduled Saturday free-time/date-night period, is the contractor expected to provide any organized activities, recommendations, or reserved space for participants? If activities are expected, must they take place on-site, or are off-property activities acceptable?
A12. No. The Contractor is not expected or required to provide organized activities, recommendations, or reserved spaces for participants during the scheduled free-time/date-night period.
Q13. If off-property activities are permitted, please clarify any geographic limitations and whether the contractor is expected to coordinate transportation, or if participants may utilize personal vehicles.
A13. No off-property activities are required to be coordinated by the Contractor. Participants will utilize privately owned vehicles (POVs) for any transportation needs.
Q14. Please confirm whether the contractor should include any costs associated with activities for the Children’s Program Room (e.g., crafts, games, supplies, or activity materials) in its pricing proposal.
A14. Yes, all costs associated with these activities should be provided in the pricing proposal.
Q15. Does the Government require the contractor-provided support person to possess any minimum experience, certifications, or prior experience working with minors?
A15. No formal certifications are required. However, the Contractor-provided support personnel must possess prior relevant experience working with children (e.g., after-school programs, youth programs, or professional childcare).
Q16. Can the Government provide an anticipated age range for participating children to assist contractors in planning appropriate activities and staffing support?
A16. The anticipated age range for participating children is approximately four (4) to fourteen (14) years of age.
Q17. Does the Government anticipate any special accommodations or support requirements for participating children that contractors should consider when planning activities and room setup?
A17. Special accommodations may be required and will be evaluated on a case-by-case basis. The Government will notify the Contractor of any specific accommodation requirements as participant registrations are finalized.
Q18. Can the Government clarify whether children are expected to participate in meal functions alongside their parents/guardians, or if any meals should be served separately within the Children’s Program Room during scheduled childcare activities?
A18. Participating children will dine with their parents or guardians during scheduled meal periods. The Contractor is not required to provide full meal service within the Children’s Program Room; however, the Contractor shall provide light snacks and beverages (specifically water and juice) throughout the duration of the program.
Q19. Can the Government clarify the intended lodging pattern for the retreat dates listed in the solicitation? Should contractors assume a Friday–Sunday, two-night lodging program for pricing and availability purposes?
A19. Yes, Friday–Sunday, two-night lodging is correct. For example, a weekend listed as July 11-12 in the SOW would require check-in on Friday, July 10th and check-out on Sunday, July 12th.
Q20. Can the Government clarify whether any participating families will require accommodations larger than standard double-queen guest rooms (e.g., suites or adjoining rooms for families with 3+ children)?
A20. Requirements for non-standard accommodations (e.g., suites or adjoining rooms for larger families) may arise and will be addressed on a case-by-case basis. The Government will identify and coordinate these specific lodging needs as participant registrations are received.
Q21. Is the contractor responsible for providing signage (e.g., directional signage, reader boards, or event branding), or will this be handled by the government?
A21. The Contractor is not required to provide physical signage. However, if the venue is equipped with digital signage or marquees, the Contractor/venue shall program and display event information accordingly “4 FW Chaplain Corps Marriage Retreat”.
Q22. Is the contractor expected to provide any additional materials for the retreat (e.g., printed materials, participant packets, name badges, or supplies)?
A22. The Contractor is only required to provide one (1) color printer with copy capabilities, an adequate supply of printer paper, and necessary power extension cords.
Q23. Will the Government utilize a tax-exempt payment method or Government Purchase Card for lodging and catering expenses associated with this requirement?
A23. The government will not be utilizing a GPC for this purchase, additionally all items on a government contract are exempted from taxes Q24. Can the Government clarify the required submission components for this solicitation, including any required pricing templates, technical narratives, past performance information, or supporting documentation?
A24. Please refer to the provision FAR 52.212-1 (Instructions to Offerors) for specific details on required submission components. Additionally, refer to FAR 52.212-2 (Evaluation Factors) to review the criteria the Government will utilize to evaluate offers for this requirement.
Q25. Given that responses to these clarifications may materially impact both technical and pricing approaches, will the Government extend the submission deadline to at least three business days after answers to vendor questions are released (if not received by May 19, 2026)?
A25. Yes an extension will be provided
