This requirement is a Brand Name justification for a Raypak MVB Boiler for building 4418.

According to Civil Engineering, selecting a Raypak gas fired boiler versus another brand unit increase installation speed. The Raypak unit will fit on the existing infrastructure and significantly decrease installation time. Converting to another manufacturer would cause installers to rework the entire piping, pumps and exhaust, along with associated parts that would need to be changed or modified. Purchasing a Raypak makes it disconnect/remove/reconnect (plug & play). Since it's plug and play, additional assistance from multiple work centers will not be needed. Additionally, a Raypak unit is also familiar to the Civil Engineering HVAC Technicians. The Technicians know and understand Raypak making them quicker to fix benefiting both the customer, repairing the system and producing heat faster and Seymour Johnson AFB by allowing the Technician to move to another project quickly.

Seymour Johnson AFB currently has Raypak boilers. Buying a Raypak will reduce the number of spare parts (bench stock) items to keep on hand. It increases space for Material Control to carry other parts. It makes the repair faster due to parts readily available.

Although system requirements are paramount, Raypak is the better/smarter choice for the purchase.

Based on the facts stated above, the Contracting Officer concludes that it is in the government's best interest to recommend and use Raypak equipment for the Boiler replacement in building 4418.
