About this file
This document is a set of Requests for Information (RFIs) and Responses related to solicitation FA480924Q0049 for the installation of a Vindicator Intrusion Detection System (IDS) and Access Control System (ACS) at Seymour Johnson Air Force Base (SJAFB) in North Carolina.
The key details are:
- The original Vindicator V5 unit is no longer available, so a V3 unit will be used for the ACS, and a US-1500 unit will be used for the IDS. The Statement of Work (SOW) will be revised to reflect this change.
- For the main entry door, a Magnasphere High Security Sensor Door Contact Switch, BMS, Version HSSL2S000 will be installed, with a 30-second activation delay. An additional latch bolt monitor is not required, as the door will have an electric strike installed by the general contractor.
- This is a brand name solicitation for the Vindicator system manufactured by Honeywell Security Technologies. The requirement is for the provision of all material, equipment, labor, and performance of all work necessary to install the new IDS and ACS.

FA480924Q0049 VINDICATOR INSTALLATION
Requests for Information (RFI) and Responses
28 August 2024
The following RFIs have been submitted to the Government between the dates of 14-28 August 2024. Reference document entitled FA480924Q0049 RFI 01-16 Answers for previous RFIs.
QUESTION 17: SOW Section 1.1. REQUIREMENTS. 1.1.1.1. “The contractor shall install a Vindicator V5 in the electrical room, Room 123, as identified in Attachment 1. The new unit shall be 100 percent compatible with the VCC system currently installed at SJAFB.” V5's are no longer available. Will a V3 be an acceptable substitute for ACS and IDS servers?
ANSWER 17: The V3 will be used for ACS but not IDS. The US-1500 will be installed to monitor IDS. A revised SOW will be posted via solicitation amendment to correct V5 terminology.
QUESTION 18: SOW Section 1.1. REQUIREMENTS. 1.1.1.3.1. “In order to provide for future capabilities, BMS installed at the main entry door shall be Magnasphere®, High Security Sensor Door Contact Switch, BMS, Version HSSL2S000 (Attachment 5); it shall be placed in group access and mirror status of the Security Entrance Control (SEC)/Access Control Center (ACC). In addition, it shall be programmed to have an activation delay. The delay shall not be set to greater than 30 seconds.” Should contractors provide an additional device or latch bolt monitor for DPS? Typically an HSS-L2D-000 would be used for a Main Entry to an ICD 705 space unless there is another device handling door position. If the main entry door locks are to be provided by the contractor please specify what type of lock is required for this door.
ANSWER 18: Additional latch bolt monitor not required. According to the door hardware schedule, General contractor installed an electric strike, HES 9600 series.
