Miscellaneous text in this section has been modified to:
GENERAL
(a) This requirement will be procured using FAR 12, Acquisition of Commercial Products and Commercial Services, and FAR 13 Simplified Acquisition Procedures which will result in the award of one (1) Firm Fixed Price contract. Respondents to the request for Quotations (RFQ) (i.e. solicitation), herein referred to as offerors, shall submit in accordance with FAR 52.212-1 (reference below Addendum to FAR 52.212-1).
(b) The Government will award no more than one (1) contract with an approximate effective date of 2 June 2024.
(c) OFFERORS WILL NOT BE COMPENSATED FOR SUBMITTING A QUOTATION
CLARIFICATIONS AND/OR AMENDMENTS
(a) Requests for clarification and/or recommendations regarding Government requirements shall be addressed by the prospective offeror prior to the offeror's proposal submission. While offerors may propose exceptions to the solicitation requirements, the Government is not obligated to accept such proposals. Questions/recommendations shall be provided no later than 12:00PM Eastern

(b) Questions (if received) and responses shall be posted with this solicitation on SAM.gov.
(c) Any change to the requirement shall be reflected by an amendment to the solicitation and posted to SAM.gov.
(d) It is the responsibility of the offeror to ensure review of all questions and/or applicable amendments prior to proposal submission.
QUOTATION SUBMISSION
(a) Offerors are cautioned to completely read this entire solicitation and submit sufficient, correct, and accurate information in the specified format.
(b) All quotation packages shall be received by the 4th Contracting Squadron the date and time specified in NOT LATER THAN Block 8, SF 1449. It is the responsibility of the offeror to ensure on-time delivery of packages. Late and/or incomplete proposal packages shall be determined as nonresponsive (i.e., unacceptable and/or ineligible) and shall be rejected without exception.
C. Only one proposal per offeror shall be considered. Revised proposal packages may be submitted. Only the most current and recent submitted proposal package shall be considered for evaluation. All proposals, proposal modifications, and proposal withdrawals must be received prior to the suspense identified in Block8, SF 1449.
ADDENDUM TO FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services (Sep 2023)

Paragraph 52.212-1(c), , is tailored as follows: the Offeror agrees to hold the prices in its offer firm for Period for Acceptance of Offers 90 days from the date specified for receipt of offers. Offerors may specify a longer acceptance period than the Government's minimum requirement.
The following is inserted as Paragraph (m)of the provision:
(m) .Proposal Preparation Instructions
(1) To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet solicitation requirements may result in the proposal being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide rationale for the exception with the proposal.
(2) The response shall consist of three separate parts/volumes:
(i) Part I - Eligibility
(ii) Part II - Pricing
(iii) Part III - Technical Capability
(iv) Part IV - Present/Past Performance
(3) Where page limits are specified, pages shall be numbered. Each page shall be counted except for the following:
(i) Table of Contents
(ii) List of Figures
(iii) Glossaries
(4) Specific Instructions:
(i) PART I - ELIGIBILITY
(A) Standard Form (SF) 1449: Complete blocks 12, 17a, 30a, 30b, and 30c. In doing so, the Offeror accedes to the contract terms and conditions as written in the solicitation unless the Offeror affirmatively states any exceptions, deviations or waivers to the contract terms and conditions. An incomplete proposal may be considered to indicate lack of understanding of the requirement and may result in the entire proposal being determined nonresponsive, (i.
e., "unacceptable") and eliminated from further consideration.
(B) System for Award Management (SAM): All Offerors must be registered and active in SAM, https://sam.gov/SAM/, at the time of proposal submission to be considered for award and at time of award to be awarded a contract.
(C) For provisions and clauses in the solicitation, if not included in the Offeror's representations and certifications at SAM.
gov, the Offeror shall complete the necessary fill-ins and certifications and submit the completed pages with Part I.
(D) Amendments: Submit an acknowledgment of all solicitation amendments, if issued. Failure to acknowledge amendments to the solicitation shall result in the proposal being considered nonresponsive and therefore ineligible for award. Amendments shall be acknowledged by signing and returning the first page of the SF30, along with any additional documents required by the amendment.
(ii) PART II - PRICING
(A) Insert proposed unit prices and total prices on the SF1449. All submitted line items to include option items will be added together and be the offerors total evaluated price.
(B) Extreme care should be exercised to ensure that no price data of any kind are included in any other part of the proposal.
Only the pricing information contained in Part II shall be considered for award.
PART III- TECHNICAL CAPABILITY(iii)
(A) The technical Volume should be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Legibility, clarity, and coherence are very important. Your responses will be evaluated against the technical criteria as defined in the Addendum 52.212-2. Proposals shall not simply rephrase or restate the Statement of Work or contain general statements such as "Standard procedures will be employed". Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerors shall assume the Government has no prior information presented in the offer.
(B) Statements that the offeror understands, can, or will comply with the Statement of Work (including referenced publications, technical date, etc.); paraphrasing the Statement of Work or parts thereof (including applicable publications, technical data, etc.); and phrases such as "standard procedures will be employed" or "well known techniques will be used." Etc., will be considered unacceptable and will negatively impact the offerors rating under the technical criteria. Elaborate artwork, expensive visuals, and other presentation aids are neither necessary nor desired.
(C) The technical proposal shall be comprised of the below subfactors and shall be limited to no more than ten (10) pages each.
(a) Designed Building Layout IAW SOW Sections 3.2 thru 3.9.
(b) Maintenance Plan IAW SOW paragraph 3.2.7.
(c) Schedule: Detailed schedule showing timeframe for onsite arrival, mobilization/install time and demobilization time.
(IV) Part IV - Present/Past Performance - The past performance assessment will assess the offeror's ability to successfully accomplish the proposed effort based on the offeror's demonstrated present and past work record. Submit information on up to three (3) recent and relevant contracts the offeror considers most relevant in demonstrating the ability to perform the proposed effort "Recent" is defined as ongoing contractor those completed within three (3) years of the date of issuance of the solicitation.
To avoid rejection of an offer, offerors shall make every effort to ensure electronic submission is virus-free. Submissions, or portions thereof, in which the automatic system detects the presence of a virus, or which are otherwise unreadable, will be treated as "unreadable" and shall not be considered for award.
Offerors are cautioned not to assume electronic submissions will be instantaneous. The file size and number of files to be uploaded will impact the length of time for submission and Government receipts. Offerors are required to ensure adequate time for Government receipt of a proposal prior to the response deadline. Further, the entire /complete proposal package must be received prior to the response deadline specified in Block 8, SF 1449, in order to be considered for award.
