(d)BASIS FOR CONTRACT AWARD Best value: Technical acceptability, Past Performance, and Price shall be used to evaluate quotes. Any quote that does not conform to the RFQ submission requirements will be considered non-responsive and will not be evaluated. Any quote with an unacceptable technical rating will not considered for award. A quote with no past performance will receive a neutral past performance rating. The Government reserves the right to award a contract to other than the lowest quote if the difference in the Past Performance rating of another offeror with a higher quote justifies the higher price premium.
A. Evaluation Approach: Technical Acceptability
The Government will evaluate technical quotes on an acceptable/unacceptable basis and assign an Acceptable or Unacceptable rating as described below. A rating of unacceptable in one or more technical subfactors may constitute an overall rating of Unacceptable for the technical evaluation. The offeror's quote shall, at a minimum, address each of the subfactors outlined below as they apply to the Statement of Work (SOW) and specifications.
Technical Acceptability Ratings, Defined Rating Definition Acceptable: Quote clearly meets the minimum requirements of the solicitation.
Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation.

2. Pre-Airshow tasks
3. Airshow tasks

(ii) Relevant contract performance effort involved similar scope, magnitude of effort, and complexities to that required by this solicitation. The Government will assess relevancy for each contract.
C. Evaluation Approach: Price
The Government will rank all quotes by total evaluated price (TEP). The price evaluation will document the fairness and reasonableness of the TEP. Separately priced line items or subline items shall be analyzed to determine if the prices are unbalanced.

Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers. (See
