Item 1: Does this building already have all the equipment installed just needs a update/refresh with new? I am assuming they have already had these devices installed and have everything else needed already installed i.e power supplies, wire, conduit, and tampers.

Response: IAW the Statement of Work, most of this renovation will consist of adding additional equipment such as PIR sensors, wiring, conduit, etc. There is existing Vindicator equipment on site that will require modifications and reprogramming, but as far as equipment goes, there will be a significant amount of additional equipment necessary.

Item 2: Request for an image of how the currently installed system is laid out.

Response: The Floorplan provided with the SOW states what needs to be installed, these items will either be new installs or replacing old equipment per the SOW detail.

Item 3: Noticed that you are missing several components that would cause this installed system to not pass accreditation.

ICD-705 requires that at least two years of historical system data is stored within the ICD space, so a Vindicator SAW2 machine is necessary and was added to the BOM to meet the requirement ICD-705 requires that access control card enrollment and management takes place within the ICD space, so a Vindicator machine was added to the BOM to meet this requirement (cannot enroll/manage from outside the ICD space per the ICD) ICD-705 requires 256-bit AES encryption for communications leaving the ICD space to the system headend/BDOC. DISA-approved switches were included in the BOM to meet this requirement (one for BDOC and one for the ICD space – both with onsite config services to meet ATO/cybersecurity requirements). If the base has these already we can remove from the BOM.

ICD-705 requires 24-hour battery backup for the IDS. A sufficient UPS with batteries to support the 24-hour requirement were added to the BOM. If the building has an existing generator or building UPS, we can modify/reduce the quantity of batteries.

An IT equipment cabinet (tampered and alarmed) was added to the BOM to house/support all of the above referenced equipment. This is an AFI 31-101 requirement ICD-705 requires local alarm annunciation and securing/accessing of the system within the actual ICD space, so a Vindicator Site Commander was added to the BOM to meet these requirements To meet UL-2050 related to the ICD-705, specific enclosures need to be utilized for the V5 and power-related devices for IDS. These were included in the BOM so that the system would comply with ICD-705 and UL-2050 Response: Offerors do not have to be concerned with the above items and can remove additional equipment not requested in the SOW.

NOTE: Per SOW Para. 1.1.5. All lines must be in metal conduit. The lines as currently installed are not in conduit and per the SOW all new lines must be in metal conduit.
