STATEMENT OF WORK

4TH FW OSS/Intel Bldg 4430

Vindicator Alarm System Contract

Seymour Johnson AFB, NC 27531

26 May 21

1.0. DESCRIPTION OF WORK. This Statement of Work (SOW) defines the efforts required to install a Vindicator Intrusion Detection System (IDS) with Access Control

System (ACS) in OSS/Intel, Bldg 4430. Two lines of intrusion detection are required

IAW Intelligence Community Directive (ICD) 705.

1.1. GENERAL REQUIREMENTS. Install new equipment necessary for Intel to have two lines of intrusion detection required by ICD 705. The equipment installed must be

100 percent compatible with the Vindicator Command and Control System that is currently installed at Seymour Johnson AFB. All IDS components and software must be listed on the newest version of the Non-Nuclear Configuration Management Database

(CMD) Equipment Approval to meet AF requirements. The system installed must be capable of detecting an unauthorized individual attempting to enter the secure area, keep unauthorized individuals from having access to system programming IAW ICD 705, and be capable of future expansion of the ACS. The new IDS and ACS will be located in

OSS Intel, Bldg 4430.

1.1.1. IDS Equipment.

1.1.1.1. Install Vindicator V5, in existing equipment cabinet, room 101. The new unit must be 100 percent compatible with the Vindicator Security

Command and Control System currently installed at Seymour Johnson AFB.

Contractor shall notify 4 CES Electrical shop, at 722-5122/5134, before disconnecting power to install Vindicator equipment cabinet.

NOTE: Existing V5s must be removed by SJAFB authorized Vindicator maintenance personnel IAW current Electronic Security Systems and

Vindicator Maintenance Letter, dated 2 Aug 2021.

1.1.1.2. Each sensor installed must have its own addressable input.

1.1.1.3. Install and connect 4 Balance Magnetic Switch (BMS) sensors at the locations identified in Attachment 1.

1.1.1.3.1. To provide for future capabilities, BMS installed at main entry door must be Magnasphere, High Security Sensor (HSS) Door

Contact Switch, BMS, Version HSSL2S000, it will be placed in group access and mirror status of the SEC/ACC. In addition, it will be programmed to have an activation delay. Delay will not be set to greater than 30 seconds.

1.1.1.3.2. BMS installed at emergency exit door and mechanical room will remain secure, regardless of the SEC/ACC status.

1.1.1.4. Install and connect 16 Passive Infrared Motion (PIR) sensors in the locations identified in Attachment 1. All PIR will be placed in group access and mirror status of the SEC/ACC. PIR installed within sensor range of the main entry door and V5 equipment cabinet, will be programmed to have an activation delay. Delay will not be set to greater than 30 seconds.

1.1.1.5. Any modifications to secure areas will be made IAW ICD 705 requirements and must be preapproved by SSO.

1.1.2. ACS Equipment.

1.1.2.1. Install and connect an HID ProxPro 5355 Reader with Keypad, on

PCU cabinet to be used to access/secure the alarm system. This keypad will be managed using Vindicator Badge Manager at Advanced Programs Office, Bldg 4430.

1.1.2.2. Install and connect an HID ProxPro 5355 Reader without Keypad and electric strike at exterior mantrap door. The keypad will be located outside in the elements. This keypad will be managed using Vindicator Badge Manager at Advanced Programs Office, Bldg 4430. Replace existing electric strike with new equipment that is compatible with Vindicator components. No request to exit device is required. Panic hardware will be used to exit.

1.1.2.3. Install and connect an HID ProxPro 5355 Reader with Keypad and electric strike at interior mantrap door (secure door). This keypad will be managed using Vindicator Badge Manager at Advanced Programs Office, Bldg 4430. Replace existing electric strike with new equipment that is compatible with Vindicator components. No request to exit device is required.

Panic hardware will be used to exit.

1.1.2.4. Install and connect an HID ProxPro 5355 Reader with Keypad and electric strike at door 107. This keypad will be managed using Vindicator

Badge Manager at Advanced Programs Office, Bldg 4430. Replace existing electric strike with new equipment that is compatible with Vindicator components.

1.1.2.5. Any modifications to secure areas will be made IAW ICD 705 requirements and must be preapproved by SSO.

1.1.3. Vindicator Command and Control (VCC) & Vindicator Badge Manager

(VBM).

1.1.3.1. Program VCC & VBM at buildings 5006, 4601 and 4430 with facility alarm information to ensure new units are recognized by monitoring station.

The contractor shall provide the following information: unit serial number, IP address, specific alarm point information, facility mapping and other graphics, sensor outputs, and any Vindicator specific programming.

1.1.3.2. Facility Map. Facility map must be updated on all 3 monitoring stations. Facility map will be created to be uniform with other facility maps already in use on Vindicator monitoring stations.

1.1.3.3. ACS Groups. Program new ACS groups to enable control of electric strikes installed in OSS/Intel, bldg. 4430.

NOTE: All contractor provided configuration data and maps must be submitted to the 4 FW GSSO and SJAFB authorized Vindicator maintenance personnel, for approval 2 weeks prior to installation.

1.1.4. Contractor Provided Training.

1.1.4.1. Provide in person training to system administrators on how to create backup copies of system programming in case of system failure. Provide user manual or presentation with the steps to create system backups.

1.1.4.2. Provide in person training to system administrators on how to create individual user logins IAW ICD 705 requirements. Provide user manual or presentation with the steps to create individual user logins.

1.1.5. Sensor lines and BMS Junction Boxes. All sensor lines must be in metal conduit. BMS junction boxes must be installed below the acoustical ceiling and be tamper protected IAW AFI 31-101 and ICD 705.

1.1.6. Battery Backup. Battery providing 8 hours of battery backup must be provided for the IDS. This battery will be located in the V5 Cabinet.

1.2. TESTING AND ACCEPTANCE. Vindicator alarm system will be tested and accepted by a government representative and the Seymour Johnson AFB Vindicator maintenance contractor. V5 unit will be tested for 100 percent sensor detection and display. Contractor will conduct a 72 hour burn-in period, in which no false alarms are generated, prior to submittal to the government for acceptance. A test and burn-in report will be submitted to the government representative within five working days of completion. The Government may perform their own tests on any and all portions of this requirement. Any defects revealed by the Government shall be promptly corrected at no cost to the Government and the tests re-conducted.

1.3. CLEANUP: The contractor is responsible to return all work sites to the condition in which they were found.

1.4. GOVERNMENT FURNISHED EQUIPMENT. The government will provide a connection to the base LAN and electrical power to the existing V5 cabinet.

1.5. WORKING IN SECURE AREAS (Areas that require escorts)

1.5.1. Any work that will take place in a secure area (requiring escorts) will require a minimum of 2 weeks advanced notice in writing to the SSO and GSSO via email.

1.5.2. All work in secure areas (requiring escorts) will be completed during normal duty hours (0700-1700).

1.5.3. IDS outages must be kept to the absolute minimum. Work, not requiring the alarms to be taken offline, must be completed prior to removing any components that would cause Government personnel to be posted in their facilities during non-duty hours. Contractor will submit an estimated timeline/schedule for any alarm outages

2 weeks prior, in writing, to the SSO and GSSO via email.

1.6. All details of workmanship shall be in accordance with the highest standards and best practices for electrical and electronic maintenance and installation and all work will conform to the latest edition of the National Electric Code. IDS system installed must meet requirements of ICD 705 (Attachment 2).
