About this file
This is a Contractor Questions and Government Responses document for solicitation FA480326Q0087 titled "GT Wash Rack Upgrade and Maintenance."
The government is replacing 10+ year-old Hotsy pressure washer equipment due to obsolete parts and difficulty finding alternatives. The upgrade requires installation of new pressure washers compatible with existing 5/8" water connections and 120v 20A 2HP 1 Phase electrical outlets, with each unit having dedicated disconnects. The solicitation includes procurement of one three-motor vacuum system. All existing equipment including the air compressor, soap delivery system, foaming brushes, hose reels, oil-water separator, and remote station components will remain in place and continue to function with the new equipment. Wands, brushes, booms, and start buttons require replacement only as needed during preventive maintenance—no upgrade is required for these items. Existing conduit does not require replacement. The contractor is authorized to order dumpsters and rent forklifts on-site for disposal of old equipment without restrictions. The 5-year maintenance proposal will include repair or replacement of wands and brushes as needed during preventive maintenance service.

Contractor Questions and Government Responses
Title: GT Wash Rack Upgrade and Maintenance
1. How old is the existing Hotsy equipment and why are you replacing it?
Government Response: Hotsy generators are 10+ years old with the last major repair to them being in 2016. Reports from Jamie Corley representative of EST Companies LLC states that some of parts for the Hotsy pressure washer are obsolete so finding alternatives is becoming difficult.
2. Can you confirm the water connection size for the existing Hotsy equipment?
Government Response: 5/8" hose
3. Can you confirm the voltage to the existing Hotsy equipment? Also, can you confirm that the existing equipment each has its own dedicated disconnects?
Government Response: Each Hotsy equipment is 120v 20A 2HP 1 Phase. Also, each equipment has its own outlets.
4. Can you confirm how many vacuums you are requesting? The Section 3 of the SOW specifies three, but the HE proposal only shows one vacuum with three motors. Also, the pictures show only one vacuum. Can you please confirm? Is it one vacuum with three motors?
Government Response: We are requesting one (1) three motor vacuum.
5. Can you confirm that you are requesting the replacement of all remote stations and reels?
They aren't specifically listed in the Section 3 of the SOW, but it looks like there are possibly two reels with foam brushes and one reel with a high-pressure wand mounted on the high bay catwalk.
Government Response: No request for the upgrade of wands / brushes. For the 5-year maintenance proposal the wands / brushes if needed repairs would be replaced / repaired.
6. It looks like there are two reels with high pressure wands and two wall mounted booms with foam brushes mounted on the low bay block walls. I can't see the booms, but I don't see reels either. Do you want all or any of these replaced? Do both remote stations (start button) need to be replaced? Could you please include pictures of them?
Government Response: Pictures are attached. Boom(s) would only need to be replaced / repair as needed per PM service, no need for upgrade. Also, goes for start button(s) unless needed with new equipment.
7. The SOW does not mention an air compressor, but the HE proposal does. Are you requesting a new air compressor on this solicitation?
Government Response: No, the air compressor does not need changed and would only be requiring a PM service.
8. Are there any restrictions to ordering a dumpster on-site for the disposal of the old equipment?
Government Response: No.
9. Are there any restrictions to renting a forklift on-site?
Government Response: No.

10. After our visit I confirmed that some of the conduit is below grade, so this is not required to be replaced, correct?
Government Response: No need to replace the existing conduit.
11. Confirming that the existing Air Compressor, Soap Delivery System, Foaming Brushes, Hose Reels & the Oil Water Separator are all functional and are to remain in place to be used in conjunction with the new pressure washers & vacuum system correct?
Government Response: Yes, nothing should be moved.
