About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation concerning Catholic Religious Education Coordinator services. The document addresses 11 questions submitted by potential offerors, with corresponding government responses clarifying solicitation requirements.
The position requires 1,040 hours annually, with a maximum 20 hours per week including Sunday Religious Education classes (9:30 a.m. to 12:00 p.m.), Monday office hours (2 hours including a weekly meeting with the Catholic Priest and Parish Coordinator), and Friday office hours (2 hours). The individual must be a W-2 employee (either of the prime contractor or a FAR 52.219-14 compliant subcontractor with prompt payment terms flowing down) and must possess AMS Catechist certification, though certification is not required at quote submission—it becomes a post-award candidate approval function required for the interview process. The applicable labor classification falls under Administrative Support and Clerical Occupations (Codes 01113, 01236) per Wage Determination 2015-4439, Revision 29. Documentation submitted with the quote should demonstrate the candidate's qualifications through an approach to filling the position, with candidate approval occurring post-award. Substitute personnel must meet identical W-2 employment, AMS certification, background investigation, and qualification requirements as the primary coordinator. The solicitation identifies 1,040 hours for pricing purposes, representing the government's anticipated maximum annual workload. Offerors must use the government's stated $2,500 not-to-exceed amount for travel CLINs (up to two trips annually, not exceeding five days per trip). The incumbent contractor is Idemma, LLC under contract FA480323P.
