52.212-2 EVALUATION OF OFFERS
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Lowest Price.
2. Technically Acceptable.
*Technical Acceptability is achieved when offeror provides proof, in the form of a technical narrative, that the offeror meets the minimum standards of the requirement identified in the Attachment 1 - Statement of Work. Each offeror's technical narrative (no more than 5 pages) will receive a rating (acceptable/unacceptable).
The Government will then evaluate the first three (3) lowest prices offers for technical acceptability and assign a technical rating of acceptable or unacceptable. If all three (3) offers are technically acceptable, no further offers will be evaluated. However, if any of the first three (3) are found to be technically unacceptable, the
Government will continue to evaluate offers until there are three (3) technically acceptable offers.
