Statement of Work (SOW) For Organic Waste Collection

Date

1) Background: Food-related waste coming from dining and food service operations on Shaw Air Force Base (AFB) is being disposed through the Base refuse contract. Compostable organic waste is integrated with general refuse in dumpsters at each facility and then disposed in local landfills in accordance with current contract obligations. In a typical year, nearly 1300 tons of Shaw waste is collected and transported to a landfill. A 2014 study estimated that food-related waste comprises about 385 tons of this amount, or about 30% of the total landfilled refuse from Shaw AFB. As an alternative to landfilling, compostable organic waste can be segregated and transported to local composting facilities where it can be commercially utilized for methane production and soil amendment. If Shaw were to implement such an action, it would increase the installation’s landfill diversion from the current level of 40% to a maximum achievable target of 60%. Realistically, just half of our food-related waste represents the necessary contribution for exceeding the Air Force and Shaw EMS target of 50% landfill diversion.

2) Scope: The contractor shall provide all logistical services and supplies needed to support Shaw’s participation in a landfill diversion program for organic materials. Shaw personnel will utilize this support to redirect organic waste from refuse containers to specialized organic waste carts. The organic waste material will be at least 95% free of plastic and metal contaminants.

The segregated organic waste will be processed at a local composting facility instead of being discarded to a landfill.

3) Objectives:

a. The contractor shall provide support to the Shaw AFB organics diversion program. Organic waste will be diverted from refuge containers to specialized organic waste carts where compostable material can be separately managed and composted at an off-site facility.

b. The contractor shall provide four (4) organic caster carts at the Emerson Dining Facility and two (2) at the Commissary. Options shall be included for one (1) cart each at the Child Development Center, Carolina Skies, Golf Course and Bowling Alley. Carts shall have a lid with a seal that prevents escape of odors or attraction of vectors and animals. Requested cart size is 60-70 gal with the option to change size based on usage.

c. The carts shall be serviced 5 times per week, wherein contractor shall ensure each cart is completely emptied, rinsed clean and returned to the specified location.

d. The contractor shall provide initial training of facility staff on the organics diversion program by providing instruction on the accepted materials, limits of contamination, collection schedule, staging location, and points of contact for further questions. Refresher training shall be provided every three months thereafter.

e. The contractor shall provide monthly reports to include the daily weight of material collected at each facility, and a description of any issues related to contamination, health and safety, collection procedures or other matters of concern.

f. The services shall be completed in accordance all applicable federal, state and local laws and regulations.

4) Security Requirements

a. Listing Of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander. The list shall be provided to the Program Manager and sponsoring agency’s Security Manager. An updated listing shall be provided when an employee's status or information changes.

b. Security Training. The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agency’s security manager. The security manager shall provide employees with training required by DODM 5200.01, DoD Information Security Program, Volumes 3, and AFI 16-1404, "Air Force Information Security Program". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, Integrated Defense.

c. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees. Contractors/Vendors cannot use any form of military identification (active duty, dependent, retiree, etc.) to access Shaw AFB when representing a private company or organization. All contractor employees shall undergo an III Criminal History Background Check to determine fitness for access Shaw AFB conducted by 20th Security Forces Squadron prior to issuance of base access credentials. Only identification cards or driver's licenses that are acceptable for Federal Identification purposes or from REAL ID compliant states or territories will be accepted. If an identification card or driver's license has any form of Federal Limits defined on the card it cannot be accepted. d. https://www.dhs.gov/current-status-states-territories. Contact 20th Security Forces Squadron for alternative forms of acceptable identification to conduct background checks.

e. Background Checks. All contractor employees shall submit to a criminal background check accomplished by Shaw Air Force Base Security Forces prior to the employee being issued base access credentials. Failure to submit requested Contractor Listing of Employees as indicated can result in denial or delay of issuing base access credentials. Processing criminal background checks takes, at a minimum, 7-10 days from time of submission.

f. Retrieving Identification Media. The contractor shall retrieve all identification media from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.

g. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.

h. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Shaw AFB SC.

i. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

j. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.

Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

k. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

l. Photography Restrictions. No one is authorized to take any pictures or video recordings of Air Force operational aircraft or restricted areas without the approval of 20 FW/CVN regardless of location while on Shaw AFB. This includes, but is not limited to, personal electronic devices such as blackberries, iPADs, iPODs, cell phones, or any other devices with digital recording capabilities. Any contractor requiring pictures or videotape of Shaw’s airfield to support their contract must request and possess written authorization prior entering the airfield area. Written authorization letters to photograph or video of the flight line must be signed by the Maintenance Squadron Commander; a Fighter Squadron Top 3, Director of Operations, or Commander;

Logistics Group Commander or Deputy; the Operations Group Commander or Deputy; 20 Operations Support Squadron Commander or Director of Operations or 20 FW/CVN.
