Questions and Answers: Lease and Maintenance of Washers and Dryers

Question 1: Due to changes in Energy Star criteria effective 01-01-2018 the DOE requirements no longer cover commercial equipment. We deal with Alliance and Maytag and neither provides a commercial top load washers Energy Star or commercial dryers to meet the residential DOE requirements. Please address this issue. If your request is to install residential equipment (Made in America) into the high-use commercial government environment please acknowledge. The contractor will then remove itself from future consideration.

Answer: The Government has reviewed the EnergyStar® and Federal Energy Management Program (FEMP) and verified that EnergyStar® will no longer certify top-loading commercial washers effective on 1 January 2018. Therefore, the Government has revised the requirement to include EnergyStar® certified front-loading commercial washers. The Performance Work Statement (PWS) has been revised (See Revision 1, dated 17 Nov 2017) and will be included in Amendment 0001 to the solicitation.

Question 2: PWS 1.5 states that equipment “new” shall be installed in 3 days. This contractor accepts that this is within a reasonable request, however, as machines are made to order by the manufacturer and shipping is longer than 3 days could the government either extend the time period for over 5 units or give the contractor an estimate of future requirements time line to manage SKU’s.

Answer: The Government acknowledges that additional time would be required for larger quantities if requested. The Performance Work Statement (PWS) has been revised (See Revision 1, dated 17 Nov 2017) and will be included in Amendment 0001 to the solicitation.

Question 3: Are you planning on having a site visit for the above solicitation? Please e-mail your answer along with the date and time if there is going to be a site visit.

Answer: The Government is not anticipating the need for a site visit. The requirement is to provide commercial washers and dryers for a definitive number of facilities. A site visit would not be value added.
