Questions and Answers: Operation and Maintenance of Waste Water Treatment Plant and Waste Water Disposal Services Located at Shaw AFB SC

Question 1: Does the Combined Synopsis/Solicitation posted as solicitation number FA480318R0004 on FBO contain requirements similar to an existing contract or will this be a new requirement?

Answer: The solicitation is similar to the current contract (FA4803-14-C-0002) that was awarded to National O & M, Inc.

Question 2: Please provide a copy of the sigh-in sheet for all firms who attended the site visit.

Answer: The sign-in sheets will be added as an attachment in the forthcoming Amendment (0001) to this solicitation.

Question 3: For evaluation purposes and to aid our team in developing our technical approach please provide a copy of the previous contract rates (unit & firm fixed price) for incumbent contractor.

Answer: The total awarded contract amount was $4,089,447.92 all other pricing information is proprietary. The Government considers all other pricing to be confidential, however, you may contact the incumbent, National O & M, Inc. and request this information.

Question 4: From an incumbent perspective, how many full-time and part-time employees are currently supporting this contract? How many employees are Air Force personnel?

Answer: This is proprietary information. However, you may contact the incumbent, National O & M, Inc. and request this information.

Question 5: Can we receive the last 12 months Daily Monitoring Reports (DMR) for both Shaw Air Force Main Plant and Wateree Recreation Facility?

Answer: The Government will provide two spread sheets (1 for each plant) that are populated with the data available.

Question 6: Can we receive the last 12 months Process Control for both Shaw Air Force Main Plant and Wateree Recreation Facility?

Question 7: Can you provide all documentation (correspondence) received from the State of South Carolina and other Regulatory Agencies during the last 12 months plus all Notices of Violations and Compliance Orders, if any?

Answer: There have been no NOVs or Compliance Orders issued during the past 12 months.

The other data requested requires a FOIA request.

Question 8: Can we receive copy of permits # SC0024970 SAFB Main Wastewater Treatment Facility and # SCG570034 Wateree Recreation Facility? Do these permits include sludge?

Answer: Yes, we can send a copy of each permit. Note: the permit for Wateree is a general permit containing approximately 50 pages. SLUDGE – Yes, all of our sludge is permitted for disposal of at the City of Sumter’s Wastewater treatment plant.

Question 9: Are there any other permits that the contractor is responsible for?

Answer: Yes, the permittee must transport the liquid sludge to the City of Sumter, a SCDHEC sludge hauling permit is required. The Shaw AFB on-site environmental laboratory certification is issued to National O&M. It is not transferable. If a different contractor is awarded this contract they must obtain laboratory certification for this laboratory.

Question 10: Is the Laboratory South Carolina DHEC certified? If so is that certification transferable or does the new contractor have to obtain another certification? Please provide a list for all analysis parameters conducted in-house every month and a list of parameters and samples subcontracted to outside lab. Who is responsible for maintenance/calibration of lab instruments?

Please provide calibration/maintenance frequency for all instruments.

Answer: Certification question is answered in question 9 above. Samples analyzed on-site – dissolved oxygen, flow, pH, BOD, TSS, total residual chlorine. Samples analyzed off-site – Fecal coliform (bacteria), ammonia, total phosphorus, and Whole Effluent Chronic Toxicity 100% (Wateree only). Calibration – oxygen and pH daily, flow – as needed to maintain flow as required by the permit (within 10% of the actual flow). Also, all flow equipment must be inspected and calibrated by an outside contractor at least once per year. In the laboratory daily temperature records must be maintained for the TSS drying oven and the BOD incubators and the muffle furnace when in use to conduct MLVSS analyses. All other laboratory data must be maintained in accordance with the SCDHEC Laboratory certification requirements.

Question 11: Does the existing Laboratory conduct all effluent parameters for both Facilities or do they use a contract laboratory.

Answer: The pH and dissolved oxygen must be collected at the Wateree facility. The rest of this is covered in question 10 above. Note: The lab certification is for Shaw AFB and Wateree.

Question 12: It is clear that the contractor is responsible for the hauling of waste sludge. Is the contractor responsible for paying “Tipping Fees” at the Pocotaligo Wastewater Treatment Facility? There are conflicting quantities for the estimated annual sludge quantity for the Wateree Recreational Area Wastewater Facility. One place states “850,00” and the other states “850,000” gallons. Can you confirm the estimated quantity?

Answer: The contractor is responsible for all fees required by the contract. The contractor is reimbursed on a cost basis through the contract line item for sludge disposal. The estimated gallons is 850,000 gallons for CLIN 6 (Wateree). This was for pumping and hauling all of the wastewater from Wateree to the Shaw AFB facility temporarily while the Wateree facility was undergoing maintenance. Note: 850.00 is a typographical error.

Question 13: It is our understanding that the Wastewater Sludge does not have to meet any classification. Is that correct?

Answer: This is correct.

Question 14: According to our information, it states the facilities must be manned 24/7, 365 days per year. Does this mean a Full Time Employee (FTE) at the Main Treatment Facility as well as an FTE at Wateree Recreational Treatment Facility or can one FTE cover both facilities?

Answer: Yes, the facilities must be manned by certified wastewater operators of the proper grade as required by the NPDES permit 24/7, 365 days per year.

Question 31: Regarding environmental compliance: The PWS mentions the handling of hazardous materials. What hazardous materials are on-site and in what quantities?

Answer: This for safety concerns for handling the liquid bleach, lime and sodium sulfite. The quantities have already been supplied. This information is part of the PWS.

Question 32: Regarding sludge hauling: The PWS lists an expected sludge volume of up to 850,000 gallons annually to be transported to Shaw AFB. Is this volume correct?

Answer: Under a separate construction contract during 2014 and 2015 the Wateree had various maintenance upgrades performed, such as sandblasting and painting, and updating equipment.

During that period all of the wastewater was pumped into trucks and hauled to the Shaw AFB WWTP for disposal. We appropriated adequate funds to haul up to 850,000 gallons of wastewater annually during the construction period. After the facility was restored to normal service the pump and haul CLIN was retained in the contract in case of emergencies. The volume is correct for this.

All of the sludge at Wateree is wasted to the aerobic digester where it is decanted and thickened and then hauled to the Shaw AFB wastewater facility as needed.

All of the sludge from our Shaw AFB wastewater facility is pumped and hauled to the City of Sumter’s wastewater facility for disposal.
