PERFORMANCE WORK STATEMENT

FOR

TIMBER HARVEST

AT SHAW AIR FORCE BASE

FISCAL YEAR 2017

CONTRACTING OFFICER

DATE ENCL 1

PERFORMANCE WORK STATEMENT

1. SCOPE OF WORK:

The Contractor shall furnish all labor and materials to harvest selected pine and hardwood trees from all areas located east of the flight line on Shaw AFB totaling 302 acres. Bidders must possess the necessary equipment to perform a longwood operation. Total volumes are ESTIMATED to be as followed: 8674 tons of pine pulpwood, 2584 tons of pine chip & saw, and 1052 tons of pine saw timber. If a pine pole market is available for this area, a more proximate volume will be determined by the buyer and pole buyer prior to harvesting. Timber is considered to be of good quality for the Sumter Area, including high quality longleaf, slash, and loblolly pine, unless otherwise noted. The Contractor shall have completed harvesting operations and removed all designated timber from these areas between August 1st 2017 thru October 31st 2017.

2. LOCATION OF PROPERTY:

The areas to be harvested are located at Shaw AFB, Sumter County, South Carolina. The base is just outside Sumter, South Carolina along highway 378. Logging point of entry will be from the commercial gate located at the intersection of St. Paul’s Church road and highway 378. The boundaries of the areas to be harvested will be marked with flagging tape and depicted on a site map, which is attached.

3. DESCRIPTION OF WORK:

1. Green areas as marked on the site map (278 acres) will be operator select second time thinning to reduce canopy closure. The management goal is to second thin these pines down to a desired average basal area of 60-70 ft2/acre. These stands will be thinned for longwood operations by removing the poor or defective cull trees first, and leaving the dominant best quality trees for future harvests. The removal of sweet gum and miscellaneous hardwoods will be allowed, but must be counted towards the desired basal area. The final harvest of each individual stand must meet an average basal area of 60-70 ft2/acre at completion, with no more than 10% of remaining stand damaged caused by the logging operation. The removal of all woody understory vegetation, like turkey oaks, sweet gum and volunteer unmerchantable pines and any dead overstory trees must be felled during this harvesting operation. Any remaining unmerchantable timber (tops, dead snags, understory undergrowth) may be processed as fuel chips, but is not required.

2. Areas labelled red (13.6 acres) on site map must be clear-cut of all overstory merchantable trees and understory vegetation. The 10.1 acres section clear-cut is to facilitate clearing operations for new construction.

The 3.5 acre clear-cut is to expand the current opening for operations.

Additional areas may be subject to clear-cuts during harvesting operations, and will be approved by the Base Forester. Such areas may include but not limited to expand buffers along fence lines, parking lots, buildings and hiking trails.

3. The light thinning areas in yellow (9.2 acres) located on the site map will be thinned to an average 90 basal area to reduce canopy competition and let the pines grow freely. This area has been delineated as the buffer area for the Skeet and Trap range. These stands will be thinned for longwood operations by removing the poor or defective cull trees first, and leaving the dominant best quality trees for future harvests. The removal of sweet gum and miscellaneous hardwoods will be allowed, but must be counted towards the desired basal area. The final harvest of each individual stand must meet an average basal area of 90 ft2/acre at completion, with no more than 10% of remaining stand damaged caused by the logging operation. All understory brush and woody understory vegetation will be left as part of the buffer.

Skid trails must be minimized to avoid soil disturbance in all harvested areas

4. General Descriptions

a. Logging is permitted from 0700 until sunset, Monday through

Saturday. Personnel must have vacated the base no later than 30 minutes after official sunset daily and all gates shall be closed and locked. Sunday and holiday work is not authorized unless approved first by the Base Forester.

b. Payments will be made weekly based on tare weights of tickets and settlement sheet. Starting of work must be scheduled through the Base Forester.

c. Stump heights shall not exceed 6 inches.

d. All roads, road shoulders, and firebreaks will be cleared of tree tops and logging debris.

e. All trash will be removed from the installation on a daily basis.

f. Military training may require the movement of contractor personnel and equipment with as little as 30 minutes notice.

g. All loading decks, skidding, and felling will be done within the boundaries of the sale area unless other locations have been approved in advance by the Base Forester. Loading deck locations will be approved in advance by the Base Forester.

h. All harvested trees within a sale area shall be removed before operations are moved to a new location. The area shall be cleaned by the Contractor and inspected by the Base Forester before moving to a new location. Areas which are excessively wet as determined by the Base Forester shall be worked at a later time.

i. The Contractor shall finish harvesting all sale areas before moving off to another property unless a temporary shut-down is necessary because of military mission requirements or contract stipulates an extended deadline.

The Base Forester may also determine that completion of the harvest must be delayed because of currently unacceptable ground conditions.

5. Operating Methods:

a. Tree-length limbing gates will be permitted, but any resulting piles must be chipped or spread out along skid trails to less than 1 foot deep and at least 10 feet away from any live trees.

b. All chips must be removed from the site and paid for at the contract price. Pine sawtimber and poles must be used for those products and may not be used for round pulpwood, pulpwood chips, or fuelwood chips unless authorized by Base Forester. If the use of a chipper results in a pile of bark and other non-marketable material, that pile must also be spread across the site.

c. If buyer deems there is enough pole inventory in the harvest to separate saw timber and poles, a pole buyer will be allowed access to mark the poles. The pole buyer must coordinate with the Base Forester for access and must use a paint that will distinguish those trees from other marked sale trees (blue) and RCW cavity trees (white).

4. CONTROL OF HAZARDOUS MATERIALS AND WASTES: No hazardous substance may be discharged onto the ground or into the streams and surface waters. This includes all petroleum products, waste oil and lubricants (POLs). Any repair or maintenance which could result in leakage or spillage of POL’s or any substance must be done in such a manner as to prevent it from entering any ditches, streams or natural drainage. In the event of accidental spillage, the contractor will be required to report all spills to Shaw AFB Environmental Management Flight at 803-895-5071 during duty hours, or to the Base Fire Department at 895-4709 after duty hours. Used POL’s and other hazardous material will be containerized and removed from the Installation by the Contractor. The Contractor shall bear the cost of clean-up of all spillage.

5. GENERAL REQUIREMENTS:

a. The Base Forester shall be contacted by the Contractor either in person or by telephone (803-895-9995) prior to beginning work under this contract.

b. To avoid any conflicts with other natural resources programs, endangered species, wetlands, or the flying mission of the Air Force, the Base Forester will approve all haul roads, skid trails, log decks and trailer locations. The Base Forester will determine which timber stand will be harvested first and the harvesting order of the other stands. Harvesting or starting of work may be restricted to certain periods of time to coincide with the needs of the natural resources management program or the military mission of the Air Force. Work may temporarily be halted or the contract terminated if a conflict deemed serious by the Base Forester occurs or was unforeseen.

c. All environmentally sensitive areas shall be avoided by all of the Contractor’s operations. The Base Forester will identify the boundaries of these sensitive areas prior to initiation of work.

d. All work shall be accomplished by the Contractor’s personnel and with the Contractor’s equipment and materials. All equipment needed for timber removal operations shall be furnished, transported and maintained by the Contractor.

e. At all times when operations are in progress, the Contractor shall have a representative readily available in the area that will be authorized to receive, on behalf of the Contractor, any notices or instruction given by the Base Forester in regard to performance under this contract. He/She shall also have a copy of the technical provisions on the site at all times.

f. Although unlikely, it is possible that an emergency situation may require the Contractor and all of his personnel to immediately cease work and evacuate the property for safety reasons if ordered to do so by the Base Forester, Wing Safety, or Security Forces.

6. BEST MANAGEMENT PRACTICES:

Harvesting operations must be in compliance with state Best Management Practices (BMP) during and after completion of the sale. All roads, skid trails, log decks, and stream crossings must be within compliance with BMP’s prior to finishing the harvest of each location. All existing and newly constructed roads on and adjacent to the sale area used by the BUYER shall be maintained and left in a passable condition during and at time of completion of the logging operation by the BUYER. The location of all roads constructed and used during the extraction and transportation of forest products shall be approved by the base forester and follow the contour with slope grades of five percent or less maintained, except where terrain or the use of existing roads requires short, steep grades necessitating the construction of water diversion measures (broad based dips, turnouts, culverts, etc.) installed at the proper intervals. Except at stream crossings, roads will not be constructed within the Streamside Management Zone (SMZ) of any stream, pond, or lake on the property as designated in the BMP manual. All necessary stream crossings will be installed in junction with BMP standards for pipe crossings unless a bridge or ford in the creek is approved by the base forester. All exposed soil at the crossings will be stabilized with gravel, or grassed and mulched, or silt fences to prevent erosion and sedimentation. Under no circumstances will temporary stream crossings made of logs and brush be piled in the stream and covered with soil be permitted.

7. CONTAMINATION & UNEXPLODED ORIDINANCE:

The Contractor is forewarned that there is a possibility of contaminated wood in the harvesting areas. Wood could possibly contain metal fragments such as barb wire, lead bullets and various scrap metal that may cause damage to equipment used in the process of logging and milling. With that being said, all areas have been harvested before with no issues of contamination. It is our duty to inform contractor of risk prior to bidding. The Contractor shall assume all risks from exposure to such property and shall discharge the Government from any and all damages directly and indirectly resulting from such property. The Contractor also agrees to hold the Government harmless from any and all claims arising therefrom or incident thereto. When found, these unnatural objects shall not be tampered with or removed. The Contractor shall immediately report these findings to the Base Forester or Range Control Officer so proper identification and disposal can be made by the government.

8. DAMAGE TO AIR FORCE PROPERTY:

Extreme care shall be exercised to avoid damaging trees, shrubs, roads, bridges, culverts, gates, fences, utility lines, buildings, or other structures. Slash shall not be left in roads, trails, ditches, utility rights of way, or fire breaks. Air Force property damaged beyond normal wear and tear shall be replaced at the original condition as directed by the Base Forester at no expense to the Air Force. All repairs will be inspected and accepted or rejected by the Base Forester. The damage to haul roads while standing water is present or road surfaces are soft from moisture will not be considered as normal wear and tear.

9. INSPECTIONS:

Equipment Washing. All off-road equipment utilized for this contract shall be inspected by the Base Forester for the presence of invasive weed seeds or propagates prior to being off-loaded at the Range. Off-road equipment includes skidders and feller bunchers, but does not include service vehicles, pickup trucks and similar vehicles. It is strongly recommended that all off-road equipment be cleaned with a pressure washer to remove all soil, plant parts, seeds, vegetative matter or other debris that could hold seeds.

The visual inspection by the Base Forester will focus on but not be limited to air breathers, tracks or tires, open framing, floor plates, skid plates or other areas that can trap seeds such as drive shaft guards. If seeds, clumps of soil or propagates are found the Base Forester will not allow the equipment to be off-loaded and the contractor will be required to remove the equipment from the Range where it can be washed or rewashed.

All work is subject to inspection by the Base Forester both during and after the Contractor’s operation. Unsatisfactory work shall be corrected promptly at no expense to the government. The Base Forester must approve construction of loading areas by the Contractor or Subcontractor before construction begins.

10. FOREST FIRE SUPPRESSION:

The Contractor shall exercise due diligence both independently and in cooperation with the Air Force and will take all reasonable and practical action to prevent and suppress forest fires on the contract area or vicinity. The Contractor agrees to reimburse the Air Force for the cost of fire suppression incurred as a result of his negligence and/or willful acts. All fires shall be reported immediately by dialing 911, and notifying the Base Forester.

11. EXAMINATION OF PREMISES:

Bidders are expected to satisfy themselves as to the conditions that may affect the cost of performance under this contract. It is considered impractical to determine by other means the exact nature of work, site conditions under which work is to be performed, product break down and total quantity to be harvested. The submission of a bid will be considered as certification that the site has been inspected and the nature of work and the effects of existing and/or adjacent work have been determined. Inspection of the sites will be allowed by appointment prior to bid submittal.

12. TRASH AND REFUSE:

Trash and refuse resulting from the Contractor’s operations shall be removed daily and disposed of in a manner as directed by the Base Forester. No trash of any sort shall be burned, buried, or left on the ground at the end of the day.

13. PAYMENT:

The timber is being offered by item as a unit sale. Payment for the timber must be made weekly as harvesting proceeds, with checks made payable to “Disbursing Officer” and delivered to the Base Forester in person or via USPS. Weight tickets and settlement sheets must be submitted with weekly payments.
